Mayor 111athews presiding, City Attorney G. A. Spencer and the following named councilmen answered to roll call; Stol- per, Dyar, Spaeth, Harne, Ryberg, daite and Bradford. Councilmen Howell, Todd and reters absent. 1 i The minutes of the Regular Semi -Monthly Meeting of March lst , 1920, were read and approved as read. i An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of cervain claims" . On motion of Councilman Spaeth the ordinance was read and adopted ;y sections and on its final adoption the roll was called and the following vote was had; ryes= Stolper, Dyar, Spaeth, Iiarne, Ryberg, Waite and Bradford. (7) Nays: (0) Councilmen IIowell, Todd and Peters absent. The Mayor approved the same and is numbered 2324. A communication was received from The Lee Hardware Company in reference to the bad condition of the railroad crossings on Fifth Street and Elm Street. Councilman Spaeth moved that the City Clerk notify the Union Pacific Railroad Company to repair said crossings at once. The Watson -Weldon Motor Supply Company submitted samples and prices on fire hose . i Councilman Stolper moved, that the City purchase 1,000 feet of Diamond Brand fire hose at y�1.25 per foot, to be billed July 19th, 1920. Motion adopted. I Councilman Stolper of the Public Health Committee stated that the Committee had repaired the second story of the old fire station to be used as an emergency hospital. 9 I Councilman 6tolper also stated that the first story of the old fire station could be made into a Rest Room at a cost of ap- proximately 41200.00 Councilman narne moved that the matter be referred back to the Committee with power to act. Motion adopted. i Councilman Spaeth moved that the services of Sewer Inspector be dispensed with, and that the inspection of sewers should be made by the City Engineer. The following communication was received from P. L. Gebhart: Salina, Kansas. March 15th, 1920 Chas. E. Banker, City Clerk, City. i Dear Sir: In answer to your letter of February 10th, in regard to the of 1'►iverside -ark, if City Purchase the decides to buy this park I will accept Park Improvement Bonds for the amount of X15,000.00 to run either four or fine years bearing 4-1/2/-0 interest. Yours truly, i • L• Gebliart . Councilman Dyar moved that the proposition be accepted by the City and be voted on at the Spring Election of April 6th, 1920. Motion adopted. The following resolution was introduced: BE IT RESOLVED, by the Mayor and Councilmen of the City of Salina, Kansas, that upon Tuesday, the 6th day of April, 1920, at the regular annual City Election, that there be submitted to the qualified electors of said City the following proposition: "Shall the City of Salina, Kansas, be authorized to pur- chase for the purpose of establishing and maintaining a public park for the use and benefit of the people of said City all of that tract of land in said City known and described as 'Reserve Number Two (2) in Riverside Park Addition,' and to issue in payment therefor bonds of the City of Salina, Kansas, in a sum not exceeding Five Thousand (5000.00) Dollars." The following resolution was introduced: BE IT RESOLVED, by the Mayor and Councilmen of the City ;Salina, Kansas, that upon Tuesday, the 6th day of April, 1920, at the regular annual City Election, that there be submitted to the qualified electors of said City the following proposi- t ion: "Shall the City of Salina Kansas, issue its bonds in the sum of Three Hundred Thousand (1300,000.00) Dollars for the con- struction of a memorial community building as a military monu- ment in accordance with the provisions of Chapter (279) of the Laws of 1919", and "Shall such Memorial Building be located at: LOCATION NO. 1: East Iron Avenue on Lots No. 100, 102, 104, 106, and 108 on Third Street and all that part of Lots No. 99, 101, 103, 105 and 107 on Fourth Street, lying east of the Smoky Hill River, in the City of Salina, Kansas. LOCATION NO. 2: South Santa Fe Avenue on Lots No. 170, 172 174 176 178 and 180 South Sants Fe Avenue, and Lots No. X69, 171, 173, 175, 177 and 179 on Seventh street and the alley running be- tween said lots in the City of Salina, Kansas. LOCATION NO- 3: Northwest corner of Ninth and Ash Streets on Lots No. 11, 2,3,4,5,6,7,8,9, 10 and 11 in Replat of Bishop's Reserve in - the City of Salina, Kansas." AND BE IT FURTHER RESOLVED that the indebtedness for such memorial shall be paid by the issuance of bonds of said City of Salina, Kansas. Passed and approved this 15th day of March, 1920. (7) Nays: (0) Councilmen Howell, Todd and reters absent. 2I)PCG 1 The following resolution was introduced: s BE IT RESOLVED, by the Mayor and Councilmen of the City of Salina, Kansas, that upon Tuesday, the 6th day of April, 1920, at the regular annual City Election, that there be submitted to the qualified electros of said City the following proposition: i `Shall the City of Salina Kansas, purchase for a considera- tion of not more than One ($'1.05) Dollar, all of the unsold lands belonging to The Gypsum Hill Cemetery Association." On motion of Councilman Bradford the rules of order were sus- Epended for its consideration by the following vote; Ayes: Stolper, Dyar, Spaeth, Harne, Ryberg, Saite and Bradford. A petition was received asking for the construction of a sidewalk on the south side of Antrim avenue from Santa Fe Avenue to Fifth jtreet and on the west side of Fifth Street from Antrim south a distance of 120 feet. Same was referred to the Sidewalk Committee. The monthly reports of the City Clerk, City Treasurer, Po- lice Judge and Fire Chief were received and ordered filed.
