Spencer and the following named councilmen answer"ed to roll call; Stolper, Lyar, Spaeth, howell, Larne, Ryberg, I Waite, Bradford and. Peters. Councilman Todd absent . The minutes of the "-eUul@.r Semi-monthly meeting of INovember 17th, 1919; special called illeeting of November 21st, 1919, and the Special Called Mieeting of 'november 28th, 1919, were read and approved as read. Hugh -ritzer of The L4tandard Oil Company appeared before the Council and asked the Council to pass an ordinance for the erection of a filling station at the corner of Ohio Avenue and iron Avenue. (,ouncilman Spaeth moved that the request be granted. U. F. Sutter appeared before the Council in reference to the opening of I'aulkner *street, as petitioned for by the property own- ers about a year ago. The matter was referred to the Street and Alley Committee to report at a future meeting. J. B. Smith of The Shellabarger Milling Company presented a petition asking the Council to take some action in having the tanks of The national -LefininE, Company removed to some other location. Same was referred to the Corporation and. Franchise Committee. -bids for the construction of certain sewers as advertised for were received as follows: Amerman and Snyder, Reed and Wheelock, Clay Center, Kansas. Councilman Spaeth moved that the certified check of Reed and Wheelock be returned and that the bid of Amerman and Snyder be held for consideration until permission had been received from The Board of health to construct the sewers advertised for. 7n ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Councilman reters the ordinance was read and adopted by sections arid on its final ado p Ption the roll was called and the following vote was had; Ayes; Qtolper, Dyar, Spaeth, I'lowell, harne, Ryberg, Waite, Bradford and Peters. (9) Nays: (0) Coun- cilman Todd absent. The i4ayor approved the same and is numbered 2298. An ordinance oj�_s introduced entitled: "An ordinance providing for the appointment of a Fuel Ildministrator, specifying his duties and providing for compesation therefor." On motion of uOuncilman " )aeth the rules of order were suspend- ed for its consideration by the following vote; Ayes: Stolper, ilyar, Spaeth, 110well, Harne-J, Ryberg, Waite, 'radford and Peters. (9) Nays: (0) Councilman Todd absent. On motion of councilman "tolper the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes; Stolper, Drrl Spaeth, Howell, 1.� Harne, Ryberg, Waite, radford and Peters. (0 mays: (0) Council- man Iodd absent. The Mayor approved the same and is numbered 2299. An ordinance was introduced entitled: "An ordinance �'Tanting the right of 'hay to 1he Union racific Railroad Company and Ihe htchis- on, Topeka and Lanta Fe hailroad Company, their successors and assigns to construct, maintain and operate a joint switch track along and across certain streets in the City of Salina." On motion of councilman Harne, the rules of order were suspend- ed for its consideration by the following vote; ayes: Stolper, Dy- ar, Spaeth, howell, Harne, I-,yberg, V'Vaite, Bradford, and Peters. (9) Nays: (0) Councilman Todd absent. On clotion of �jouncilraan Bradford the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stolper, Dyar, Spaeth, Howell, harne, Ryberg, � a ite, Bradford, and Peters. (9) Nays: (0) Councilman Todd absent. The 'Mayor approved the same and is numbered 2300. Street and Alley Committee reported favorably on the peti- tion asking for the location of a light at the corner of Tenth and '-lm Streets; and recommended that an incandescent light be placed at this point; also that an incandescent light be placed at the west end of State Street near the Dry geek Bridge; and an arc light at the corner of State street and Railroad Street. Councilman Dyar moved that the report of the committee be adopted and that the City Clerk be instructed to notify The Salina might, rower & uas Company to locate said lights. Street and Alley Committee asked for further time to report on the matter of creating a Lerlefit District for the opening of Vvilson "treet from manta i'e Avenue to 1 ourth �-'treet . The Palace Theatre asked for permission to construct a canopy the full length of their building on mouth Santa Fe Avenue, ex- tending out over the sidewalk. The matter was referred to the Building Committee for investi- gation. Councilman Dyar made a verbal report and recommendations for the purchase of playground equipment . Councilman Spaeth moved that the matter be referred back to the Committee with power to act. A communication was received from The Board of Education asking the Mlayor to call a Special zlection, Lecember 23rd, 1919, and on motion the request was granted. Mayor Aathews appointed the following Judges and Clerks for the Special Election of December 23rd, 1919: FOURTH ivARL.
