NOVEMBER 17, 1919
Regular semi-monthly meeting of the City Council, Novem-
ber 17th, 1919. Mayor Mathews presiding, City "ttorney G. A •
Spencer and the following named councilmen answered to roll
call; Stolper, Dyar, Spaeth, Howell, Harne, Ryberg, "aite,
Bradford, Todd and Peters.
The minutes of the He solar Semi-monthly meeting of No-
vember 3rd, 1919, were read and approved as read.
A committee from the Rotary Club appeared before the
Council in reference to the City purchasing playground equip-
ment for the City parks, and suggested that if purchase was
to be made, the purchase should not be deferred until spring.
The matter was referred to the Parks and Parking Commit-
tee for investigation and to report at the next regular meet-
ing.
A representative of The Robinson Willing Company appear-
ed before the Council and asked for, the right to construct a
switch track across Santa Fe Avenue to accomodate their mill.
Councilman Peters moved that the matter be referred to
the Street and Alley Committee to bring in an ordinance at
the next Regular Meeting.
An ordinance was introduced entitled: "An ordinance
making an appropriation for the payment of certain claims."
On motion of Councilman reters the ordinance was read
and adopted by sections and on its final adoption the roll
was called and the following vote was had; Ayes: Stolper, _
Dyar. Spaeth, Howell, harne, Ryberg, 4�a ite, hrau ford, Todd
and reters. (10) Nays: (0) The Mayor approved the same
and is numbered 2296.
An ordinance was introduced entitled: "An ordinance
levying and assessing special assessments on certain lots
and pieces of ground in the City of Salina., Kansas, to pay
the cost of excavating, curbing, and guttering, paving and
grading certain streets in said City and relating to and
providing for the collection of such assessments."
On motion of Councilman Todd the rules of order were
suspended for its consideration by the following vote;
Ayes: Stolper, Dyar, Spaeth, Howell, Harne, Ryberg, Waite,
Bradford, Todd and Peters. (10) Nays: (0)
On motion of Councilman Peters the ordinance was read
and adopted by sections and on its final autoption the roll
was called -and the following vote was had; Ayes: Stolper,
Dyar, Spaeth, Howell, Harne, Ryberg, Waite, Bradford, Todd
and Peters. (10) Nays: (0) The mayor approved the same
and is numbered 22 97 .
Street and Alley Committee reported favorably on the
petition asking for the location of an arc light at the _
corner of rrescott venue and Phillips Street.
On motion of Councilman reters the report of the com-
mittee was adopted and the City Clerk was instructed to no-
tify The Salina Light, Light, rower & Gas Company to install
said light.
Councilman Peters moved that the Street and Alley Com-
mittee who brought in a report and recommended the opening
of Wilson "treet from Santa Fe "venue to Fourth Street bring
in an additional report in reference to the width of said
street, also the boundaries of the benefit District. Notion
adopted.
Councilman Spaeth moved that the permission heretofore
granted The United Telephone Company to dig up packings for
the laying of conduits be revoked, as there have been numer-
ous complaints as to the condition the company left the park-
inGs after said work had been completed. Motion adopted.
A request for the vacation of Eastern Heights was re-
ceived. Same was referred to the City Attorney and City En-
gineer.

Corporation and Franchise Committee reported favorably
on the petition asking for the extension of water mains on
Phillips Street from Morrison 'venue to Crawford Avenue.

On motion the report of the Committee was adopted.
I Councilman Howell, of the Fire Department Committee,
stated, that in the opinion of the Committee the supplies need-
ed for the Fire Liepa.rtment Building would amount to about
$1200.00
Councilman Bradford moved that the Committee should pur-
chase what they deem absolutely necessary at once. Bills to
be presented at the January meeting.
Mayor diathews called the attention of the Council to the
necessity of having a new well driven at the dump grounds.
Councilman Spaeth moved that the Building Committee be
instructed to have the same done at once.
Street Commissioner was instructed to send men out to
M the dump grounds and have the grounds cleared up.
City Engineer, P. G. Wa.kenhut, submitted and specifica-
tions and estimate of cost for the construction of the follow-
ing named sewers:

On motion of Councilman 1'eters, sarne were adopted and
approved by the Council, and the City Clerk was instructed to
advertise for bids to be received up to and including Monday,
ecember lst, 1919, at 8 O'clock P. M.

ed that some kind of grass sould be planted in the putlaying
districts.
