Regular semi-monthly meeting of the City Council November
3rd, 1919. Mayor semi--monthly
presiding, City Attorney G. A. Spencer
and the following named councilmen answered to roll call; Stol-
per, Dyar, Spaeth, Howell, Harne, Waite, Bradford, Todd and Pe-
ters. Councilman Ryberg absent.
The minutes of the Regular Semi-monthly meeting of October
20th, 1919, were read and approved as read.
An ordinance was introduced entitled: "An ordinance making
an appropriation for the payment of certain claims."
On motion of Councilman Peters the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Stolpet, Dyar, Spaeth,
Howell, Harne, 4+aite, Bradford, Todd and Peters. (9) Nays: (0)
Councilr,an Ryberg absent. The Mayor approved the same and is
numbered 2294.
Street and Alley Committee reported favorably on the peti-
tion asking for a light serived in Leavenworth Addition; also
for an are light at the corner of Elm Street and Phillips Street,
and recommended that an are light be located at the corner of
University rla.ce and Chicago Street; and that an incandescent
light be located at the corner of Elm Street and Phillips Street.
On motion of Cour:cilman Peters the report of the Committee
was adopted and the City Clerk was instructed to notify The Sa-
lina Light, rower & Gas Company of the above action.
Street and Alley Committee reported favorably on the peti-
tion asking for the opening of Wilson Street from Fourth Street
to Santa Fe Avenue.
On motion of Councilman Bradford the report of the commit-
tee was adopted.
An ordinane was introduced entitled: "An ordinance amend-
ing Section One 1) of Ordinance No. 1566 entitled, "An ordinance
granting to Thos. H. Smith, his successors and assigns, the right
to manufacture, distribute and sell electricity and gas for light,
heat, power and other purposes in the City of Salina; to use and
occupy the streets, alleys and public grounds of tie said City
for the erection and maintenance of poles, wires and conduits and
for laying of the mains and pipes therefor; and contracting with
said Thos. H. Smith, his successors and assigns, for the lighting
of the streets, public buildings and grounds of said City; and
repealing Ordinance N o. 1218, passed and approved March 8, 1904,
and repealing Ordinance No. 1560 passed and approved June 30,
1910, and repealing said original section."
On motion of Councilman Peters the rules of order were sus-
pended for its consideration by the following vote; Ayes: Stol-
per, Dyar, Spaeth, Howell, Harne, Waite, Bradford, Todd and Peters.
(9) Nays: (0) Councilman Ryberg absent.
On motion of Councilman Todd the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Stolper, Dyar, Spaeth,
Howell, Harne, Waite, Bradford, Todd and Peters. (9) Nays: (0)
Councilman Ryberg absent. The mayor approved the same and is
numbered 2295.
Councilman Bradford of the Building Committee asked for
further time to bring in a report and recommendations on the In-
spection ordinance.
On motion of Councilman Peters, further time was granted.
On motion, the Building Committee was instructed to bring
in plans and estimate for the enclosing of the space between the
City Hall and the City Jail, to accomodate the police car.
Councilman Howell of the Fire Department Committ6e asked
for further time to bring in a report and recommendations for the
necessary supplies in equipping the fire department.
On motion of Councilman Todd, further time was granted.

Sewer and Drainage Committee reported favorably on the
petitions asking for a sewer on Nashington Avenue from Tenth
Street to Eleventh Street; also on Milson Street from Finth
Street to Highland Avenue.
On motion of Councilman Peters the report of the Committee
was adopted and the City Engineer was instructed to prepare the
necessary plans and specifications and estimate of cost for the
construction of the above named sewers.
Councilman Stolper suggested that the buildings in Kenwood
Park should be painted. The matter was referred to the Building
Committee with power to act.
There was a complaint entered against the way the United
Telephone Company left the parkings on certain streets after they
constructed the underground cable.
On motion, the City Clerk was instructed to notify the
United Telephone Compang to flush the ditches and bring the same
back to the proper grade.
Courn ilman Waite moved that the Pool Nall license granted
to Lenard E. Cooper by the Council, August 4th, 1919, be revoked,
and on roll call the motion was unanimously adopted by the Coun-
cil.
A petition was received asking for the location of an are
light at the corner of Prescott Avenue and Phillips Street. Same
was referred to the Street and Alley Committee.
A petition was received asking for the extension of water
mains on Phillips Street from Morrison Avenue to Crawford "Avenue.
Same was referred to the Corporation and Franchise Committee.
Councilman Spaeth moved that the salary of Sam gebster,
Janitor at the City Hall, be raised $10.00 per month. Motion
adopted.
The attention of the Council was called to the practice
of parking taxicabs on both sides on Ash Street between Santa
Fe Avenue and Seventh Street.
The matter was referred to the Street and Alley Committee
for investigation and power to act.
Councilman Spaeth moved that the City Attorney notify the
Street Car Company to discontinue leaving their cars on the
streets during the night.
On motion of Councilman Peters, Council adjourned.
