Mayor Mathews presiding, City 1''ttorney G. A. Spencer and the following named councilmen answered to roll call; Stolper, Dyar, Spaeth, Howell, Harne, Bradford, Todd and Peters. Mir. H. C. Tobey appeared before the Council in behalf' of 'Wil- lard Robison, asking for a license to conduct a public dance hall. in Oakdale Park. Councilman "tolper moved that the matter be referred to a. special committee to investignate and report at the next Regu- lar iWeeting.Motion' adopted. Mayor Mathews appointed Councilmen Peters, Howell and Dyar to act such Committee. Mr. F. A. Lovitt appeared before the Council in behalf of ben Katz, asking for a junk dealers license. 1 Couricilrian Spaeth moved that the carne be not granted. Potion adopted. Mr. S. H. Osborne, Division Engineer for the ITnion Pacific Railroad Company, appeared before the Council in reference to moving the Union Pacific tracks on Fourth Street, so that said street could be opened for traffic from South Street, south. P.�r.. F. D. Blundon, et al., representing the property own- ers also appeared before the Council and urged the Council to take immediate action on the same. The matter was finally deferred until Tuesday, September 16th, 1919, at 2 o'clock r. !.i. at which time the representatives of the Railroad Company and the property owners met with each other on the above natter. Air. D. A. Van '1'rine of The United Telephone Company stated that the Company would in a few days start to place the wires of their system in conduit under the ground, and if the Council had no objection they would start at once. There being no objection from the Council, permission was granted said company to proceed with the '.cork immediately. An ordinance was introduced entitled: "An ordinance mak- ing an appropriation for the payment of certain cla.irr:s ." On motion of Councilman Peters the ordinance was read and adopted by sections and on its final adoption the roll wax_ called and the following vote wrs had; Ayes Etolper, Dyar, upaeth, Howell, Harne, hyiuer6, Waite, Bradford, Todd and Peters. (10) Nays: (0} The Mayor approved the same and is numbered 22.86. Str�:,et and Alley Committee recommended that an incandescent light be placed on the west side of Eighth Street south of Iron avenue near the Presbyterian Church. Councilman Spaeth moved that the rec ommendat ions of the Com- mittee be accepted and that the City Clerk notify The Selina Light, r'ovier & teas Company to install said light. The Fire Department Committee was instructed to construct a permanent hydrant on the Iron "venue Pridge for the use of the fire department for pumping water from the river, also to see that the temporary connection was removed at once. Councilman Spaeth moved that the Street and Alley C or.mittee and the Mayor go over and inspect all paving that has been re- cently laid, and report to the Council all portions of said pav- ing; that are defective and should be repaired, and bring in said report at the next Regular Meeting. On motion of Councilman Howell the Fire (;ommittee was instriL t- ed to have the car over -hauled and Put in first class shape. Councilman reters moved that the r'ublic Health Committee be given further time to report on the pest house proposition. Councilman Spaeth moved that the City Engineer employ a manto have the sew;;ra�e system of the City flushed at once. It was reported that it was necessary to construct a catch - basin at the corner of Thirteenth and «sh "4treet,s. City Engineer, i'. C. 6"akenhut, eras instructed to have the same constructed as soon as possible. An ordinance was introduced entitled: "An ordinance ,provid- ing for the construction of certain sewers in the city of La.lina., Kansas, letting the contract therefor and providing for the payment of the cost thereof." Same were referred to the sewer and Drainagd Committee. The appraisers report for the excavating, grading and pavingof Fifth Lltreet from Prescott "venue to Rona :street ; and for the curbing, guttering, excavating, grading and paving of Fifth Street from bond Street to Republic Avenue, was received, and. on Motion of Councilman Spaeth, Vonday, October 6th, 1919, at 8 o'clock P U3. was designated as a special meeting, at which time the appraisers report Nil! be taken up avid acted upon by the Council, and all personsiaving any complaint to make as to such appraisernent can be present and neared if' they so desire, and that the City Clerk give notice in the official City Paper as provided by law.
