Regular semi-monthly meeting of the City Council, August
18th, 1919. Mayor il�athews presiding, City Attorney G. A. Spenc-
er and the following named counQilmen answered to roll call;
r Stolper, Dyar, Howell, Ryberg, Waite, Bradford, Todd and Peters.
Councilmen Spaeth and Harne absent.
The minutes of the Special Meeting and the Regular Meeting
of August 4th, 1919, were read and approved as read.
Councilman Todd of the 'days and Means Committee to Whom
was referred the mattre of calling a Special Election to vote on
the propositi®n of whether or not the City of Salina, Kansas,
demetery,
should take over the Gypsum Hill submitted the follow-
ing report:

To the Mayor and Council of the
City of Salina, Kansas.
We, your committee to whom was referred the matter of the j
City of Salina taking over and controlling Gypsum Hill Cemetery,
hereby recommend that the matter be presented for the considera-
tion of the voters of said City, at the regular City Election
to be held during the spring of the year 1920.

On motion of 'Councilman Ryberg the report of the Commit-
tee was accepted and ordered filed.
The matter of purchasing coal for the City Hall was dis-
cussed, and on motion the matter was referred to the Ways and
`
Means Committee with power to act.
An ordinance was introduced entitled: "An ordinance making
{ a levy of taxes for general revenue and other-)urposes in the
City of Salina, Kansas, for the year 1919. i
On motion of Councilman Todd the rules of order were sus-
pended for its consideration by the following vote; Ayes: Stol-
per, Dyar, Howell, Ryberg, Waite, bradford, Todd arid Peters. (8)
Nays: (0) Councilmen Spaeth and Harne absent.
On motion of Councilman Peters the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Stolper, Dyar, Howell,
Harne, Waite, radford, Todd and Peters. (8) mays: (0 Coun-

is numbered 2276.

An ordinance was introduced entitled: "An ordinance making j
a special assessment and levy of taxes for the cutting of weeds
on certain lots and parts .of lots in the City of Salina, Kansas."
On motion of Councilman Howell the rules of order were
usperided for its consideration by the following vote; Ayes:
tolper, Dyar, Howell, Ryberg, Waite, Bradford, Todd and Peters.
(8) Nays: (0) Councilmen Spaeth and Harne absent.
On motion of Councilman Stolper the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Stolper, Dyar, Howell
Waite, Peters.

and is numbered 2277.
An ordinance was introduced entitled: "An ordinance levy-
ing special assessments against the property herein described - to pay the cost of constructing certain sidewalks in the city
of Salina, Kansas .
On motion of Councilman Dyar the rules of order were
suspended for its consideration by the following vote: Ayes:
Stolper, Dyar, Howell, Ryberg, "aite, Bradford, Todd and Peters.
(8) Nays: (0) Councilmen Spaeth and Harne absent.
On motion of Councilman *aite the ordinance was read and
adopted by sections and on its final adoption the roll was
called and the followin vote was had; Ayes: Stolper, Dyar,

approved the same and is numbered 2278.
An ordinance was introduced entitled: "An ordinance
making an appropriation for the payment of certain claims."
On motion of Councilman Peters the ordinance was read
and adopted by sections and on its final adoption the roll
was called and the following ote was had; Ayes: Stolper,
Dyar, Howell, Ryberg, Waite,radford, Todd and Peters. (8)
Nays: (0) Councilmen Spaeth and Harne absent. The Mayor
approved the same and is numbered 2279.
An ordinance was introduced entitled: "An ordinance re-
lating to the salary of the City Treasurer."
On motion of Councilman Peters the rules of order were
suspended for its consideration by the following vote; Ayes:
Stolper, Dyar, llpwell, Ryberg, Waite, Bradford, Todd and Pe-
ters. (8) Nays: (0) Councilmen Spaeth and Harne absent.
On motion of Councilman Todd the ordinance was read and
adopted by sections and on its final adoption the roll was
called and the followin vote was had; Ayes: Stolper, Dyar,
Howells Ryberg, Oaite, radford, Todd and Peters. (8) Nays:
(0) Councilmen Spaeth and Harne absent. The Mayor approved
the same and is numbered 2280.
An ordinance was introduced entitled: "An ordinance
establishing a grade on certain streets in the City of Salina."
On motion of Councilman Peters the rules of order were
suspended for its consideration by the following vote; Ayes:
Stolper, Dyar, Howell, Ryber , Waite, -Bradford, Todd and
Peters. (8) Nays: (0) councilmen Spaeth and Harne absent.
On motion of Councilman Dyar the ordinance was read and
adopted by sections and on its final adoption the roll was call-
ed and the following WDvote was had; Ayes: Stolper, Dyar, How-
ell, Ryberg, Waite,radford, Todd and Peters. (8) Nays: (0)
Councilmen Spaeth and Harne absent. The Mayor approved the
same and is numbered 2281.
An ordinance was introduced entitled; "An ordinance amend-
ing certain sections of Ordinance No. 1983 being entitled, "An
ordinance regulating the use of automobiles, motorcycles and
other vehicles on the streets, avenues and alleys of the city
of Salina, Kansas, regulating the passage of pedestrians upon
and over the public streets of the City of Salina, regulating
the operation of street cars in the City of Salina; providing
penalties for the violation hereof and repealing Ordinances
No. 1521, 1698 and 1782Nof the City of Salina," and repa.aling
such original sections.
On motion of Gouncilman Waite the rules of order were sus-
pended for its consideration by the following vote; Ayes:
Stolper, Dyar, Howell, Ryberg, Waite, Bradford, 'Todd and Peters. --
(8) Nays: (0) Councilmen Spaeth and Harne absent.
On motion of Councilman Dyar the ordinance was resa and
adopted by sections and on its final a di pt ion the roll was
called and the followin vote was had; Ayes: Stolper, Dyar,
Howell, Ryberg, Waite, radford, Todd and Peters. (8) Nays:
(0) Councilmen Spaeth and Harne absent. The Mayor approved
the same and is numbered 2282.

Corporation and r'ranchise Committee asked for further
time to report on the petitions asking for certain water ex-
tensions.
On motion, further time was granted.
Councilman Bradford stated, that in the opinion of the
Building Committee additional bracing should be placed in the
urand Mand in Kenwood Park.
On motion, the matter was referred to the Building Com-
mittee with power to act.
The following resolution was introduced:

BE IT RESOLVED by the Mayor and Councilmen of the
City of galina, Kansas, that the Mayor and City Clerk be,
and they are hereby authorized and directed to execute and
deliver on behalf of said City the contract with The Union
Pacific xailroad Company, covering the construction, mainte-
nance and operation of the City Sewer under the tracks and
across the right of way of The Union Pacific Railroad Company
along a straight line intersecting the center line of said
track at a point approximately due north of the center of
Block No. Fourteen (14) Elmdale Addition in the City of Sa-
lina, Kansas.
Passed and approved, August 18th, 1919.

On motion of Councilman Peters the rules of order were
suspended and the resolution adopted as read by the following
vote; Ayes: Stolper, Dyar, Howell, F.yberg, Visite, Bradford,
s Todd and Peters. (8) Nays: (0) Uouncilmen Spaeth and
Harne absent .
A petition was received asking for the curbing, gutter-
ing, excavating, grading and paving of Crawford Avenue from
4reet.
e east line of Santa Fe Avenue to the west line of Fifth
Same was referred to the Street and Alley Commit-
tee.
A petition was received asking for the excaysting, grad-
ing and paving of State Street from the west line of Tenth
Street to the east line of Oollege Avenue. Same was referred
to the Street and Alley Committee.
An application for a Pool Hall License was received
from Adolf Olson.
�ounci.lman Stolper moved that same be granted and on
roll call the following vote was had; Ayes: Stolper, Dyar,
Howell and Bradford. (4) Nays: Ryberg, Waite, Todd and
Peters. (4) Councilmen Spaeth and Harne absent. There
being a tie no action was taken.
The monthly reports of the City Clerk, City Treasurer,
Police Judge and Fire Chief were received arid ordered filed.
On motion of Councilman Dyar, Council adjourned.
