COUNCIL CHAMBER
SALINA KANSAS.
AUGUST 4th, 1919.
Regular semi-monthly meeting of the City Council August
4th, 1919. Mayor Mathews presiding, City Attorney G. I. Spen-
cer and the following named councilmen answered to roll call;
Stolper, Dyar, Spaeth, Howell, Harne, Ryberg, Waite, Bradford
and Peters. Councilman Todd absent.
The minutes of the Regular Semi Monthly Meeting of July
21st, 1919, were read and approved as read. -
Chas. 15ren of The Chamber of Commerce appeared before the
Council and asked the Council to remit to the Chamber of Com-
merce all show licenses during the Victory Celebration Week from
September lst to 6th, inclusive.
Councilman Peters moved that the request be granted.
The Eberhardt Lumber Company asked for a special permit
to construct a shed along the alley between Fourth and Fifth
Streets south of Iron Avenue, to accomodate the storage capacity
of their lumber, yard.
Councilman Stolper moved that a special permit be grant-
ed.
A request for a water main on State Street west of the
Missouri Pacific Railway Company was presented to the Council.
Councilman Spaeth moved that same be granted, and the
following resolution was introduced:
BE IT RESOLVED, by the Mayor and Councilmen of the City
of Salina, that The Salina 'dater Works Company be and it is
hereby instructed and directed to lay and install a six-inch
water main on state Street in said City corulecting with its
present main west of College Avenue and running west to the
west line of Olive Street, and place hydrant. s thereon as may
be directed by the Fire Chief of said City. .
Passed and approved, this 4th day of August, 1919.
On motion of Councilman Spaeth the rules of order were
suspended for its consideration and the resolution adopted as
read by the following vote; Ayes: Stolper, Dyar, Spaeth,
Howell, Harne, Ryberg, Waite, Bradford and Peters. (9) bays:
(0) Councilman Todd absent
An ordinance was introduced entitled: "An ordinance mak-
ing an appropriation for the payment of certain claims."
On motion of Councilman Peters the ordinance was read and
adopted by sections and on its final adoltion the roll was
called and the followin vote was had; yes: Stolper, Dyar,
Spaeth, Howells Harne, Ryberg, Twaite, Bradford, and Peters*
(9) Nays: (0) Councilman Todd absent. The Mayor approved
the s ame�and is numbered 2274.
The Auditors Report of the adit of the City Clerk's and
City Treasurer's books was presented, and on motion of Coun-
cilman Peters same was received and ordered filed.
Street and Alley Committee reported favorably on the pe-
titions asking for the location of an are light at the corner
of Front Street and Crawford Avenue; also at the corner of
'third Street and Woodland Avenue.
On motion of Councilman Peters the report of the Commit-
tee was adopted and the City Clerk was instructed to notify
The Salina Light, Power & Gas Company to install the above -. -
named lights.
Street and Alley Committee to whom was referred the pte-
tition asking for the curbing, guttering, excavating, grading
and paving of Bond Street from the west line of Highland Aven-
ue to the east line of Ninth Street submitted the following re-
port:

Gentlemen:
On motion of Councilman Spaeth same were adopted and ap-
proved by the Council.
C. T. Snyder submitted a bid for the construction of the
above named sewers, and on motion of Councilman Spaeth the
contract was awarded to C. T. Snyder as per his bid.
The matter of employing a City Inspector was discussed
by the Council.
Councilman Waite moved that the matter be referred to the
Building Committee to bring in an ordinance as soon as possible.
We, your Committee on Streets and Alleys to whom was
re-ferred the petition asking for the curbing, g<ittering,
excavating, grading and paving of Bond Street from the west
line of Highland Avenue to the east line of Ninth Street beg
leave to submit the following report:
"According to an abstract furnished by a bonded abstract-
er we find that a majority of the resident property owners lia-
ble for the cost of the above named improvements have signed
said petition, and we therefore recommend that the prayers of
the petitioners be granted. "

Councilman Spaeth moved that the report of the Commit-
tee be adopted and that the City Engineer be instructed to

prepare plans and specifications and estimate of cost for the
above named improvement. Motion adopted.
An ordinance was introduced entitled: "An ordinance pro-
viding for the paving, curbing, guttering, excavating, and
grading of certain streets in the city of Salina, Kansas, spe-
cifying the manner of construction, providing for the cost
thereof, fnd the manner of payment and letting the contract
therefor.
On motion of Councilman Peters the rules of order were
suspended for its consideration by the following vote; Ayes
Stolper, Dyar, Spaeth, Howell# Harne, Ryberg, Waite, Bradford
and Peters. (9) Nays: (0) Councilman Todd absent.

On motion of Councilman Peters the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Stolper, Dyar,
Howell, Spaeth, Harne, Ryberg, Waite, Bradford and Peters. (9)
Nays: (0) Councilman Todd absent. The Mayor approved the
same and is numbered 2275.
Mayor Mathews appointed B. 0. Wilder, W. M. Garrison
and T. P. quinn, to act as appraisers in ascertaining the valu-
ation of the lots and pieces of ground liable to special assess-
ment for the cost of excavating, grading and paving Fifth Street
✓ from Prescott Avenue to Bond Street; and for the curbing, gut-
tering, excavating, grading and paving Fifth Street from Bond
Street to xepublic Avenue. Councilman
On motion of Peters
the appointments were confirmed.
City Engineer, P. G. Wakenhut, submitted plans and speci-
fications and estimate of
cost for the construction of 1100
feet of sewer on State Street west of the Missouri Pacific tracks;
250 feet of 8 -inch sewer on Fifth Street; also the necessary
manholes and catchbasins.
On motion of Councilman Spaeth same were adopted and ap-
proved by the Council.
C. T. Snyder submitted a bid for the construction of the
above named sewers, and on motion of Councilman Spaeth the
contract was awarded to C. T. Snyder as per his bid.

City Engineer, P. G. Wakenut, submitted plans and
specifications and estimate of cost for the construction
of a grand stand in Kenwood Park.
Same were received and ordered filed.
Bids were received for the construction of a Grand
Stand in Kenwood Park from:

Peterson Construction Company 10, 600.00
Chas. Grant ................. 8,000.00
Councilman Dyar moved that the bids be referred to
the Special Committee heretofore appointed by the Council
with power to act Motion adopted.
An application for a Pool Hall License from Lenard
E. Cooper was received, and on motion same was granted.
Councilman Waite moved that the Pool Hall License
granted to The Ideal Smoke House, July 7th, 1919, be re-
voked, and on roll call the motion was unanimously adopt-
ed by the Council.
A petition was received protesting against the loca-
tion of the pest house or detention home in Riverside Park
Addition or any adjacent territory thereto. Same was re-
ferred to the Public Health Committee.
A petition was received asking for the curbing, gut-
tering., excavating, grading and paving of Putnam Avenue
from South Street to Morrison Kvenue. Same was referred
to the Street and Alley Committee.
A petition was received asking for the extension of
water main on Center Street from Fifth Street to east and
of Center Street. Same was referred to the Street and
Franchise Committee.
A petition was received asking for the construction
of a sewer on Olive Street from Park Street to Ash Street.
Same was referred to the Sewer and Drainage Committee.
On motion of Councilman Peters Council adjourned.
