Mayor Mathews presiding, City Attorney G. A. Spencer and the following named councilmen answered to roll call; Stolp- er, Dyar, Spaeth, Harne, Ryberg, Waite, Bradford, Todd and Peters. Councilman Howell absent. The minutes of the Regular Semi-mOnthly Meeting of June 2nd, 1919, were read and approved as read. Petitions asking for the extension of White `Nay on Fifth Street from Ash Street to Walnut Street; and on Iron Avenue from Seventh Street to Ninth Streets, which had been referred ro the Street and Alley Committee sometime ago, were again pre- sented to the Council and referred to the Street and Alley Com- mittee. F. D. Blundon appeared before the Council and presented a petition asking the Mayor and Council to call a special election to vote on the proposition of the City taking over the Gypsum Hill Cemetery. The petition was referred to the 'Nays and Means Committee and the Park Commissioner. W. F. Grosser, Postmaster, appeared before the Council in reference to the recent order issued by the Street Car Company, relative to letter carriers riding on the street car. The matter was generally discussed by the Council, and on motion was referred to the Corporation and Franchise Committee and the City Attorney. C. H. Cawthrop appeared before the Council in reference to the City putting the auto ra'ce track in Kenwood Park in good condition so that the same could be used for auto races during the coming season. The matter was referred to the Park Committee for investi- gation and to bring in a report on the same. An ordinance was introducer, entitled: "An ordinance mak- ing an appropriation for the payment of certain claims." On motion of Councilman Peters the ordinance was ree.d and adopted by sections and on its final adoption the roll ,r,as called and the following vote was had; .yes: Stolper, Dyar, Spaeth, Ryberg Harne, Waite, -Bradford, Todd and Peters. (9) rays: (0) Councilman Howell absent. The taayor approved the same and is numbered 2267. A resolution was introduced asking for the paving of State Street from Tenth Street to College Avenue., and on motion of councilman Dyar the resolution was tabled. The matter of disposing of the hire Chief's old car was discussed by the Council, and on motion of Councilman Waite the Fire Department Committee was instructed to dispose of the same at the best advantage. The matter of installing a new domestic service pipe on Second Street south of Iron Avenue, in advance of the paving, was discussed. Same was referred to the Corporation and DFranchise Committee. Councilman Spaeth called the attention to the Council of the necessity of having the sewers of the city cleaned. On motion the matter was referred to the Sewer and Drain- age Committee and the City Engineer for recommendations. An ordinance was introduced entitled: "An ordinance provid- ing for the issuance of Sewer Improvement Bonds of the city of Salina, Kansas, in the sum of Y46377-03." j On motion of Councilman Peters the rules of order were sus- pended for its consideration by the following vote; Ayes: Stolp- er, Dyar, Spaeth, Ryberg, Harne, ''Naite, Bradford, Todd and Peters. (9) Tlays: (0) Uouncilman Howell absent. On motion of Councilman Todd the ordinance was reau and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stolper, Dyar, Spaeth, Harne, Ryberg, Waite, Bradford, Todd and Peters. (9) rays: (0) Councilman Howell absent. The Mayor approved the same and is numbered 2268. Councilman Dyar of the Park Committee asl:ed for further time to report on the matter of constructing a pergola in the Oakdale Park. Further time was Granted. ud. uJ. Watson appeared before the Council and entered a complaint of the condition of the alley between Santa Fe Avenue and Fifth Street from Iron Avenue to Ash Street, same being bad- ly worn and should be repaired as soon as possible. The matter was referred to the Street and Alley Committee. I An ordinance was introduced entitled: "An ordinance repeal- ing Ordinance No. 2260, being entitled, "An ordinance providing for the taking of a census in the city of Salina, Kansas. I On motion of Councilman Todd the rules of order ;,ere sus- pended for its consideration by the following vote; Ayes: Stolper, Dyar, Spaeth, Harne, Ryberg ��aite, Bradford, Todd and Peters. On motion of Councilman Peters the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stolper, Dyar, Spaeth, Harne, Ryberg, Waite, -Bradford, Todd and Peters. (9) Tlays: (0) Councilman Howell absent. The Mayor approved the same and is numbered 2269. An application was received from The reserve State Bank, asking to be designated as one of the City's depositories. Councilman Peters, moved that the Reserve State Dank he de- signated as one of the City's depositories after a bond had been filed and approver by the City Treasurer. A communication was received from the City Treasurer, in re- ference to the City's funds that were deposited in the Kansas State Bank that had been recently closed, stating there had been a draft purchased in the amount of $2655.20, and before the draft was cashed the bank was closed by the State Bank Examiner, and draft having been protested and returned. The matter was referred to the City Attorney to take the matter up with the Bank Commissioner. Councilman Peters moved that the City's books be audited. The matter was referred to the Claims and Expenditure Committee to have the same done at once. Councilman Peters moved that the City Clerk be authorized to publish 250 copies of the Annual heport similar to the ones that have been published heretofore. A petition was received asking for the location of an arc light at the corner of Ash Street and Oakdale Avenue; also at the corner of Iron Avenue and Delaware Avenue. Same were referred to the Street and Alley Committee. The monthly reports of the City Clerk, City Treasurer, Po- lice Judge and Fire Chief were received and ordered filed. On motion of Councilman Peters Council adjourned. City Clerk.
