Mayor Mathews presiding, City Attorney G. A. Spencer and the following named councilmen answered to roll call; Stol- per, Dyar, Harne, Ryberg, Waite, Bradford. and Todd. Councilmen Howell and Peters absent. The minutes of the Regular Semi -Monthly Meeting of May 19th, 1919, were read and approved as read. F. D. Blundon, et al., appeared before the Council in re- ference to the opening of Fourth Street south of South Street. The matter was discussed by the members of the Council, and the Mayor referred the same to the Street snd Alley Committee, City Attorney and County Attorney for investigation and to bring in a report and recommendations as soon as possible. E. P. Coffey appeared before the Council, asking for a special permit to construct a garage on the lots directly back of his place of business on North Santa Fe Avenue, same being in the fire limits. A permit was granted to construct the same by using corru- gated iron. F. H. Quincy appeared beofre the Council in reference to establishing aerial markers in Kenwood Park. Councilman Todd moved that the matter be referred to a committee with power to act. Mayor Mathews referred the matter to the Parks and Parking Committee. Councilman Todd of the `Nays and Means Committee submitted a written report in the matter of taking a census of the City, same being referred to the Ways and Means Committee at the last regular meeting. Mayor and Council, Salina, Kansas. We, your committee to whom was referred the matter of the advisability of taking a census of the City of Salina, Kansas, for the purpose of ascertaining whether or not such City was en- titled to be one of the first class, after having made a full and complete investigation find that it will not be necessary to change or reform a very large part of the ordinances of the City. We find further that the debt making power of the City as a city of the first class will be greater than that of a city of the second class; that the salaries of the various officers of the City will not be materially changed, except as to the Street Commissioner who as an officer under the city of the first class who would be entitled to receive but Twelve Hundred (1200) Dollars and the City Engineer who would be entitled to receive a salary of not to exceed Two Thousand ($22000.00) Dollars per year. As a City of the first class the Mayor might receive such -- a salary as the Council might deem proper not to -exceed Two Thousand (2,000.00) Dollars per annum. After a consideration of all these matters we have, there- fore, come to the conclusion and recommend that an ordinance be passed providing for the taking of the census of the City of Salina, Kansas, and if, upon completion thereof, it should be determined that the City has more than fifteen thousnad inhabi- tants that such fact be certified to the Governor of the State - of Kansas, for his official action thereon. An ordinance was introduced entitled; "An ordinance provid- ing for the paving, curbing, guttering and excavating bf State Street in the city of Salina, Kansas, .from the east line of the Missouri Pacific Railroad Right of Way to the east line of the Dry Creek Bridge, specifying the manner of construction, providing for the cost thereof and the manner of payment and letting the con- tract therefor." i On motion of Councilman Waite the rules of order were sus- pended for its consideration by the following vote; Ayes: Stol- per, Dyar, Spaeth, Harne, Ryberg, Waite, Bradford and Todd. (8) Nays:(0) Councilmen Howell and Deters absent. On motion of Councilman Harne the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stolper, Dyar, Spaeth, Harne, Ryberg, Waite, Bradford and Todd. (8) clays: (0) Coun- cilmen Howell and Peters absent. The Mayor approved the same and is numbered 2263. On motion the report of the Committee was received and adopted. An ordinance rias introduced entitled: "An ordinancepro- viding for the taking of a census in the citir of Salina, Kansas." On motion of Councilman Todd the rules of order were sus- pended for its consideration by the following vote; Ayes: Stolper, Dyar, Harne, Ryberg, Spaeth Waite Bradford and Todd. (8) Nays: (0) Councilmen Howell and Peters absent. ' On motion of Councilman Harne the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stolper, Dyar, Spaeth, Harne, Ryberg, Waite, Bradford and Todd. An ordinance was introduced entitled: "An ordinance pro- viding for the payment of certain claims." On motion of Councilman Todd the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stolper, Dyar, Spaeth, Harne, Ryberg, aaite, Bradford, and Todd. Wakenhut, submitted plans and speci- fications and estimate of cost for the excavating., g raa ing and paving of State Street from the west line of College avenue to the east line of the Missouri Pacific Right of Way; also for the curbing, guttering, excavating, grading and paving of State Street rom the east line of the Missouri Pacific Right of Way to the east line of the Dry Creek Bridge. On motion, same were adopted and approved by the Council. An ordinance was introduced entitled: "An ordinance provid- ing for the paving, excavating and grading of State Street from the west line of College Avenue to the east line of the Missouri Pacific Railroad Right of Nay, specifying the manner of construc- tion, providing for the cost thereof and the manner of payment." j On motion of Councilman Todd the rules of order were sus- pended for its consideration by the following vote; Ayes: Stol- per, Dyar, Spaeth, Harne, Ryberg, Waite, Bradford and Todd. On motion of Councilman Spaeth the rules of order were sus- pended for its consideration by the following vote; Ayes: Stolper, Dyar, Spaeth, Ryberg, Harne, Waite, Bradford, and Todd. On motion of councilman Stolper the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stolper; Dyar, Spaeth, Harne, Ryberg, Waite, Bradford and Todd. An ordinance was introduced entitled: "An ordinance estab- lishing a grade on certain streets in the city of Salina, Kansas." On motion of Councilman Todd the rules of order were suspend- ed for its consideration by the following vote; Ayes: Stolper, Dyar, Spaeth, Harne, Ryberg, Waite, Bradford and Todd. (8) Nays: (0) Councilmen Howell and Peters absent. On motion of Councilman Harne the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stolper, Dyar, Spaeth, Ryberg, Harne, Waite, Bradford and Todd. (8) Nays: (0) Council- men Howell and Peters absent. The Mayor approved the same and is numbered 2265. An ordinance was introduced entitled: "An ordinance provid- ing for the construction of certain sewers in the city of Salina, Kansas, letting the contract therefor and providing for the payment of the same." On motion of Councilman Spaeth the rules of order were sus- pended for its consideration by the following vote; Ayes: Stolper, Lyar, Spaeth, Harne, Ryberg, Waite, Bradford and Todd. (8) Nays: (0) Councilmen Howell and Peters absent. On motion of Councilman Waite the ordinance was read and adopted by sections and on its final adption the roll was called and the following vote was had; Ayes: St6lper, Dyar, Spaeth, Harne, Ryberg, Waite, Bradford, and Todd. (8) Nays: (0) Coun- cilmen Howell and Peters absent. The Mayor approved the same and is numbered 2266. Mayor Mathews appointed Byron Milder, M. E. Ford and W. NI. Garrison to act as appraisers on State atreet from the west line of College Avenue to the east line of the Missouri Pacific Rail- road Right of Way, and on motion of Councilman Harne the appoint- ments were confirmed. Mayor Mathews appointed Byron gilder, M. E. Ford and 4. NI . Garrison to act as appraisers in ascertaining the valuation of the lots and pieces of ground liable to special assessment for the cost of curbing, guttering, excavating, grading and paving State Street from the east line of the Missouri Pacific Railroad Might of Way to the east line of Dry Creek Bridge, and on motion of Councilman Harne the appointments were confirmed. _ K petition was presented asking for the use of ulaflin Hall in Oakdale Park for athletic entertainments. No action was taken on the matter. Councilman Dyar of the rark Committee stated that he had re- ceived an estimate -of cost for the construction of a pergola in Oakdale Park for $600.00; also that in his opinion, the incandes- cent light at the Kenwood bridge should be changed to an arc light; and that the Park Commissioner requested an extra man for Park Department Work. An offer for City Bonds was received from Brown-Crummer Uom- pany of Wichita, Kansas, offering to take the bonds at 4-3/4;�, pro- viding the bonds be dated back ninety days, and they retain the ac- crued interest; also offering to take the Sewer Bonds at 4-3/47, same to be dated when delivery is made. On motion of Councilman Spaeth the offer was accepted. The appraisers reports for the curbing, guttering, exca vat ing, grading and paving of: Third Street,from the north line of Ash Street to the si line of Elm Street; Alley' between Santa Fe Avenue and Seventh Street from the north line of Ash Street to the south line of Elm Street; Allen between Seventh Street and Eighth Stfeet from the north line of Iron Avenue to the south line of Ash Street, were received, and on motion of Councilman Todd, Monday evening, June 16th, 1919, at 8 o'clock P. M. was designated as a special meeting at which time the reports will be taken up and acted upon by the Council and all persons affected by such improvements can be present and heard if they so desire; and that the City Clerk dive notice in the official City paper as provided by law. An application was received from C. 0. Durbin, asking per- mission to locate a popcorn stand at the corner of Santa Fe Aven- ue and Iron Avenue six days in the week (will close Sundays) of- fering to pay a license fee of $100.00 per year. Same being against the City Ordinance no action was taken. A communication was received from The Union Pacific Rail- road Company asking permission to substitute a flagman on their crossings on Santa Fe Avenue instead of operating gates. On motion, permission was granted to said company. A petition was presented asking for the curbing, gutter- ing, excavating, grading and paving of Fifth Street from Bond Street to Republic Avenue; and for the excavating, grading and v paving of Fifth Street from Prescott Avenue to Bond Street. ,Same was referred to the Street and Alley Committee. On motion of Councilman Dyar, Council adjourned. ,City Clerk.
