Mayor Mlathe-ss presiding, City Attorney G. A. Spen- cer and the following named councilmen answered to roll call: stolper, Dyar„Spaeth, Howell, Harne, Ryberg, Waite, Bradford, Todd and Peters. T e minutes of the Kemular semi -Monthly Meeting of April 7th, 1919; and the Special Ualled Meeting of Apriol 14th, 1919, were read and approved as read. Bids for the paving of certain streets as advertised for, were received as follows: J. K. Shinn, Otto Peterson, Stamey & M'ackey, R. Amerman, Pete Ahlstedt, (curb and gutter only) Councilman Peters moved that the bid of M. R. Ar:erman for the curbing, guttering, excavating, grading and paving of Third Street from the north line of Ash Street to the south line of Elm Street, for 3 -inch brick on a 6 -inch concrete b�.se at a price of 90/ per cubic yard for excavating and ' 3.78 for paving; also the construction of railroad crossings on Santa Fe Avenue, be accepted; and that the contract for paving alley between Seventh and Eighth Street from Iron j�venue to Asti Street; and alley be- tween Santa Fe Avenue and Seventh Street from Ash "treet, to Elm Street be awarded to Otto Peterson at a price of '0-1.00 per cubic V, yard for excavating, and $2.75 per square yard for one -course C on- crete Pavement; and that the awarding of the contract on other streets be deferred, and that the certified checks be returned to the unsuccessful bidders. On roll call the above motion was unanimously adopted by the C ou:ici 1. Bids for the construction of sewers as advertised for, were received as follows: McCoy and Taylor, D. G. Stack, M. R. Amerman. Councilman Spaeth ri oved that the contract for the construc- tion of the sewers be awarded to M. R. Amerman as per his bicl, and that the certified checks be returned to the other unsuccessful bidders. Motion adopted. Fred H. 'wuincy, of T ne Chamber of C om„:erce , appeased before the Council, in reference to the entertainment to be '0iven to the r:_turned soldiers and sailors of Saline Cou-�ty, next -Deptember, and stated that the Committee, with the %-layor, had contracted for the purchase of 1,000 badges to be presented to each of the Saline Couity boys, and suggested, that in his opinion, the City of Salina, should invite all of the soldiers and sailors of ':lestern Eansas, and present each one�rrith a badge. — Councilman Harne moved that the matter of purchasirig badges be referred to the Mlayor with power to purchase 6,000 if the Com- mittee deemed it necessary. Iloti_on adopted. A. IM. Cam,-jbell, appeared before the Council in the interest of The Salina Gun Club, askinE permission to hold a club meeting in Kenwood nark. Councili,an S,)aeth moved that the matter be referred to a com- mittee to report at the next meeting. Mayor lvathe'as referred the matter to the Parks and Parking Committee. Councilman Todd moved that the use of The Oakdale Park and The Kenwood Park be given to the committee for the entertainment of the returned soldiers and sailors in September. An ordinance was introddced entitled: "An ordinance making an appropriation for the payment of certain c lair: s ." I On motion of Councilman Peters the ordinance was rear' and adopted by sections and on its final adoption the roll �;ras called and the following vote was had; Ayes: Stolper, D;Tar, Spaeth, Howell, Harne, Ryber€ , "aiLe, Bradford, Todd and Peters . Councilman Peters moved that the City Clerk prepare the neces- sary blanks, for the purpose of installing a system whereby the purchase of any material for the City should be ordered, so that a close check could be had on all purchases made in the future. An ordinance was introduced entitled: "An ordinance exclud- ing from the City limits of Salina, a portion of the northwest quarter of Section 18, Township 14, South, F;an,.;e 3 gest of the 6th Principal iv eridian in Saline county, Kansas," On motion of Councilman Peters the rules of order -mere sus- pended for its consideration by the following vote; ayes: Stolper, D, ar, Spaeth, Howell, Harne, ifyberg, sla.ite, Bradford Toad and Peters. (10) gays: (0) On motion of Councilu:an Todd the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Stolper, Dya.r, Spaeth, Howell Harne, 1yberg, ',Vaite, Bradford, Todd and Peters. (10) Nays: (0) The 16ayor approved the sar::e and is numbered 2249. The matter of installing electric signals at all railroad crossinUs in Salina, Kansas, eras generally discussed, and on motion of Councilman Spaeth, the matter jas referred to the Street and Alley Committee, and the City tlttorney for investigation, and to bring in a report at the next Regular Meeting. The request from tine ivissouri Pacific Railway to construct an addition to their platform on 'jeventh and EiChth Street was gener- ally discussed, and on motion the request was granted with the under- standing that at any time the City wished to construct a sidewalk on said property, the railway company would remove the>latform once. at Councilman +ate moved that the Cittr Clerk in reference to the n � ert_ not-fy C. T. Snyder re pairing of certain sd idewall,.s constructed by him during the last two years. The matter of convertin; the old Fire Station into a Pest Room was generally discussed by the Council. On motion of Councilman Peters, the Building Committee was in- structed to brim; in a report re-arding same, at the next Regular Meeting. Councilman ;;mite moved that the 74a.ys and Yeans Committee he instructed to receive bids for the City printing for the ensuing yea r and to bring in a report and recommendation at the next Regular I eet- ing. l A communication from, The Chamber of Commerce in reference to theviolation of the hutomobile Traffic Ordinance, regarding the use } of aright lights and of speeding, was received. I D,Ilayor Mathews called the attention of the Council t o the necessity of electing; a President of the Council. Councilman LI.ite placed the name of "V. H. Todd as President of the Council for the ensuing year. on motion, Councilman Todd ,,Jas unanir,ously elected Presi- dent of the Council for theensuing year. Councilman V'V'aite moved that the City Na.rshal notify the Pool Hall operators that the ordinance in reference to allowing boys under 19 years of aLe to congregate and play in their place of business would be strictly enforced, and any violation of same would be cause for the revoking of their license. The application of Ben Katz for a Junk Dealers License was presented, and on motion of (-ouncilr�!an Dradford, sar-te was not granted . A petition i:as received asking for the construction of a sidewalk on the west side of Block Five (5), Leavenworth Addition; and on the south side of -"Mate atreet from Clark ►street to College Avenue. Same was referred to the Sidewalk Committee. A petition was received asking; for the curbing, guttering, excavating, grz.dinE, and pavinj of State Street from the ITissouri Pacific Railway Tracks west to the Dry Creek Bridge. Same was referred to the 6treet and Alley Committee. A petition was received asking for t'ie location of an are light on State Street, at the iy issouri Pacific Railway Tracks and at the Dry Creek Bridge. Sartre was referred to the Street and Alley Committee. The monthly reports of the G ity Clerk, Police Judge, City Treasurer, and Fire Chief, aere received and ordered filed.
