Special Called Meeting of the Council, April 14th, 1919.
Mayor Mathews presiding, City Attorney G. A. Spencer and the
following named councilmen aswered to roll call; Stolper,
Dyar, Spaeth, Howell, Harne, 4aite, Bradford, Todd and Peters.
Councilman Ryberg absent.
The request and call for meeting and the report of ser-
vice on the same was read as follows:

We, the undersigned members of the City Council of
the City of Salina, Kansas, hereby request you to call a. Spe-
cial Meeting of the City Council, to meet in the Council Cham-
ber, Monday evening, -4i pril 14th, 1919, at eight O'clock P. 14.
I for the purpose of:

taking action thereon."
"exclusion from the City limits of a certain tract

of land, " and

"Adoption of the rules of order governing the Coun-
cil for the ensuing year."

In compliance with the above and foregoing request and
for the purposes therein named, I hereby call a Special D.,Teet-
ing of the City Cou,icil of Saline, Kansas, to meet on the
14th day of April, 1919, in the Council Chamber in said City,
and the City Iv?arshal is hereby directed to notify each of
the Councilmen and City 1'ttorney of said T;leeting, and make
due return of said notice hereon.

I hereby certify that I have notified Councilmen Todd,
Naite, Marne, Ryberg, Peters, Bradford, Dyar, Howell, Spaeth,
and Stolper of the within named Special DIleeting, by reading
to each of said Councilmen and City Attorney the foregoing
call for such meeting, in person. _

On motion of Councilman Spaeth, the following reules
of order governing the Council for the year 1919, were adopted:
:ale 1. The City Council shall meet in Regular Session
on the first and third 101onday nights of each month as provid-
ed by ordinance. lice iviayor shall call a Special Meeting of
the Council on the written request of any three members of the
Council, specifying the object and purpose of such meeting,
and it shall be the duty of the City Marshal to notify all
members of such Special Called Meeting.
Rule 2. The presiding officer of the Council_ shall be
addressed as "'sir. iviayor.
Rule 3. Every member rising to debate, present a peti-
tion or other paper, to give notice, male a. report or motion,
shall address the mayor, and shall not proceed until recognized
by him .

Pule 4. i?o member shall speak to another or otherwise
interrupt the business of the Council, while the minutes or
public papers are beim; read.
Rule 5_ All petition-- introducing new business, shall,
when introduced, be read and at once referred to the proper com-
mittee., which committee shall report to the Council thereon at
its next Regular Weeting, unless the time for such report be
extended by the (-ouncil.
Rule 6. All Ordinances and Resolut ions, (except appropria-
tibn ordinances for the payment of claims previously authotized)
shall be read and then referred by the Yayor to the appropriate
