Mayor Mathews presiding, City Attorney G. A. Spencer and the following named councilmen answered to roll call; Smith, Spaeth, Reed, Brown, 4aite, Todd and Peters. Councilman Under- wood, Grimes and Richolson absent. The minutes of the Regular Semi -Monthly Meeting of March 3rd, 1919, were read and approved as read. - An ordinance was introduced entitl4d: "An ordinance making an appropriation for the payment of certain claims." on motion of Councilman Brown the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Smith, Spaeth, Reed, Brown, Waite, Todd and Peters. (7) Nays: (0) Councilmen Underwood, Grimes, and Richolson absent. The Mayor approved the same and is numbered 2239. Councilman Peters of the Claims and Expenditure Committee submitted the following reort on the claim of Mrs. Louisa Far- quharson in the amount of 1,000.00 "The Committee has no way of determining whether any damage has been done, and if so, the value of the same." F. C. Peters P. A. Brown. _ Claims & Expendi- ture C ommittee. on motion, the report of the committee was received. Councilman Peters called the attention of the Council to the irregularity of reading water, light and gas meters by the two corporations, stating that in some instances the meter would be three weeks' reading and following with a five weeks reading, there- by making a considerable difference to the consumer, as the total of the two readings would be somewhat over the minimum charge for the two months, instead of the minimum charge for each month. The matter was refer -ed to the City Attorney to notify the companies to read the meters at a set date each month. The following resolution was introduced: BE ITRESOLVED, By the Mayor and Council of the City of Salina, Kansas, that the grading, paving, curling, a.nd Lut- tering of Baker Street in the city of Salina, Kansas, between the south side of Walnut Street and the north side of South Street in the City of Salina, Kansas, is a work and improvement necessary to be done, and that said part of said Baker Street so to be im- proved does not excee6 two blocks and lies between two parallel streets, to -wit: said 'falnut Street and said South Street, both of which have heretofore and now are graded, guttered, curbed and paved, and that said Baker Street is an intervening and connecting street between said Walnut Street and said South Street. (7) Nays: (0) Councilmen Underwood, grimes and Richolson absent . 2bPCG , Street and Alley Committee to whom was referred the peti- tion asking for the curbing, guttering, excavating, grading and paving of Phillips Street, from the 'Walnut south line of Street to the north line of South Street reported as follows: We, your Committee, to whom was referred the petition asking for the paving, curbing, guttering and excavating of Phillips Street from the north line of South :street to the south line of "alnut Street, beg leave to report favorable on same. Respectfully submitted, P. A Brown • Fred A . Reed. Street Alley Committee. On motion of Councilman Peters the report of the Committee was adopted. Councilman Todd moved that the City Engineer be instructed to prepare plans and specifications and estimate of cost for the paving, curbing and guttering of the above named street. Councilman Brown of the Street and Alley Committee asked for further time to report on the ordinance amending certain sections of the street Railway Franchise. Further time was granted. G. E. Hudson and W. D. Coughenour asked for a special permit to construct a small building 8 x 12 feet, on the lot at the corner of Fifty: and Ash Streets, opposite the City Hall, same to be of balvanized iron. Councilman Frown moved that a special permit, be granted. An ordinance was introduced entitled: "An ordinance provid- ing for the construction of certain sewers in the city of Salina, Kansas, letting the contract therefor and providing for the pay- ment of the cost of the same." On motion of Councilman SjkM1eth the rules of order were sus- pended for its consideration by the following vote; Ayes: Smith, Spaeth, Reed, Brown, a`+aite, Todd and Peters. (7) Nays: (0) Coun- cilmen Underwood, Grimes and Richolson absent. On r.,lotion of Councilman Smth the ordinance was read and adopted by sections and on its final adoption the roll wss called and the following vote was had; Ayes: Smith, Spaeth, Reed, Brown, Waite, Todd and Peters. (7) Nays: (0) Councilmen Underwood, Grimes and Richolson absent. The Mayor approved the same and is numbered 2240. Councilman Smith called the attention of the Council to the drainage on Park Street west of the Missouri Pacific Railway. The City Engineer was instructed to bring in recommendations to have the same done at once. ti petition was received asking the Mayor and to incor- council porate a tract of ground lying south of Gypsum Avenue and west of the Brick Plant into the City limits. Same was referred to the City Attorney. A petition was received asking for the curbing, guttering, and paving of State Street from Colleze avenue to the Missouri Pacif- ic Railway Tracks . Same was referred to the Street and Alley Com- mittee. A petition was received asking for the construction of a side- walk on the west side of Front street from Elm Street to Fine Street; also on the east side of Baker Street from dtialnut Street, south a distance of about 250 feet. Same were referred to the Sidewalk Committee. A petition was received asking for the construction of a sewer in the alley between Kirwin Avenue and Claflin Avenue, from Santa Fe east to the railroad. Same was referred to the Sewer and Drain- age Committee. Councilman Brown of the street and Alley Committee - sked for further time to report on the application for Junk Dealer's License from Den Katz. Furthet time was granted. Mayor Mathews appointed the following named Judges and Clerks for the Election of April 1st, 1919: First Ward. Judges: E. S. Swanson, I. M. Davis, W. P. Banks, Clerks: E. J. Kaffer, W. A. Stoltzman. An ordinance was introduced entitled: "An ordinance relat- ing elat- ing to waste and offensive matter, and providing for the care and disposal thereof." On motion of Councilman Peters the rules of order were sus- pended for its final adoption by the following vote; Ayes: Smith, Spaeth, Reed, Brown, Waite, Todd and Peters. On motion of Councilman Spaeth theordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Smith, Spaeth, Reed, Brown, Jvaite, Todd and Peters. (7) Nays: (0) Councilmen Underwood, Grimes and Richolson absent. The Mayor approved the same and is nimbered 2241. The following resolution was introduced: WHEREAS, certain property owners have filed the proper petition and caused a proper notice to be given that upon Monday the 7th day of April, 1919, there woulb be presented to the Board of County Commissioners at The Court House in the City of Salina, Kansas, a petition praying for the exclusion from the City limits of the City of Salina, Kansas, all that portion of the Northwest Quarter of Section Eighteen (18), Township Fourteen (14) South, Range Three (3) Uest of the Sixth Principal Meridian in Saline County, Kansas, lying East of the East Boundary line of Delaware Avenue in said City formerly known as a part of Phillip's East Salina Addition and now known and described as Plat Vumber Seven (7) and Plat Number Eight (8). E04 THEREFORE, BE IT RLSOLVEU, by the Mayor and Coun- cilmen of the City of Salina; That it is the sense of said body that the said petition should be by The County Commissioners of Saline County, Kansas, granted and the Mayor and Councilmen of the City of Salina do hereby recommend that such petition be granted.
