The minutes of the Regular Semi-41onthly Meeting of February 17th, 1919, were read and approved as read. Councilman Todd of the Ways and p;�Ieans Committee sub- mitted the following; report: "Ne, your Con-I-mittee to whom .vas referred the question of repealing the ordinance relating to Auction Stands, the sarr:e beim; Ordinance !Jumber 2256, beg to report that after a full investigation of this ordinance and the ratters cov- ered thereby that we recomn-iend that the ordinance be not repealed. Claims and Expenditure Committee reported by ordinance entitled: "lin ordinance making an appropriation for thepay- ment of certain claims.11 On motion of Councilman Peters the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Smith, Spaeth, Reed, gown, Todd a.nd Peters. The Paayor approved the saire and is numbered 2238 Councilman Smith called the attention of the Council to the petition asking for an arc light on -State Street near the Missouri Fccifid Railway Track:. Street and Alley Committee was instructed to bring in a report on same. Councilman Underwood, moved that the atreet Commission- er be instructed to open up the alley between Johnstown Aven- ue and Ash Street, crest of Oakdale 4ivenue. A petition was received asking for the construction of a sidewalk on the east side of Columbia Avenue from Gvpsum Avenue to Hill give. Sidewalk Committee having investigated same reported favorably on said petition. Sidewalk Committee also reported favorably on the peti- tion asking for the construction of a sidewalk on the east side of Columbia Avenue from Iron Avenue to Gypsum livenue. Council;rian Brown of the Corporation and Franchise Com- mittee submitted the following report, signed by one member of the Committee.: Salina, Kansas, P:'ia rch 3rd, 1919. To the Hon. Mayor and Courlcilrren, City of Salina, Kansas. Gentlemen: '1e, your Committee to whom was referred an ordinance entitled, "An ordinance prescribin[-; and fixing the maximum and minimum rales and charges to be made for furnishing water for domestic purposes to the inhabitants of the City of Salina, by persons, firms, partnerships, companies or corporations and providing penalties for the violation thereof," beg leave to report favroable on said ordinance. Respectfully submitted, i'. A. prown. And introduced an ordinance entitled: "An ordinance pre- scribing anr, fixing the maximum and minimum rates and charges to be made for furnishing grater for domestic purposes to the inhabitants of the City of Salina by persons, firms, partnerships, companies or corporations, and providing penalties for the violation thereof." Councilman Peters moved that the ordinance be referred back to a special committee composed of five members of the Council. Motion adopted by the following vote;.yes: Under- wood, Grimes, Smith, Spaeth, 'Naite, Todd and Peters. • (7) P?a.ys: Reed and Brown. (2) Councilman Richolson absent. Mayor Mathews appointed Councilmen Smith, Peters, Spaeth, Brown and Todd to act as such special Committee. Councilman Underwood, of the Building Committee stated that the contractor of the fire Station offered to re -plaster the entrance to the building, free of charge, if the City would make the roof of the balcony grater -proof, and offered to do the same for the sum of x`23.00 Councilman Spaeth moved that the Building Committee have the same done at once. Alotion adopted. Councilman Grimes of the il'ire Department Committee asked for further time to report on the matter of purchasing addi- tional fire apparatus. Further time was granted. Councilman Smith of the Public health Committee submit- ted the following report: Salina, Kansas, march 3rd, 1919. To the Hon. Mayor and Councilmen, City of Salina, Kansas. Gentlemen: Re, your Committee, to whom was referred the matter of employing a Plumbing Inspector bei; leave to report as follows: We recommend that a suitable person be employed, capable of inspecting plumbing, and further recommend that the fol- lowing duties should be included: All inspections pertaining to buildings, excavations in streets where paving has to be removed, and to look after the general sanitary work of the City. Motion adopted by the following vote; Ayes: Underwood, Eirown, Reed, Todd and Peters. (5) lyays: Grimes, Spaeth, Smith and Waite. (4) Couficilman Richolson absent. Mayor Mathews appointed Councilmen smith, Peters, Spaeth, Brown and Todd to act as such Special Committee. Councilman Todd moved that the City Engineer be instructed to prepare plans and specifications and estimate of cost for the curbing, guttering, excavating, grading and paving of: Third Street,from the north line of Ash Street to the south line of Elm Street; Gypsum jlvanue,from the east line of Front Street to the west line of Columbia =venue; And for the curbing, guttering andd graveling of Second Street from the south line of Iron Avenue, south to the Smoky Fill Fiver; Also for the paving of the alley between Seventh Street and Eighth Street, from Iron Avenue to Ash Street. f 2hP(IG J 1 i 1 1 City Engineer, P. C. Wakenhut, submitted plans and spe- cifications and estimate of cost for the construction of a sewer on Second Street and Third Street from iron Avenue south to the Smoky Dill River. On motion, same mere adopted and approved by the Council. Sewer and Drainage Committee stated that they had received a bid from C. T. Snyder to construct the above named sewers for X1.00 per lineal foot; and that said contractor 'would purchase the pipe from the City for the same, at 40� per lineal foot. On motion, the contract was awarded to C. T. Snyder, as per his bid. Parks and Parking Committee asked for :further time to report on the matter of sowing alfalfa in parkings. On motion further time was granted. Councilman Smith moved that the Building Committee bring in plans and specifications and estimate of cost for the con- verting of the old Fire Station into a Rest Roibm. Application for Junk Dealers License was received from Berl Katz. Same was referred to the Street and Alley Committee. An ordinance was introduced entitled: "An ordinance amending certain sections of the Ausction Stand License." Councilman Brown moved that same be placed in the waste basket. An ordinance was introduced entitled: "An ordinance re- pealing certain sections of Street Railway Ordinance." Same was referred to the Street and. Alley Committee. A petition was received askinE, for the curbing, gutter- ing, excavating, gradin ; and paving of Phillips Street from the north line of =youth -treet to the south line of ivalnut Street. Sail e was referred to the Street and Alley Committee. A petition was received asking for the excavating, grad- in- and paving of the alley between Santa. Pe Avenue and Sev- enth Street from Ash Street to Elm Street. Same was referred to the Street and l"tlley committee. On motion of Councilman Todd, Council adjourned.
