FEBRUARY 17, 1919.
Regular semi-monthly meeting of the City Council, Febru-
ary 17th, 1919. Mayor Mathews presiding, City Attorney G. A.
Spencer and the followinU named councilmen answered to roll call:
Underwood, Grimes, Smith, Spaeth, Reed, Brown, Waite, Todd and
Peters . Councilman Richolson absent.
The minutes of the 4gular Serni-Monthly Meeting of Febru-
ary 3rd, 1919, were read and approved as read.
Councilman Todd of the jVays and IVIeans Committee mentioned
that the City would be in need of another car of coal for the
heating of the City Building.
On motion, the matter was referred to the 'gWays and Xleans
Committee with power to purchase same at once.
An ordinance was introduced entitled: "An ordinance mak-
ing an appropriation for the payr-:ent cf certain claims."
on motion of Councilman Brown the ordinance was read and
adopted by sections and on its final adoption the roll was call-
ed and the following vote was had; Ayes: Underwood, Crimes,
Smith, Spaeth, Reed, Brogan, 'YJaite , Todd and Peters. (9) Nays:
(0) C ouncili pan Richolson absent. The P,"_ayor at,proved the
same and is numbered 2235.
Councilman Brown of the Street and alley Committee submit-
ted the following report on the petition asking for the curb-
ing, guttering and graveling Second Street from Iron iivenue,
south to the Smoky Hill River:

Gentlemen:
'le, your Committee to whom was referred the petition
asking for the curbing, guttering and graveling of Second Street
from Iron .,-venue south to the Smoky Hill River beg leave to
submit trio following:
That after a careful invesitgation we find that a
majority of the resident property owners liable for the cost
of such improvements have signed said petition, and we there-
fore recommend that the prayers of the petitioners be granted.

on motion of Councilman Smith the report of the Commit-
tee was adopted.
City Engineer, I'• G. `Wakenhut, called the attention of the
Council to the necessity of notifying A. H. Young and Company
to do some repairing on the Santa Fe Avenue paving.
On notion, the City Clerk was instructed to notify A. R.
Young also his bonding company of the condition of the paving.
Street and Alley Committee reported and recommended that
an incandescent light be installed at the intersection of Twelfth
and South "treets.

i Councilman Smith moved that the same be adopted and that
the City Clerk notify The Salina Light, Power e,: Gas Company
to install the above na_r„ed light; also the lights in the alley
between Fifth 6treet and Santa Fe Avenue and ueventh Street and
Santa Fe t`venue, north of Ash 6treet, that were recommended at
the last Regular Meeting.
City Engineer, P. G. ” akenhut, submitted a list of defec-
tive sidewalks that were constructed during the last two years,
and the City Clebk was instructed to notify the contractors con-
structing the same also the bonding companies of the condition of
said ,valks .
An ordinance was introduced entitled: "An ordinance provid-
ing for the construction of certain sidewalks in the city of
Salina, Kansas ."
On motion of 6euncilman Peters the rules of order were sus-
pended for its consideration by the following vote: Ayes: Under-
wood, Grimes, Smith, Spaeth, t',eed, Brown, INaite, Todd and Peters.

On motion of Councilman vVaite the ordinance was read and
adopted by sections and on its final adoption the roll was called
arid the following vote was had; Ayes: Underwood, Grimes, Smith_,
Spaeth, Reed, Brown, 6Vaite, `Todd and Peters. (9) Plays: (0)
Councilman Richolson absent. The Waynr ap.0roved the same and
is numbered 2236.
C ounci loran Brown of the Corporation and Franchise Commit -
tee asked for further time to report on the ordinance entitled?
"An ordinance prescribing and fixing the maximum and minimum
rates and charges to be made for furnishingwater for domestic
purposes to the inhabitants of the City of Salina, by persons,
firms, partnerships, companies or corporations, and providing
penalties for the violation thereof."
On motion, further time was granted.
Cour:cil;ran Grimes, of the vire Department Committee stat-
ed that on investi;�;ation the Fife Chief had found that the repair-
ing of the Chief's old car would amount to something over ;0235.00,
and, that in his opinion, it would not pay to have the same re-
paired.
The matter was referred to the lvayor and the Fire Depart-
ment Committee to dispose of the car.
Councilman Underwood of the Building Committee,, submitted
a bid for the roofing of the old Fire Station Building from The
Phillip Carey Coirpany of Cincinnati, Ohio, for the sum of 1�75.00
On motion, the contract was awarded to the above named
c ornpany .
An ordinance was introduced entitled: "An ordinance
creating the position of machinist in the Fire Department and
fixing his salary therefor."
On motion of Councilman is rown the rules of order were
suspended fot, its consideration by the following vote; Ayes:
Underwood, Crimes, Smith, Spaeth, Reed, Brown, '1aite, Todd and

Councilman Spaeth of the =ewer and

that the G i.ty Lngineer prepare the necessary plans and specifica-
tions for the extension of the main se,rier east of the Uity.
Sewer and Draina�Ze Committee called the attention of the
Council to the petition asking for a sevrer in the alle;r between
Second and Third Streets, south of Iron -',-venue.
The Vatter was generally discussed and the matter was referred
to the Uommittee to have the same constructed immediately.
Councilman :�paet-h suggested that the City seed the parking
of the vacant lots of the City in alfalfa.
The matter ;vas referred to the '.Park Commissioner and the
Parks and Parkin; Coini-r,ittee .

On motion of Councilrrran Brown the claim was referred bck
to the Claims and Expenditure committee.
• S. LaShelle, appeared before the Council and asked the
Council to repeal the ordinance enacted, pertaining to auction
stands.
Councilman Smith moved that the ,.;ayor appoint a :)pecial
Con,rGittee to iriv.;st.1 ;a.te U;., sand report at the next Regta-
lar Weeting.
D,,!ayor l-,Tathe:°rs appointed Councilmen Todd, Srnith and 'Lro,,,rn to
act as said committee.
The matter of employing a Plumbing Inspector was generally
discussed by raen Uers of the Council, and the matter was finally
referred to the Public Health Uommittee to bring in a report at _
the next Regular P^eeting.
A petition was received asking for incandescent light ser-
vice on "Ni.rith Street at Woodland, :iarsh Otis . Same was referred
to the Street and Alley Committee.
The mont'rily reports of the City Clerk, City Treasurer, Police
Judge and Fire Chief, were received and ordered filed.
On motion of councilman Waite, Council adjourned.
