Playor Mathews presiding, City Attorney G. A. Spencer and the following named councilmen answered to roll call; Under- wood, Grimes, smith, Spaeth, Reed, Brown, idaite, Todd and Peters. Councilman Richolson absent. The minutes of the Regular Semi -Monthly Meeting of January, 20th, 1919; and the Adjourned Meeting of January 27th, 1919, were read and approved as read. Claims and Exepnditure Committee reported by ordinance en- titled: "An ordinance making an aPpropriation for the payment of certain claims:." On motion of Councilman Peters the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, smith, Spaeth, Reed, Brown, '-daite, Todd and Peters. (9) j�1ays: (0) Councilman Richolson absent. The Mayor approved the same and is numbered 2234. Street and Alley Committee, to whom was referred the peti- tion asking for tae curbing, guttering, excavating, grading and paving Gypsum t=venue from the east line of Front Street to the vest line of Columbia Avenue, submitted the following report: Salina, Kansas. February 3, 1919. To the Hon. Mayor and Council, City of Salina, Kansas. Gentlemen: We, your Committee, on streets and Alleys, to whom was referred the petition asking for the curbing, guttering, exca- vating, grading and paving of Gypsum Avenue from the east line of Front Street to the 'west line of Columbia Avenue beg leave to report as follows: We find that according to an abstract furnished by a bond- ed abstracter that a majority of tie resident property owners lia- ble for the cost of such improvements have signed. said petition, and we therefore recommend that the prayers of the petitioners be granted. Respectfully submitted, P. A. Brown, Fred A. Reed, F. G. Peters_. Street & Alley Committee. On motion of Councilman Smith the report of the Committee was adopted. 1,.Iotion adopted. An ordinance was introduced entitled: "An ordinance prescrib- ing and fixing the maximum and minimum rates and charges to be made for furnishing water for domestic purposes to the inhabitants of the City of Salina, by persons, firms, partnerships, companies or corporations, and providing penalties for the violation there- of." Same was referred to the Corporation and Franchise Commit- tee . Chief of Fire Department made requisition for 200 feet of Chemical Hose. The matter was referred to the Fire Department Corlmittee with power to act. Chief of Fire Department requested that the Council create the office of Department Mechanic, and recommended the appoint- ment of Jas. 0. Archbold to such office, same to take effect ori or before February 15th, 1919. The matter was referred to the Payor and the Fire Department Committee to bring in a report at the next Regular Mleeting. 2hPGG 1 E 1 1 1 The matter of purchasing a trailer for the use of the Fire Department was referred to the Mayor, Fire Chief and Fire Depart - merit Committee to bring in a report at the next regular meeting. the disposal of the Fire Chief's old car was discussed by the Council, and the matter was referred to the fire Department Committee to bring in a report on the same at the next Regular 1!eeting. A request from the Y. 14. C. A. Association of the City, asking if the Council would instruct the leader of the Municipal Band to give four (4) one-half hour concerts the coming four Sundays instead of the Regular Concert, so that the concerts would not interfere with the Mengs Meeting that has been proposed by the Y. C. A. Association on the above dates. Councilman Naite moved that the sense of the Council is that the Mayor instruct the leader of the band to comply with the re- quest of the Association. The necessity of installing an incandescent light in the alley north of Ash Street between Seventh Street and Santa Fe Avenue; also in the alley between Santa Fe Avenue and Fifth Street was discussed. The matter was referred to the Street and Alley Committee to have same located at once. A petition was received asking for the curbing, guttering and graveling of Second Street from Iron avenue south to the V' Smoky dill River. Same was referred to the Street and Alley Committee. A petition was received asking for the installation of an Arc Light at the corner of South Street and Twelfth Street. Same was referred to the Street and Alley Committee. A petition was received asking for the construction of a sidewalk on the east side of Columbia Avenue from Iron Avenue to Gypsum rivenue. Sarre was referred to the sidewalk Committee.
