COUNCIL PROCEEDINGS, REGULAR MEETING.
The following resolution was introduced:
BE IT RESOLVED, by the Mayor and Councilmen of the
City of Salina, Kansas, that the excavating, grading, curbing,
and guttering of Third Street from the north side of Ash Street
in said City to the south side of Elm Street in said City, are
each and all improvements Necessary to be made and done and be
it further resolved that said Third Street be excavated, graded,
paved, curbed and guttered within the limits above defined.
Passed and approved, January 20th, 1919.

On motion of Councilman Smith the rules of order were sus-
pended for its consideration and the resolution adopted as reau
by the following vote; Ayes: Grimes, Smith, Spaeth, Reed,
Brown, Saite, Todd and Peters. (8) Nays: (0) Councilmen
Underwood and Richolson absent.
The following resolution was introduced:
BE IT RESOLVED, By the Mayor and Councilmen of the
City of Salina, Kansas, That it is the sense of this body that
the laws of the State of Kansas, relating to cities of the second
class should be so amended as to permit such cities, after pro-
per notice given, to remove or cause to be removed all snow and
ice which has accumulated upon the sidewalks of said City and
the cost thereof apportioned and charged as special assessments
against the lots or pieces of ground abutting thereon.
AND BE IT FURTHER RESOLVED, that a copy hereof
under the seal of said City be presented to Honorable Aug. V.
Anderson, State Senator from this Distrixt and to Honorable
Cyrus E. White, Representative from this county.
Passed and approved in Council this 20th day of January,
1919.

On motion of Councilman Brown the resolution was unanimous-
ly adopted by the Council.
Councilman Brown, of the Corporation and Franchise Commit-
tee, to whom was referred the matter of deferring the collection
of the 2% gross receipts from the Street Car Company for the year
1918 asked for further time to report on the matter.
On motion, further time was granted.

Regular semi-monthly meeting of the City Council, January
20th, 1919. Mayor Mathews presiding, City Attorney G. A. Spen-
cer and the following named councilmen answered to roll call;
Grimes; Smith, Spaeth, Reed, Brown, Waite, Todd and Peters.
U ouncilmen Underwood and Richolson absent.
The minutes of the Regular Semi -Monthly Meeting of January
6th, 1919, were read and approved as reaa.
An ordinance was introduced entitled: "An ordinance making
an appropriation for the payment of certain claims."
On motion of Councilman Brown the ordinance was read and
adopted by s&ctions and on its final adoption the roll was call-
ed and the following vote was had; Ayes: Grimes, Smith, Spaeth,
Reed, Brown, Waite, Todd and Peters. (8) Nays: (0) Council-
men Underwood and Richolson absent. The Mayor approved the
same and is numbered 2233.

On motion of Councilman Brown the resolution was unanimous-

Councilman Brown, of the Corporation and Franchise Commit-

Councilman Todd of the Building Committee reported that
Chairman Underwood had informed that the estimate cost of --
repairing the old fire st ation would be about $700.00
The report was accepted by the Council and the Committee
was instructed to bring in the necessary blue prints and spe-
cifications.
Councilman Smith of the Special Committee, to whom was
referred the matter of better Sabbath observance submitted
the following report and resolution: ---
Salina, Kansas. Jan. 20th, 1919.
To the Hon. Mayor and Council,
City of Salina, Kansas.
Gentlemen:
We, your Committee, appointed to investigate the conditions
regarding Sunday observance beg to submit the following report:
1st. It is not the sense of this committee that any
stringent blue laws be passed, nor any legal action be taken
at this time to enforce Sunday closing, as we believe in most
cases both employer and employee will gladly welcome any
change that will give them one day in seven to spend at home
with their families and for rest, and have so expressed them-
selves in conversation with members of the Committee and also
to the Mayor.
2nd. After fair investigation we find several lines of
business being conducted on Sunday which we believe are not
permissible under the State Law, or the City Ordinance, among
which are the following:
Filling Stations, Auto Repair Shops, Tobacco, Fruit and
Confectionery Stores and Meat Markets.
3rd. It is also the opinion of this committee that more
drug stores are open on Sunday than necessary to serve the
tradewith medicine.
4th. Your Committee is of the opinion that a large
share of the responsibility for Sunday work rests upon the
church people of our City, and if they will so arrange their
duties, much of the Sunday work will be eliminated and a wor-
thy exeample set by those who are leaders along moral lines.
5th. its this question has been brought to the attention
of the Mayor and Council we believe it should not pass un-
heeded, and recommend that the following resolution be passed:

BE IT 1RES®LVED, by the Mayor and Councilmen of the
City of Salina, that we believe the Sabbath should be observed
as a day of rest and religious worship, and when so observed
will make a better community, state or nation, therefore we
recommend and urge all our people to co-operate to their utmost
ability to make it such a day, and that we urge all pastors and
religious workers to use their influence to bring about a bet-
ter Sabbath observance.

On motion of Councilman Brown the report of the Commit-

tee was accepted and ordered filed.
On motion of Councilman Peters the resolution was unani-
mously adopted by the Council.
Councilman Brown moved that the City Clerk have the same
printed for distribution. Motion adopted.
Councilman Spaeth of the Sewer and Drainage Committee

moved that the City Engineer be instructed to have the flush
tanks of the sewer system repaired. Motion adopted.
Councilman Reed of the Park Committee submitted a plan
for the Highland Court Park, and asked the same to be approved
by the C ounc i 1.
Councilman Brown moved that the plan submitted be approved
and adopted by the Mayor and Council. Motion adopted.
Councilman Waite moved that the Park Committee also have
a plan drafted for the improving of Kenwood Park. Motion
adopted.
A petition was received asking for the curbing, guttering,
excavating, grading and paving of Gypsum Avenue from the east
line of Front Street to the west line of Columbia Avenue. Same
was referred to the Street and Alley Committee.
Mayor Mathews stated that Mrs. E. L. Farquharson called
his attention to the matter of the City purchasing two fraction-
al pieces of lots at the corner of Second and Mulberry Streets,
and stated that the City had deposited considerable refuse pav-
ing material on the same.
Councilman Brown suggested that if she had any claim for
damage to bring the same before the Council.
Mr. Julius Pearse of The American LaFrance Fire Engine
Company of Denver, Colorado; and Harry Brewer of The Internation-
al Truck Company appeared before the Council with their proposi-
tions for the purchase of additional fire apparatus.
On motion, the matter was deferred until the Adjourned
Meeting of Monday, January 27th, 1919 at eight O'clock P. M.
Mayor Mathews was instructed to prepare the necessary re-
solution inviting the Methodist Episcopal Conference to convene
in the City of Salina, the coming year.
The monthly reporte of the City Clerk, City Treasurer,
Police Judge and Fire Chief, were received and ordered filed.
After a short executive session, Q ouncil adjourned until
Monday, January 27th, 1919 at eight o'clock P.M.
