DECEMBER 16th, 1918.
Regular semi-monthly meeting of the City Council, December
16th, 1918. Mayor 11iathe'ris presiding, City Attorney G. A. Spencer
and the following named councilmen answered to roll call; Underwood,
Grimes, Spaeth, Ree(!, Drown, 4aite, Todd and Peters. Councilman
Richolson absent and Uouncilman Smith arrived after the roll was
called.
The minutes of the Regular Semi -Monthly Meeting of December
2nd, 1918 were read and approved as read.
An ordinance was introduced entitled: "An ordinance relat-
ing to auction stands, and providing a license fee for the opera-
tion thereof in the City of Salina, Kansas."
On motion of C ouiic i loran Peters the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Underwood, Grimes, Smith,
Spaeth, Reed, Brown, Waite, Todd and Peters. (9) Nays: (0)
Councilman Richolson absent. The Mayor approved the same and is
numbered 2228.
An ordinance .vas introduced entiteld: "An ordinance providing
for the issuance of Sewer Improvement Bonds of the Uity of Salina,
Kansas, in the sum of "5,632.55."
On motion of Councilman Todd the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Underwood,
Crimes, Spaeth, Reed, gown, daite, Todd and Peters. (8) Nays:
(0) Councilman Smith having not arrived and-ouncilman Richolson
absent.
On motion of Uouncilman Brown the ordinance was read and
adopted by sectio:,s and on its final adoption the roll was called
and the following vote was had; Ayes: Under�vood, Grimes, Spaeth,
treed, brown, iaite, Todd and Peters. (8) Nays: (0) Councilman
Richolson absent and Uouncilman Smith having not arrived. The
Mayor approved the same and is numbered 2226.
Pv;r. David Ritchie appeared before the Council and asked that
the 1-ity waive the matter of collection of the 2,1� gross receipts
of The Salina Street Railway Company for the year 1918.
Mayor Mathews referred the matter to t_ie Corporation and
Franchise Committee.
A petition was presented from The Chamber cf Commerce asking
the Council to take some action in reference to the paving of
Third Street between Ash Street and Elm Street, to accomodate the
new Union Pacific freight station.
The matter was referred to the Street and Alley Committee.
14 r. H. C. Tobey appeared before the Uou.acil in reference to
the extension of the main sewer east of the City.
The matter was referred to the Sewer and Drainage Committee.
An ordinance was introduced entitled: "An ordinance providing
for the construction of cerrain sewers in the City of Salina, Kan-
sas, letting the contract therefor and providing for the payment of
the cost thereof.11
On motion of Councilman Spaeth the rules of order were sus-
pended for its consideration by the following vote; Ayes: Under-
wood, Crimes, Smith, =Spaeth, Reed, brown, 'vlJaite, Todd an(I Peters.
(9) Nays: (0) Councilman Richolson absent.
On motion of Councilman Smith the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Underwood, Grimes, Smith, Spaeth,
Reed, Brown, '•'Vaite, Todd and Peters. (9) mays: (0) Councilman
Richolson absent. The Pv:ayor approved the same and is numbered 2227.
An ordinance was introduced entitled: "An ordinance making
an appropriation for the payment of certain claims."
On motion of C ouiic i loran Peters the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Underwood, Grimes, Smith,
Spaeth, Reed, Brown, Waite, Todd and Peters. (9) Nays: (0)
Councilman Richolson absent. The Mayor approved the same and is
numbered 2228.

An ordinance was introduced entitled: "An ordinance providing
for the issuance of Improvement Bonds of the city* of Salina, Kan-
sas, in the sum of $13,615.99 to pay the costs of improving certain
streets in said City."
On motion of Councilr;an Brown the rules of order were sus-
pended for its consideration by the following vote; Ayes: Under-
wood, Grimes, Smith, Spaeth, Reed, Brown, Yaite, Todd and Peters.
(9) Nays: (0) Councilman Richolson absent.
On motion of Councilman Smith the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Underwood, Grimes, Smith,
Spaeth, geed, Brown, Waite, Todd and Peters. (9) Nays: (0)
Councilman Richolson absent. The Mayor approved the same and is
numbered 2230.
An ordinance was introduced entitled: "An ordinance relat-
ing to the extension of Riverside Park Drive in the city of Salina,
Kansas."
On motion of Councilman Reed the rules of order were sus-
pended for its consideration by the following vote; Ayes: Underc-
wood, Grimes, Smith, Spaeth, Reed, Brown, r�aite, Todd and Peters.

On motion of Councilman Todd the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Undervood, Crimes, Smith,
Spaeth, Reed, Brown, Naite, Todd and Peters. (9) gays: (0)
Councilman Richolson absent. The Mayor approved the same and is
numbered 2231.
Councilman heed of the Park Committee, submitted a proposition
from D. W. Norton for the driving of piling along the river bank
adjacent to the race track in Kenwood Park.
Councilman Brown moved that a contract be entered into with
D. W. Norton at a price of 65/ per foot for 18 -foot piling. Afio-
tion adopted.
The monthly reports of the City Clerk, City Treasurer, Police
Judge and Fire Chief were received and ordered filed.
On motion of Councilman Brovrn, Council adjourned.
