Regular semi-montl:ily meeting of the City Council, november
18th, 1918. miayor 1"lathews presiding and the fcllowing named coun-
cilmen answered to roll call; Underwood, Smith., Spaeth, Reed,
Browri, "cite, Todd and Peters. Councilmen Grimes, Richolson and
City Attorney Spencer absent.
The minutes of the Regular Semi-monthl;;r ineeting of Piovember
4t i, 1918, were read and approved as react.
Dean E. L. Cox appeared before the Council and stated that
the P,usical Societies of the City were contemplating on paving a
f series of community singing curing thevinter and asked the Coun-
cil to guarantee ;':500 to�iard defraying expenses of t '-ie same. All
entertainments to be free, except the last one, for which there
would be admission charged. The first entetrtainment to be given
the latter part of November.
Councilmian Brown moved that the matter be referred to the
°days & P:.eans Committee for investigation and recommendations, and
moved that the committee be given power to act iiihmed:iately on the
November leeting.
An ordinance ,vas introduced entitled: ".',n ordinance making
an appropriation for the payment of certain claims."
On motion of Councilman Peters the ordinance was read and
adopted by sections and on :its final adoption t"le roll was called
and the following vote was had; Ayes: Underwood, Smith, Spaeth,
Reed, Brown, 'V'aite, Todd and Peters. (8) hays: (0) Councilr::en
Grimes and Richolson absent. The ,,jiayor approvecli the sa e and is

UounciLnan Peters of the Claims and Lxpencliture Committee
reported teat tl.e Committee would recommend the acceptance of The
Kansas Ice and Storage Coclpany to reimburse the Uity ti 150 to -„lard
the cost of repairing sewer on Elni Street near their plant.
On motion, the report of the committee lyras adopted.
inn ordinance was introduced entitled: 'An ordinance providing
for the construction of certain sidewalk in the city of Salina,
Kansas.”
On motion of C ounc i li an ja ite the rules of order were suspend
ed for its consideration and the following vote was had; Ayes:
Underwood, Smith, Spaeth, Reed, Brown, Waite, Todd and Peters. (8)
Prays :(0) C ourici linen Grimes and iZ ichols on absent.
On motion of C ouiici loran Brown the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; ayes: Underwood, Smith, Spaeth,
Reed, Brown, n aite, 'Todd and Peters. (8) Nays: (0) Councilmen
Grimes and Richolson absent. The Mlayor approved the sa-e and is
numbered 2224.
Councilman Brown of the Street and Alley Committee submitted
the following report on the petition asking for the location of
incandescent lights on Phillips, Charles, Crawford and other streets:

To the iron. Mayor 6- Council,
City of Salina, Kansas.
Gentlemen:
!i petition presented on November 4th, 19.18, signed by some
17 property ov^rners for the extension of livlits on Crawford, Phillips
Charles and other streets, the Committee begs to report that the
petition is legal, provided the signers, 17 in number are eligible
to sign for the extension of lights. in that territory, and we would
recommend that The aalina Light, Po,�er & Gas Company extend the
lights as petitioned for, providing that it conforms with the condi-
tions prescribed in the franchise.
Of' course, it is understood that the signature of anyone de-
siring to consume lights is not binding until such tirlie as the mouse
is -:sired and re-_dy for current.
We find, by measurement, that the total distance which
The Salina Light, Power & Gas Company must cover in order to
reach all of the petitioners is 2856 feet, and it is therefore
necessary that there should be 17 consumers.
The Uouncil has no authority outside of that which is grant-
ed in the franchise, and it would take 17 actual consumers before
we can force any extension of such lights. �Ue would, recommend
however, that this extension be ordered by the Mayor and Council.

City Engineer, P. G. '.Vakenhut, was instructed to make
measurements of the different routes for the establishing of said
lights an(report his proceedings to the 6ouncil at the next
Ilegular ivileeting.
Councilrian Smith moved that the Building 0ommittee inves-
tigate the condition of the building at the dump ground and re-
plot at the next Regular !vIleeting.
Councilman Brown stated that the Fire Department Committee,
to whom mas referred the_ matter of purchasing supplies for the
il'ire Department had not made said purchase and moved that the
matter

port for the construction of certain sewers:
Salina, Kansas. Nov. 18, 1918.
To the lion. lt, your and Council,
of the city of Salina, Kansas.
Gentlemen:
'Ne, the undersigned committee recommend the building of
the following sewers in the city of Salina, Kansas:
About 600 feet on 10inch sewer in the alley south of I'Lepublic
"ven-ae and west of Highland -venue;
About 200 feet on 10-inch sewer in the alley south of Beloit ven-
ue and west of Plinth Street;
About 600 feet of 10-inch sewer in the alley south of Minneapolis
Avenue and west of Highland Avenue;
About 600 feet of 10-inch sewer in the �:,,lley south of Ellsworth
ivenue and west of Highland Lvenue;
About 510 feet of 1 -inch sewer in the alley so-Litl of Beloit Avenue
and wrest of Santa I"e ILveriue:
About 300 feet of 10-inch sealor in the alley north of ;J'alnut
Street from Bal7er Street to Faul'Kner Street;
About 600 feet of 10-inch sewer on Eig]-ith Street from Elm Street
north to the Missouri Pacific Railway track;
Two catchbasins on the south side Of Grand avenue at Tenth Street
in the southwest and southeast corners;
About 475 feet of 12-inch sewer 110 feet west of Ninth Street from
Pacific -venue north to Harsh Street;
Also all the ne cessary manholes and catchbasins.

Councilman ',";aite moved that the report of the Committee
be received and adopted.
Uouncilrian Spaeth moved that the plans and specifications
prepared by the City E;ioineer for the construction of the above
named sewers be adopted arid approved. l�'?otion adopted.
Amerman submitted a bid for the construction of the
sewers as follows:
N1.31 per lineal foot for sewer;
,,;40.00 for tanholes,
:,28.00 for catchbasins, including top arid brickwork;
60 per foot for pipe leading from ca.tchbasin to manhole.
All of the above prices s,.ibject to 4 caiscount if cosh
would be paid for the above named sewers.
Councilman upaeth moved that the contract be awarded to
Arnerman as per his bid. R-,otion adopted.

0n motion, further time was granted.
The monthly reports of the City Clerk, City Treasurer,
