Regular semi-monthly meeting of the City Council, Novem-
ber 4th, 1918. Mayor Mathews presiding, City attorney G. A.
Spencer and the following named councilmen answered to roll ca1L;
Under-, ood, Grimes, Smith, Spaeth, Brown, vuaite, Todd and Peters.
Councilmen meed anu Richolson absent.
The minutes of the regular semi-monthly meeting of October
21st, 1918, were read and approved as read.
.Jays and means CorrLmittee submitted bids for coal for the
City Building as advertised for, and on motion of Councilman Todd
the contract was awarded to The Farmers Elevator Company at $5.90
per ton, delivered in the bins at the Uity Hall.
Claims and Expenditure Committee reported by ordinance,
entitled: "An ordinance making an appropriation for the payment
of certain claims: "
On motion of Couflcilman Peters the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Underuuood, Grimes, Smith,
Spaeth, Bro.,n, 'vaite, Todd and Peters. (8) hays: (0) The
mayor approved the same and is numbered 2221. Councilmen Reed
and Rich:)lson absent.
A petition was received asking for incandescent light ser-
vice for residents on Phillips, Charles and other streets in the
southwest portion of the City. Same was referred to the Street
and Alley Committee.
Councilman euaite of the Sidewalk Committee reported unfav-
orable on the petition asking for the construction of a sidewalk
on the east side of Baker Street, 250 feet south of walnut Street;
and also stated that the Committee would report unfavorably on
the ordinance ordering the re -construction of sidewalk on the
east side of Santa Fe Avenue between Iron Avenue and Ash street.
The construction of a sidewalk on the north side of Ash
Street, west of the Missouri Pacific Tracks was discussed and
the matter of having the same constructed was referred to tete
Sidewalk Committee ;jith power to act.
A requisition from the Fire Department asking for supplies
to be used in connection with the building was received, and
the matter was referred to the Fire Department Committee with
power to act.
City Engineer, P. G. 'akenhut, stated that The Kansas Ice &
Storage Company had agreed to pay X150.00 toward the cost of re-
pairing the sewer on E ast Elni Street near their plant.
Councilman Brown moved that the matter be referred to the
Claims and Expenditure Cor,:mittee.

The Sewer Committee was instructed to bring in a written
report and recommendations for sewer extensions by the next
Regular Meeting. �
The following resolution was introduced:
BE IT RESOLVED, by the Mlayor and Councilmen of the
city of Salina, Kansas, that the practice of the Police Judge in
paroling _prisoners wino have been convicted in Police Court of
violation of The Prohibitory Liquor Law has not been sanctioned
or approved by this body.
Adopted and approved, November 4th, 1918.

Councilman Peters moved that the rules of order be suspend-
ed and the resolution adopted as read, and on roll call the
vote was unanimous.

The matter of enforcing more strict Sunday closing of
certain business in the City of Salina, was introduced by --
Pors . I. S. Waite and generally discussed by the Wayor and
Council.
Councilman Peters moved that tie matter be referred to a
Special Committee to bring in a report and recommendations.
mayor Iviathews appointed Councilmen Srr,ith, dvaite and Peters
to act as such committee.

lating to the salaires of certain officials and employees of the
city of Salina, Kansas."
On motion of Councilman Brown the rules of order were sus-
pended for its consideration by the following vote; Ayes:
Underwood, Crimes., Smith, Spaeth, Brown, Lrjaite, Todd and Peters.
(8) Nays: (0) Councilmen Reed and Richolson absent.
On motion of Councilman Peters the ordinance was read and
adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Underwood, Grimes,
Smith, Spaeth, brown, 'fdaite, Todd and Peters. (8) Nays: (0)
Councilmen Reed and Richolson absent. The Wayor approved.the
same and is numbered 2222.
On motion of Gouiicilman Peters, Council adjourned.
