OCTOBER 212 1918.
Regular semi-monthly meeting of the City Council, October
21st, 1918. Mayor Mathews presiding, City Attorney G. A. Spencer
and the following named councilmen answered to roll call; Under-
wood, Grimes, Spaeth, Brown, Waite, Todd and Peters. Councilmen
Smith, Reed and Richolson absent .
The minutes of the Regular Semi-monthly meeting of October
7th, 1918, were read and approved as read.
An ordinance was introduced entitled: "An ordinance making
an appropriation for the payment of certain claims."
On motion of Councilman Peters the ordinance was read and
adopted by sections and on its final adopt_on the roll was called
and the following cote was Jtad; Ayes: Underwood, Grimes, Spaeth,
Brown, Vaite, Todd and Peters. (7) Nays: (0) Councilmen Smith,
Reed and Richolson absent. The Mayor approved the same and is
numbered 2218.
Councilman Brown moved that the City Clerk notify The Salina
Light, Power cue Uas Company to install an incandescent light on South
Penn Avenue, location to be determined by the Street and Alley
Committee. lviotil�n adopted.
An ordinance was introduced entitled: "An ordinance prohibit-
ing auction sales on certain streets or lots abutting thereon, in
the city of Salina, Kansas."
Sante was referred to the !Jays and Means Committee.
f+m. keimold appeared before the C ouncil and stated that he
had started to construct the sidewalk as provided for in Ordinance
No. 2164 passed and approved by the Mayor and Council on the lst
day of April, 1918, and as the City Contractor has failed to con-
struct that portion of walk not owned by him, that he is willing to
construct the sidewalk in front of Lots 4-5-6- and 7, Block 8,
Elmdale Addition and Lots 1-2 and 3 in Block 6, E'lmdale hddition
at a price not to exceed eleven and one-half (111¢) cents per square
foot.
On motion of Councilman Brown, Mr. Reimold was authorized
to construct the above named walk.
An ordinance was introduced entitled: "An ordinance provid-
ing for the condemnation, removal and re -construction of certain
sidewalk in the city of Salina, Kansas."
Same was referred to the Sidewalk Committee.
An ordinance w as introduced entitled: "An ordinance amend-
ing Section Five (5) of Ordinance yo. 2149, entitled, "An ordinanoe
relating to the salaries of certain officials and employees of the
City of Salina, Kansas, and repealing said original Section Five."

On motion of Councilman Brown the rules of order were suspend-
ed for its consideration by the following vote; dyes: Underwood,
Urimes, Spaeth, Brown, Waite, Todd and Peters. (7) Nays: (0)
Councilmen Smith, Reed and Richolson absent.
On motion of C„uncilman Peters the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Underwood, Grimes,
Spaeth, Brown, Waite, Todd and Peters. (7) Nays: (0) Councilmen
Smith, Reed and Richolson absent. The Mayor approved the same and
is numbered 2219.
An ordinance was introduced entitled: "An ordinance repealing
Ordinance r?o. 2089, entitled, "An ordinance relating to the licens-
ing of certain occupations, callings and business in the City of
Salina, Kansas.”
On motion of Councilman Brown the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Underwood,
Grimes, Spaeth, Brown, Waite, Todd and Peters. (7) Nays: (0)
Councilmen Smit:, Reed and Richolson absent.
On motion of Councilman, Brown the ordinance was read and
adopted by sections and on its final adoption the roll was called --
and the following vote was had; Ayes: Underwood, Grimes, Spaeth,
Brown, Waite, Todd and Peters. (7) Nays: (0) Councilmen
Smith, Richolson and Reed absent. The Payor approved the same
and is numbered 2220.
The following resolution was introduced:
WHEREAS, it has been shown to the Mayor and Council-
men of the city of Salina, Kansas, that there are 16 persons on
Eleventh Street in said City who desire to become tenants for do-
mestic purposes only of the Salina Nater Works Company and that
in order to permit them to become such tenants it will be necessary
for such company to lay not to exceed 660 feet of two-inch pipe,
Now, Therefore,
BE IT RESOLVED, by the m,layor and Councilmen of the
City of Salina, Kansas, that The Salina Viater 'fforks Company 'Oe and
it is hereby direc ted to lay and install a two-inch water main
for domestic purposes only on Eleventh Street in said City from
and connected with its present main as the same is now located on
Elm Street in said City.

On motion of Councilman Brown the rules of order were sus-
pended for its consideration and the resolution adopted as read
by the following vote; Ayes: Underwood, Grimes, Spaeth, Brown,
Waite, Todd and Peters. (7) Nays: (0) Councilmen Smith,
Reed and Richolson absent.
The matter of constructing certain sewers was discussed
by the Council and the City Attorney was instructed to take the
matter up with the Capital Issuing Committee to see if permission
could be granted to issue bonds.
Claims and .Expenditure Committee submitted the following
report:
Ve, your Committee, to whom was referred the matter of
the increase in the salary of the Police Officers of the City
of Salina, and the City Clerk and Assistant City Clerk thereof,
beg leave to recommend that the salary of each of said officers,
including the City Marshal and Assistant City Marshal be raised
Ten (10.00) Dollars per month, such raise to be effective from
and after October 15th, 1918.

On motion of Councilman Brown the report was unanimously
adopted by the Council.
Councilman Todd moved that John Archer be granted $40..00
per month. —
Councilman Brown moved to amend by paying X30.00 per month.
On roll call the amendment was lost and the original motion was
carried by the following vote; ayes: Grimes, Spaeth, Waite, Todd
and Peters. (5) Nays: Underwood and Brown. (2) Councilmen
Smith, Reed and Richolson absent.
Councilman Todd moved that Sam Webster, Janitor at the City
Building be given an increase of w5.00 per month. Motion adopted.

Mayor Mathews appointed 0. D. Walker as City Physician
for the balance of the term, and on motion of Councilman Brown
the appointment was confirmed.
Mayor Mathews appointed A. L. Wolff as Fire Chief for the
balance of the tern, and on motion of Councilman Brown the appoint-
ment was confirmed.
The matter of advancing money for the payment of Sewer pipe
was discussed by the Council.
Councilman Peters moved that the matter be referred to the
Mayor, City Attorney and City Clerk to confer with the City Treas-
urer,
Mayor Mathews appointed the following named Judges and Clerks
