Mayor Mathews presiding, City Attorney G. l• Spencer and the following named councilmen answered to roll. call; Under- wood, Grimes, Smith, Reed, Brown, Waite, Todd and Peters. Coun- cilmen Spaeth and Richolson absent. The minutes of the Regular semi-monthly meeting of $etitetd- ber 16th, 1918, were read and approved as read. An ordinance was introduced entitled: "An ordinance mak- ing an appropriation for the payment of certain claims." On motion of Councilman Peters the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Smith, Reed, Brown, Waite Todd and 'Peters (8) Nays: (0) Councilmen Spaeth and Richolson absent. Tile Mayor approved the same and is numbered 2214. Councilman Brown moved that the Mayor and City Clerk be authorized to advance the money to pay for one car of sewer pipe deducting the 5% cash discount. Motion adopted. A resolution was introduced entitled: "A resolution pro- viding for the paving of the alley between Seventh and Eighth Streets from Iron Avenue to Ash Street." On motion of Councilman Brown the rules of order were sus- pended for its consideration and the resolution adopted as read jy the following vote: Ayes: Grimes, Reed, Brown, Fetors. (4) Nays; Smith, Waite and Todd. (3) Councilman Underwood not vot- ing and Councilmen Spaeth and Richolson absent. The resolution was referred back to the Street and Alley Committee. Councilman Underwood of the Building Committee called the attention of the Council to the necessity of having some repairs made on the heating plant at the City Hall. The matter was referred to the Building Committee with power to act. An ordinance was introduced entitled: "An ordinance relating to the Fire Department of the city of Salina, Kansas. 11 On motion of Councilman Brown the rules of order were sus- pwnded for its consideration by the following vote; Ayes: Underwood, Grimes, Smith, Reed, Brown, Waite, Todd and Peters. (8) Nays: (0) Councilmen Spaeth and Richolson absent. On motion of Councilman Brown the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: UndQrwood, Grimes, Smith, Reed, Brown, Waite, Todd and Peters. (8) Nays: (0) Council- men Spaeth and Richolson absent. The Mayor approved the same and is numbered 2215. The following resolution was introduced: BE IT RESOLVED, by the Mayor and Councilmen of the city of Salina, Kansas, that after the passage of this resolution the Mayor is hereby authorized and empowered to appoint a Fire Chief and six firemen to act as members of The Salina I+'ire De- partment, and, BE IT FURTHER RLS�LVED, that the said Mayor shall at all times have general supervision and control of said department, and make such changes as he deems necessary for the best inter- est of the department. On motion of Councilman Brown the resolution was adopted as read and the rules of order were suspended for its considera- tion by the following vote. (8) Nays: (0) Ca;,;-ic1 lmen Spaeth and Richolson absent. 2bPGG L1 1 Councilmsn Smith of the Public Health Committee stated that there is a cess pool located at 634 hast Ash Street, and that the Committee had served notice on the tenant to have siad ' property connected with the public sewer. i On motion, the Public Health Committee was instructed to ` advertise for bids to have said improvements made and same to be taxed against the property. The matter of constructing a sewer on Faulkner Street north of Walnut Street was discussed and the matter was referred back to the Sewer and Drainage Committee to report at; the next meeting. Councilman Reed of the Park Committee stated that M. R. Amerman had offered to plow and level off the ground in Kenwood Park and seed the same to alfalfa in the spring, free of charge, to the City if he would be permitted to sow a crop of oats on said ground. The Perk Committee recommended the acceptance of the propo- sition. On motion the Council accepted the offer and recommendations of the Park Committee. L. B. Kemper, Park Commissioner requested to be authorized to purchase trees and shrubbery that was necessary to be planted in City parks. On motion the request was granted. An ordinance was introduced entitled: "An ordinance designat- ing venereal diseases, regulating persons haveing the same, andprovfict ing for the suppression thereof. On motion of Councilman Brown the rules of order were suspend- ed for its consideration by the following vote; Ayes: Underwood Grimes, Smith, Reed, Brown, daite, Todd and Peters. (8) relays: (0) Councilmen Spaeth and Richolson absent. Before its final adoption, Councilman Brown moved that the minimum penalty for the violation be placed at x,50.00 Motion adopted by the following vote; Ayes: Underwood, Grimes, 'Smith, Reed, Brown and Peters. (6) Mays: Waite and Todd. (2) Council- men Spaeth and Richolson absent. On motion of Councilman Smith the ordinance was then read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Smith, Reed, Brown, Waite, Todd and Peters. (8) Nays: (0) Councilmen Spaeth and Richolson absent. The Payor approved the same and is numbered 2216. An ordinance was introduced entitled: "An ordinance bringing Kenwood Park within the city limits of the city Of Silina, Kansas." On motion of Councilman Brown the rules of order were suspend- ed for its consideration by the following vote; Ayes: Underwood, Grimes, Smith, Reed, Brown, Waite, Todd and Peters. (8) Yays: (0) Councilmen Spaeth and Richolson. On motion of Councilman Waite the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Smith, Reed, Brown, Waite, Todd and Peters. (8) Nays: (0) Councilmen Spaeth and Richolson absent. The Mayor approved the same and is numbered 2217. Mayor Mathews stated that he had a proposition from A. P.oslund to act as assistant to the Park Commissioner for the stun of 50.00 per month, provided that he could have the use of the residence in Oakdale Park. On motion, the matter was left in the hands of the Mayor to make the necessary arrangements. Mayor Mathews stated that it would be necessary to hire a fireman to fire the furnace in the City Building at nights, during the winter months. The matter was placed in the hands of the Mayor with power to act. The matter of appointing an officer to look after the poor the coming winter was discussed, and the matter was referred to the Mayor to confer with the County Commissioners. On motion of Councilman heed, the Mayor was authorized to appoint delegates to the Atchison Convention. On motion of Councilman Peters, Mayor Mathews was desig- nated to be one of the delegates. A petition was received asking for the construction of a sidewalk on the east side of Baker Street south of Vialnut 250 feet. Same was referred to the Sidewalk Committee. On motion of Councilman Brown, Council adjourned. City Clerk.
