Regular semi-monthly meeting of the City Council, Septem- ber 2nd, 1918. Elayor r:iathews presiding, City Attorney G. A. Spencer and the follo-NL g named councilmen answered to roll call: Underwood, Smith, Spaeth, Reed Brown, Waite, Todd and Peters. Councilmen Grimes and Richolson absent. The minutes of the Regular Semi-monthly meeting of August 19thi-71 1918 were read and approved as read. 1,91ayor 1Ii �athews appointed J. 11. Spaeth as a. member of the Side- walk Committee and r. h. Brown as a member of the Claims and Expendi- ture Committee. On motion the appointments were confirmed. Claims and Expenditro Committee reported by ordinance entitled: "An ordinance making an ay�propriation for the payment of certain claims ." On motion of C ounc ilr an Bro :rn the ordinance was read and adopted by sect iois and on its final adopt_on the roll was called and the following vote was had; Ayes: Underwood, Smith, Spaeth, Reed, Brown,aite, Todd and Peters. (8) idays: (0) Councilmen Grimes and Richolson abseit . The Mayor approved the same ans is numbered 2211. Councilman Underwood presented a verbal application from Robt. Dearing asking for a special permit for ttie construction of a small building on iforth manta Pe Avenue adjacent to the Alfalfa P:Ii11 . On motion of Councilman Lrown the ordinance was read. Councilman Brown moved that the claims of R. 11. Mall and Oscar 'Wilbur, in the amount of x;30.00 each for sali.ry as firemen, be stricken from the ordinance. I.4otion adopter'. On the final adoption of the ordintance as amended, the roll was called and the following vote was had; Ayes: Underwood, Sm=ith, Spaeth, Reed, Brown, 'Naite, Todd and Peters. (8) ;;ays: (0) Councilmen Grimes and Richolson absent. The 11ayor approved the same and is numbered 2209. A cliam from P. C. Buskirk in the amount of �,J,1500.00, for part payment for constructing race track in Kenwood Park was pre- sented, and on motion was !-field over until the next Regular Meeting. An ordinance was introduced entitled: "An ordinance levying and assessing special assessments on certain lots and pieces of ground in the city of Salina, Kansas, to pay the costs of curbing, guttering, excavating, paving and grading certain streets in said City." On motion of Councilman ! rown the rules of order were suspend ed for its consideration by the following vote; Ayes: Underwood, Smith, Spaeth, Reed, Brown, uVaite, Todd a id Peters. On motion of Councilman Smith the ordi_-lance was read and adopted by sectio: s and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Smith, Spaeth, Reed, Brown, 4aite, Todd and Peters. Councilman Brown moved that the City Clerk notify The Salina Light, rower & Gas Com ),any to install an incandescent lirYt at or near the Ken,vood Bridge. An ordinance was introduced entitled: "An ordinance provid- ing for the constru,:tion of certain sidewalks in the city of Salina, Kansas." On motion of Councilman '7aite the rules of order were sus- pended for its consideration by the following vote; Ayes: Under- wood, Smith, Spaeth, Reed, Brown, 77aite, Todd and Peters. (8) Nays: (0) Councilmen Grimes and Richolson absent. ".yZ J On motion of Councilman Brown, Dearing was requested to make a written application in the regular way, upon being approved by the Ieayor, the Fire Chief was instructed to issue a special permit for the construction of the building as requested. The matter of grading the ground around the newly construct- ed pest house was discussed. Councilman Todd moved that the Building Committee have same done as soon as possible. Councilman Brown moved that the Public Health Committee con- sult the County Physician in reference to the enforcement of the proposed ordinance that was presented by the State Board of health soeme time ago. The following resolution was introduced: BE IT RESOLV D, By the Mayor and Councilmen of the City of Salina, Kansas, that the I.Iayor and City Clerk be, and they are hereby authorized and directed to execute anddeliver on behalf of said City the contract with the Union Pacific Rail- road Company, covering the construction, maintenance and opera- tion of the City Sewer under the tracks and across the Right of Way of the Union Pacific Railroad Company on Front Street in Salina, Kansas. �, SE11L Attest: Passed and ap)roved, September 2nd, 1918. On motion of Councilman Brown the rules of order were suspended for its consideration and the resolution adopted as read by the following vote; Ayes: Underwood, Smith, Sapeth, Reed, Brown, Naite, Todd and i eters . The following resolution was introduced: BE IT RESOLVLD, By the Ilayor and Councilmen of the City of Salina, Llansas, that the I ayor and City Clerk be, of Said City be, and they are hereby instructed and directed to cause to be published the proper notice for the incorporation into the City limits of the City of Zalina, that tract of land known and described as Kenwood Park, and to present to the Board of Commissioners of Saline County, Kansas, the proper pe- tition asking for a finding and order that the incorporation of the same will be to the interest of said City, and will cause no manifest injuries to the ;persons owning the sale. The followin- resolution was introduced: BE IT RESOLVED by the lolayor and Councilmen of the City of Salina, Lansas, that the City Engineer, be and he is hereby instructed to prepare a proper plat of that tract of land known as Kenwood Park, and the City Attorney be, and he is hereby instructed to prepare a proper certificate for the same. That the I11Mayor and City Clerk be, and they are 1,,ereby instructed to cause said plat and certificate to be properly executed on behalf of the City of Salina, Kansas, and filed in the office of the Re- gister of Deeds of Saline bounty,-:ansas, preparatory to incor- porating such tr,.ct of land within the corporate limits of the City of Salina, Kansas, as and for an addition to said City, and to be known as "Kenwood Park." Graf, has obtained a commission, and is about to leave for service in the United States Army, and 1H ER:!iS. Dr. Graf has, for several years been County Physician of Saline County,:ansas, and has at all times rendered faithful and efficient service as such officer, P;ow, Therefore, BE Irl" RESOLV QED, By the Vayor and Councilmen of the City of Salina, that said body as representatives of the City of aalina, :ansas, does hereby extend to Dr. Graf its apl)reication of the services and aid rendered by him to the City and its offi- cers, and, BE IT FURTHER itLSOLVED, That a copy of this resolu- tion, under the seal of the City be delivered to Dr. Graf and a copy thereof spread upon the minutes of this Council.
