COUNCIL PROCEEDINGS, REGULAR MEETING.
COUNCIL CHAMBER

Regular semi-monthly meeting of the City Council, August
19th, 1918. Mayor Mathews presiding, and the following named
councilmen answered to roll call; Underwood, Grimes, Smith,
Spaeth, Brown, Waite, Todd and Peters. Councilmen Reed and
Richolson absent.
The minutes of the Regular Semi-monthly meeting of August
5th, 1918, and Called Meeting of August 9th, 1918, were read and
approved as read.
An ordinance was introduced entitled: "An ordinance making
a - levy of taxes for general revenue and other purposes in the
C it y of Sal ina , Kansas , f or the ya r 1918."
On moti9n of Councilman Brown the rules of order were sus-
pended for its consideration by the following vote; Ayes:
Underwood, Grimes, Smith, Spaeth, Brown, Waite, Todd and Peters.
(8) Nays: (0) Councilmen Reed and Richolson absent.
On motion of Councilman Smith the ordinance was read and
adopted by sections and on its final adoption theroll was called
and the following vote was had; Ayes: Under3ood, Grimes, Smith,
Spaeth, Brown, Waite, Todd and Peters. (8) Nays: (0) Council-
men Reed and Richolson absent. The Mayor approved the same and
is numberect 2204.
An ordinance was introduced entitled: "An ordinance levying
special assessments against the property herein described to pay
the cost of constructing certain sidewalks in the city of Salina,
Kansas ."
On motion of Councilman Smith the rules of order were sus-
pended for its consideration by the following vote; Ayes:
Underwwood, Grimes, Smith, S,,)aeth, Brown, Vaite, Todd and Peters.
(8) Nays: (0) Councilmen Reed and Richolson absent.
On motion of Councilman Brown theordinance was re<<d and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes : Underwood, Grimes,
Smith, Spaeth, Brown, daite, Todd and Peters. (8) Nays: (0)
Councilmen Reed and Richolson absent. The Mayor approved the
same and is numbered 2205.
An ordinance was introduced entitled: "An ordinance making
a special assessment and levy of taxes for the cutting of weeds
on certain lots and parts of lots in the City of Salina, Kansas,
for the year 1918."
On motion of C ounc i ! man Peters the rules of order aere sus-
pended for its consideration by the following vote: Ayes: Under-
wood, Grimes Smith, Spaeth, Brown,"" ,Va1te:, Tqdd and Peters. (8)
Nays: (0) Councilmen Reed and Richolson absent.
On motion of Councilman Spaeth the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Underwood, Grimes, Smith,
S)aeth, Brown, "cite, Todd and Peters. (8) Nays: (0) Council-
men Reed and Richolson ats ent. The Mayor approved the same and
is numbered 2206.
An ordinance was introduced entitled: "An ordinance making
an a,)propriation for the payment of certain claims."
On motion of Councilman Peters the ordinance was read.
Councilman Brown moved that the claim of J. D. M. Conrad,.:
in the amount of ,%50.00 be stricken out . Motion adopted.
On the final adoption of the ordinance the roll was called
and the following vote was had; Ayes: Underwood, Grimes, Smith,
Spaeth, Brown, ��aite, Todd and Peters. (8) Nays: (0) Council-
men Reed and Richolson absent. The Mayor approved the same and
is numbered 2207.
Councilman Smith of the Public Health Committee submitted
cwrtain amendments on the 2lumbing Ordinance, and on motion same
was filed.
T. D. FItzpatrick informed the Council that the insurance
on the City Building on South Fifth Street would expire Septem-
ber 7th 1918 and stated that the same should be renewed.
On motion of Councilman Brown the City Clerk was instruct-
ed to have the same insured for a period' of three years.
An ordinance was introduced entitled: "An ordinance let-
ting a ' contract for public concerts in the city of Salina,
Kansas." -
On motion of Councilman Brown the rulds-of, order were sus-
pended for its oz)nsiderat ion by the following vote; Ayes: Under-
wood, Grimes, Smith Spaeth, Brown, 71aite, Todd and Peters. (8)
Nays: (0) Councilmen Reed and Richolson absent. The Mayor
approved the same and is numbered 2208.
A petition was received asking for the extension of Nater
Mains on Kirwin Avenue east of Santa Fe Avenue about 200 feet.
Same was referred to the Corporation and Franchise Committee.
The monthly reports of the City Clerl> and City Treasurer
were received and ordered filed.
On motion of Councilman Brown, Council adjourned.
