COUNCIL CHAMBER,
SALINA, KANSAS.
JULY 26th, 1918.
Adjourned meeting of the City Council, July 26th, 1918.
Payor 'ylathews presiding, City Attorney G. A. Spencer and the
following named councilmen answered to roll call; Underwood.,
Grimes, Smith, Spaeth, Reed, Richolson, Brown, Waite, Todd and
Peters.
Corporation and Franchise Committee submitted the fol-
lowing report:
To the lion. lvlayor and Council:
We, your Committee to whom was referred the matter of the
increase of rates to be charged for electric current furnished
for commercial power and for gas, after having fully examined
the application and figures submitted by the Company, beg to
advise that we believe that the Company should be granted an
increase of ten (10) per cent on the items mentioned and
recommend that such increase be granted.
For the information of the Council we attach hereto the
application and tabulated figures of The Salina Light, Power &
Gas Company together with letters written by certain business
institutions of the City.

City of Salina, asking that the request be granted.
Councilman Reed moved that the report of the Committee be
adopted and on the adoption of the same the roll. was called and
the following vote was had; Ayes: Smith, Spaeth, Reed, Kichol-
s on, Brown, Todd and Peters. (7) Plays: Underwood, Grimes
and Waite. (3)
An ordinance was introduced entitled: "An ordinance fix-
ing the maximum charges to be made for electric current and gas
in the city of Salina, Kansas, and letting the contract therefor.`
On motion of Councilman Brown the reales of order were sus-
Rended for its consideration by the following vote; Ayes:
amith, Spaeth, Reed, Richolson, Brown, Todd and Peters. (7)
Plays: Underwood, Grimes and Waite. (3)
On motion of Councilman Brown the ordinance was read
and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Underwood, Smith,
Spaeth, Feed, Richolson, Brown, Todd and Peters. (8) Plays:
Grimes and Waite. (2) The Dlayor approved the same and is
numbered 2201.
The following resolution was introduced:
WHEREAS,, The National 'Tractor Show of the United
States is to be held at and adjacent to the corporate limits
of the city of Salina, 1Kansas, from July 29 to August 2, 19182
inclusive; and,
, FLEREAS, the tractor is considered as one of the most
important implements of modern agricultural developments and
it's demonstration at this time is mott helpful to the resources
of the country; and
WHEREAS, the streets leading to the grounds of said
Tractor Show as located are unpaved and have become almost
impassable on account of the destructive use thereof by trac-
tors and it is necessary that said streets be flooded with
water in order to make them usable; and
WHERMIS, the City of Salina, does not own or possess
and cannot procure at this time sprinklers sufficient to
put said streets in proper condition; and
WHEREAS, the occasion demands that said streets be flood-
ed from the hydrants of The Salina ,later Works Company by means
of fire hose; and
WHEREAS, said The Salina eater Works Company is willing
to permit the use of. its hydrants for such purpose and will
undertake to furnish water free of charge for such purpose;
Provided, that by so doing it shall not be considered or con-
strued to have aived or in any prise modified or changed any of
its rights or privileges under its franchise and contract with
the City of Salina; Now, Therefore,
BE IT RESOLD=, By the Dlay or and Councilmen of the city
of Salina, that The Salina Water Works Company be and it is
hereby requested to permit the use of its fire hydrants in the
vicinity of the grounds of The Ldational 'Tractor Show for the
purpose of flooding the following named streets:
Claflin Avenue from Santa Fe to Ninth Street; Cloud
from highland to Ninth Street! Highland Avenue from Claflin to
Cloud and Ninth Street from Claflin to Cloud.,
by means of fire hose and that it be requested to furnish the
necessary water therefor free of charge after ten o'clock each
night during the Tractor Show upon the condition that such use
of said hydrants and water shall be cut of immediately upopi
the occasion of any fire alarm within said City and the sounding
of an alarm thereof; Provided, However, and it is hereby ex-
pressly understood that if The Salina :later Works Company per-
mits the use of its said hydrants for such purpose and furnish-
es water therefor free of charge, that neither this resolution
nor request on the part of t'l-e City nor its acceptance by said
The Salina Water 'forks Company iftor the acts of the said The
Salina Water Works Company in permitting the use of its said
hydrants for such purpose and the use of said water for such
purpose shall be now or at any time hereafter considered or
construed as a precedent for any similar action on the part of
the said City and said Company, and shall never be considered
or construed as a waiver, modification or change of any of the
rights or provileges of said, The Salina Fater Works Company,
under the contract and franchise of said The Salina eater Works
Company with said City, as they exiseted prior to the adoption
of this resolution.
The Salina `eater :"forks Company hereby grants the fore-
going request subject to the te=rms and conditions of the fore-
going resolution.

On motion of Councilman Brown the rules of order were sus-
pended and the resolution was adopted as read by the following
vote; -ayes: Underwood, Grimes, Smith, Spaeth, heed, Richolson,
Brown, Waite, Todd and Peters. (10) Nays: (0)
Councilman Reed of the Parks and Parking Committee stated
that the committee had received an estimate on the construction
of closets in the Cit;; kark, ar:d that same would cost from Y�500
to x700, and that the committee recommended that same be not
constructed at the present time.
Councilman Brown moved that the matter be left in the hands
of the Committee. Motion ad- pted.
On motion of Councilman Underwood, Council adjourned.
