Mayor I,41athews presiding, City Attorney G. A. Spencer and the following named councilmen answered to roll call; Underwood, Grimes, Smith., Sj_-aeth, Brown, Waite, Todd and Peters. Councilmen Reed and Richolson absent. The minutes of the Regular semi-monthly meeting of June 17th, 1918, were read and approved as read. W. W. Watson and Fred H. Quincy appeared before the Council in the interest of the coming Tractor Show, asking that the Council donate to The Chamber of Commerce the taxi licenses, and furnish the necessary police; also asked per- mission to remove seats from the City Park to The Kansas Wesleyan University Campus Urounds . Councilman Brown moved that all taxi licenses be donat- ed to The Chamber of Commerce. Iviotion adopted. Councilman Smith moved that the Llayor appoint the neces- sary police and that permission be granated to remove the seats from the City Park as requested. Motion adopted. The matter of parking cars on Santa Fe Avenue and iron Avenue during the Tract Show week was discussed by the Coun- cil, and the matter was referred to the Mayor and The Street and Alley Committee with power to act. Claims and Expenditure Committee reported by ordinance entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Councilman Peters the ordinance was reau.. Councilman Brown moved that the claim of Gordon Walker in the amount of x441.98 fro the construction of sidewalk be stricken out, as the same had not been properly Ok` d. Motion adopted. On its final adoption the roll was called and the fol- lowing vote was had; Ayes: Underwood, Grimes, Smith, Spaeth, Brown, mite, Todd and Peters. (8) flays: (0) Councilmen Reed and Richolson absent. The Mayor approved the same and is numbered 2195. An ordinance was introduced entitled: "An ordinance granting the right of way to the Union Pacific Railroad Com- pany, its successors and assigns 'for a switch track across certain streets in the City of Salina." On motion of Cou icilman Brown the rules of order were suspended for its consideration by the following vote; Ayes: Underwood, Urirnes, Smith, Spaeth, Brotan, Haite, Todd and Peters. (8) Nays: (0) Councilmen Reed and Richolson ab- sent. On motion of Councilman Smith the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Under- wood, Grimes, Smith, Spaeth, Brown, Waite, Todd and Peters. (8) Nays: (0) Councilmen Reed and Richolson absent. The Mayor approved the same and is numbered 2196. An ordinance was introduced entitled: "An ordinance granting the right of way to the Union Pacific Railway Company, its successors and assigns for a switch track, across certain streets in the City of Salina." An ordinance was introduced entitled: "An ordinance vacating a portion of Eighth Street and a portion of the alley between Sev- enth and Eighth Street in the city of Salina, Kansas." On motion of Councilman Brown the rules of order were sus- pended for its considerationby the following vote; Ayes: Under- wood, Grimes, Smith, Spaeth, Brown, Waite, Todd and Peters. (8) Nays: (0) Councilmen Reed and Richolson absent. On motion of Councilman Spaeth the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Smith, Spaeth, Brown, Waite, Todd and Peters. (8) Plays: (0) Council- men Reed and Richolson absent. The Mayor approved the same and is numbered 2198. An ordinance was introduced entitled: "An ordinance provid- ing for the issuance of Improvement Bonds in the city of Salina, Kansas, in the sum of 32, 299.71 to pay the costs of improving certain streets in said City." On motion of Councilman Brown the rules of order were suspended for its consideration by the following vote; Ayes: Underwood, Grimes, Smith, Spaeth, Brown, Waite, Todd and Peters. On motion of Councilman Smith the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Urimes, Smith, Spaeth, Brown, Waite, Todd and Peters. An ordinance was introduced entitled: "An ordinance providing for the issuance of Sewer Improvement Bonds in the city of Salina, Kansas, in the sum of 564,489.21." On motion of Councilman Smith the rules of order were suspend- ed for its consideration by the following vote; Ayes: Underwood, Grimes, Smith, Spaeth, Brown,Iaite, Todd and Peters. (8) P?ays: (0) Councilmen Reed and Richolson absent. On motion of Councilman Brown the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Urimes, Smith, Spaeth, Brown, Waite, Todd and Peters. (8) Plays: (0) Council- men Reed and Richolson absent. The Mayor approved the same and is numbered 2200. The following resolution was introduced: BE IT RESOLVED, By the Payor and Councilmen of the city of Salina, jiansas, that The Salina Water Works Company be and it is hereby directed to lay and install a six-inch water main on Claflin Avenue in the city of Salina, Kansas, and connect the same with its present main on Last Claflin i:venue and extend the same east for a distance equal to that of the present sewer on such street, the same being a distance of approximately 200 feet. Said Company is further directed to install a fire hydrant on such main when extended at the point where the r'ire Chief of said City directs. Passed and approved July 15th, 1918. On motion of Councilman Brown the rules of order were sus- pended and the resolution was adopted as read by the following vote; Ayes: Underwood, Grimes, Smith, Spaeth, Brown, Waite, Todd and Peters. Councilman Underwood submitted plans and specifications and estimate of cost for the construction of the Third Ward, South Precinct, voting building on Putnam Avenue. Councilman Todd moved that the same be accepted and adopt- ed, and that the Building Committee receive bids with power to let the contract immediately. Motion adopted. The Matter of adopting a Milk Inspection Ordinance was discussed by the Council. Councilman Peters moved that the matter be deferred until more definite information could be received from other cities. Motion adopted. Mayor Mathews appointed Rev. B. R. Lantz, as a member of the Welfare Board to fill vacancy on account of resignation of J. M. Powell, and on motion of Councilman Brown the appointment was confirmed. Applications for Pool Hall Licenses were received as follows: Grimes Pool liall, Lamer & 1v1iller, Palace Billiard Parlor, H. a'4. Burris, W. E. Gordon, Beagle & Shaw, Niles & Moser Cigar Company, C. H. Benjamin, Maxwell & DeLaney. . 2hPGG Councilman Todd made separate motion on each application that license be not granted, and on the adoption of the motions the roll was called and the following vote was had; Ayes: Smith, Waite, Todd and Peters. (4) i;ays: Underwood, Grimes, Spaeth and Brown. (4) Councilmen Reed and R icholson absent. There being a tie the Mayor cast a vote in favor of the motion. The appraisers report for the excavating, grading and paving of Penn Avenue from the north line of Iron Avenue to the north line of Ash Street was received, and on motion of Council- man Brown, Monday, July 22nd, 1918, at 7:30 k. M. was designated as a special meeting at which time the appraisers report will be taken up and acted upon by the Council, and all persons affect- ed by such improvements can be present and heard if they so desire,, and that the City Clerk give notice in the official City paper as provided by law. Motion adopted. y The monthly reports of the City Clerk, City Treasurer, Police Judge and Fire Chief were received and ordered filed.
