Mayor Mathews presiding, City Attorney G. A. Spencer and the following named councilmen answered to roll call; Underwood f Grimes,, Smith, Spaeth, Brown., Waite, Todd and Peters. Councilmen • Reed and Richolson absent. The minutes of the Regular semi-monthly meeting of June 3rd, 1918, were read and approved as read. Councilman Underwood moved that the minutes of the Special - Called IvIeetingof June 10th, 1918 be stricken from the records. Motion adopiled. Councilman Peters of the Claims and Expenditure Committee reported that there were several bill that were not properly OK'D and same were not allowed by the Committee. Councilman Brown moved that the action of the Claims and Expenditure Committee be endorsed. A bill from Martin Ahlstedt, County Treasurer in the amount of $173.04 for back taxes on Property recently purchased by the City was presented,, and on motion same was referred to the City Attorney for recommendations. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims:" On motion of Councilman Peters the ordinance was read and adopted by sections and on. its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Snith, ',Iiaite, Spaeth Brown, Todd and Peters. (8) Nays: (C) Council- men Reed and Richolson absent . T.Iie i1ayor approvec, the same and is numbered 2192. An ordinance was introduced entitiled: "An ordinance making an appropriation for the purchase of uniforms for The Saline Coun ty State Guards." On motion of Councilman Waite the rules of order were suspend- ed for its consideration by the following vote; Ayes: Waite and Todd. (2) Nays: Underwood, Grimes, Smith,, Spaeth, Brown and Peters. (6) Councilmen Reed and Richolson absent. The Mayor declared the motion lost Councilman Waite moved that the City Clerk correspond with the State Officials in reference to the matter of the City appro- priating money for the purchase of uniforms for the State Guards. An ordinance was introduced entitled: "An ordinance grant- ing to the Missouri Pacific Railway Company a right of way to cross certain alleys in the City of Salina." On motion of Councilman Brown the rules of order iiere sus- pended for its consideration for the following vote; Ayes: Under- wood, urimes, Smith, Spaeth, Brown, Waite, Todd and Peters. (8) Nays: (0) Councilmen Reed and Richolson absent. On motion of Councilman Smith the ordinance was read and adopted by sections and the following vote was had; Ayes: Under- wood, Grimes Smith, Spaeth, Brown. li,,Vaite, Todd and Peters. (8) Nays: (0) Councilmen Reed and Richolson absent. The Allayor approved the same and is numbered 2193. An Ordinance was introduced entitled. "An ordinance provid- ing for a license fee on carnival and amusement companies operating or showing in the City of Salina, Kansas, prohibiting shown or attractions in connection therewith and repealing Ordinance No. 1853.11 On motion of Councilman Peters the rules of order were sus- pended for its consideration by the following vote; Ayes; Under- wood,, Grimes Smith, Spaeth, Brown, Waite, Todd and -ceters. (8) Nays: (0) Councilmen Reed and Richolson absent. On motion of Councilman Brown the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Smith, Spaeth, Brown, Waite, Todd and Peters. (8) Nays: (0) Council- men Reed and Richolson absent. The Mayor approved the same and is numbered 2194. Councilman Grimes of the Fire Department Committee moved that the Fire Department be changed to the 12 -hour shift and additional firemen be appointed to fill the quota. Councilman Todd moved that the matter be referred to the Fire Department to bring in a report at the next regular meeting. Motion adopted. The resignation of 0. C. Henry as a member of the rolice Force was presented, and on motion, same was referred to the Mayor. City Engineer, P. G. lakenhut, reported that the sewer on Elm and Fifth Streets was stopped up, and that same should be looked after at once. The matter was referred to the City Engineer to have the same attended to as soon as possible. The appraisers report for the condemnation of a certain tract of ground on yut:nam Avenue, to be used as a voting place for the south precinct of the Third "lard was received, and on motion of Councilman Todd same was accepted and adopted by the Council. The matter of auditing the books of the City officials was discussed, and Councilman Peters moved that the matter be referred to the Ways and Means Committee with po:,ier to act. Councilman Todd moved that the matter of constructing a voting place in the south precinct of the Third Iffard be referred to the Building Committee to report at the next Regular Meet- ing. The matter of purchasing window shades and necessary equip- ment for the new Fire Station was referred to the Building Com- mittee with power to act. Mayor Mathews appointed B. 0. `Milder, W. U. Garrison acid M. E. Ford to act as appraisers in ascertaining the valuation of the lots and pieces of ground liable to special assessment for the cost of excavating, grading and paving Penn Avenue from the north line of Iron Avenue to the north line of Ash Street, and on motion of Councilman Brown the appointments were confirmed. A petition was received asking for the vacation of the alley between Ninth and Highland and Republic and Beloit. Same was referred to the Street and Alley Committee. The monthly reports of the City Clerk, City Treasurer, Police Judge and Fire Chief wwere received and ordered filed. On motion of Councilman Smith, Council adjourned. City Clerk.
