Mayor Mathews presiding, City Attorney G. A. Spencer and the following named councilmen answered to roll call; Underwood, Grimes, Smith, Spaeth, Reed, Richolson, Brown, Waite, Todd and Peters. The minutes of the regular semi-monthly meeting of May 20th, 1918, were read and approved as read. Mr. L. G. Gottschick appeared before the Council and asked the Council to pass an ordinance granting the Missouri Pacific Railway Company the right to construct a switch track in front of the Lee 7,arren Milling property. i On motion, the request was granted. An ordinance was introduced entitled: "An ordinance granting the right of way to The Missouri Pacific Railway Company to build a switch track across certain streets in the city of Salina, Kan- an- sas, sas. On motion of Councilman Brown the rules of order were suspend- ed for its consideration by the following vote; Ayes: Underwood, Grimes, Smith, Spaeth, Reed, Richolson, Brown, yaite, Todd and Peters. (10) Nays: (0) i On motion of Councilman Reed the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Smith, Spaeth, Reed, Richolson, Brown, Waite, Todd and Peters. (10) Nays: (0) The Mayor approved the same and is numbered 2185. Mir. Fred Quincy appeared before the Council and stated that tourists are passing through the City, and suggested that permission be granted them to camp in Oakdale Park. Councilman Brown moved that the request be granted. The extension of Riverside Drive was discussed by the Coun- cil, and referred to the Street and Alley Committee to bring in re c omme ndat i ons . The following resolution was introduced: BE IT RESOLVED, By the Mayor and Council of the city of Salina, Kansas that whereas, the citizens of Salina have for twenty years desired a railroad between Salina and Osborne, Kan- sas, and after various attempts finally caused The Salina Northern Railroad Company to build a railroad at a cost of approximately One million Dollars, to the citizens in Salina and along its route, Twenty Thousand of which was expended by the City of Salina iti- in terminal bonds and Thirteen Thousand Dollars spent by the citi- zens of Salina in financing said railroad; all of which was done zens for the purpose of affording quick transportation of the wheat and farm products of the farmers in the community through which the road traversed to the markets, and i WHEREAS, it is understood that the government contemplates releasing management and control of said railroad, which, if done, would cause a financial loss of over a million dollars to the citi- zens along the route of said road; would cause the cost of market- ing the products of the wheat and other crops to increase about five hundred per cent, and whereas the people of said vicinity are greatly incensed at the gross injustice of the cessation of the operation of said rialroad which would occur if the government released control thereof, Now, Therefore, BE I^1 RESOLVED) By the Mayor and City Council of the City of Salina that the Federal Government be requested to retain the control and operation of The Salina Northern Railroad Company and that we further convey to the government that it is our opinion tha t it is necessary that said road be o_)erated for the welfare of the country in this war; that it would be a gross injustice to cause the citizens of our community to lose the million dollars they have invested in it, and that it would work a great hardship upon the farmers along the route of said railroad to cause them to expend vast sums of ,coney for transportation of their grain and products which would be necessary in the event said road was abandoned by the government, and BE IT FURTHER RESOLVED, that in the event said road is abandoned by the government, that it is the opinion of this body that it would be a great discrimination against The Salina Northern Railroad Company and in favor of the trunk systems throughout this State. (SEAL) On motion of Councilman Brown the rules of order were sus- pended for its consideration and the resolution adopted as read by the following vote; Ayes: Underwood, Grimes, Smith, Spaeth, Reed, Richolson, Brown, Waite, Todd and Peters. (10) Nays: (0) An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Councilman Peters the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Smith, Spaeth, Reed, Richolson, Brown, Waite, Todd and Peters. (10) Nays: (0) The Mayor approved the same and is num- bered 2186. Ed Buchanan, Street Commissioner, submitted a report and recommendations. On motion of Councilman Brown the same were ordered filed. M. W. McLaughlin appeared before the Council and asked for a special permit to construct a porch adjacent to the midland Hotel on Seventh Street. On motion of Councilman Reed, a special permit was granted. An ordinance was introduced entitled: "An ordinance prov id- ing for the construction of certain sidewalks in the city of Salina, Kansas." On motion of Councilman Brown the rules of order were sus- pended for its consideration by the following vote; Ayes: Underwood, Grimes, Smith, Spaeth, Reed, Richolson, Brown, Waite, Todd and Peters. (10) Nays: (0) On motion of Councilman Waite tht ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Smith, Spaeth, Reed, Richolson, Brown Waite, Todd and Peters. (10) Nays: (0) The Mayor approved the same and is mumbered 2187. Councilman Underwood, of the Building Committee reported that the Fire Station was almost completed, and would be ready for acceptance soon. On motion, the matter of accepting the building was placed in the hands of the Building Committee. with power to act. Bids f€5r the construction of the speedway in Kenwood Park was received from M. R. Amerman and k. C. Buskirk. Councilman Reed moved that the contract be awarded to P. C. Buskirk, and on roll call the motion was lost. Councilman Waite moved to reconsider the motion by changing the time of commencing the work to July 1st, and on roll call the motion carried. Councilman Reed moved the adoption of the original motion as amended, and on roll call the motion as amended carried. An ordinance was introduced entitled: "An ordinance extend- ing the City limits of the City of Salina." 2bPG On motion of Councilman Reed the rules of oder were suspended for its consideration by the following vote; Ayes: Underwood, Grimes, Smith, Spaeth, Reed, Richolson, Brown. Waite, Todd and Peters. (10) Nays: (0) On motion of Councilman Smith the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes Smith, Spaeth, Reed, Richolson, Brown, Waite, Todd and 2eters. (10) Mays: (0) The Mayor approved the same and is numbered 2191. Councilman Underwood called the attention of the Council to a row of hedge standing on Oakdale Avenue that was recently opened by the City. Councilman Smith moved that the Street Commissioner be instruct- ed to have the same removed at once. I On motion of Councilman Reed the rules of order were sus- pended for its consideration by the following vote; Ayes: Underwood, Grimes, Smith, Spaeth, Reed, Richolson, Brown, 'Naite, Todd and j Peters. (10) Nays: (0) On motion of Councilman Brown the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Smith, Speath, Reed ,Richolson, Brown, Waite, Todd and 'Peters. (10) Nays: (0) The Mayor approved the sane amd is numbered 2188. An ordinance was introduced entitled: "An ordinance levying and assessing special assessments on certain lots and pieces of ground in the city of Salina, Kansas, to pay the cost of excavating" curbing, guttering, paving and grading certain streets in said City and relating to and providing for the collection of such assessments." On motion of Councilman Brown the rules of order were suspend- ed for its consideration by the following vote; Ayes: Underwood, Grimes, Smith, Speath, Reed, Richolson, Brown, Waite, Todd and Peters. (10) Nays: (0) On motion of Councilman Smith the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Smith, Spaeth, Reed, Richolson, Brown, Waite Todd and Peters. (10) Nays: (0) The Mayor approved the same and is numbered 2189. An ordinance was introduced entitled: "An ordinance providing for the paving, excavating and grading of Penn Avenue in the city of Salina, Kansas, from the north line of Iron Avenue to the north line of Ash Street, specifying the manner of construction and provid- ing for the cost thereof and the manner of payment." On motion of Councilman Brown the rules of order were suspend- ed for its consideration by the following vote; Ayes: Underwood, Grimes Smith, Spaeth, Reed, Richolson, Brown,Waite, Todd and Peters. (10) Nays: (0) i On motion of Councilman Underwood the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, smith, Spaeth, Reed, Richolson, Brown, Waite, Todd and Peters. (10) Nays: (0) The Mayor approved the same and is numbered 2190. City Engineer, P. G. Vlakenut, submitted Aland and specifications for the excavating, &paving of Penn Avenue from the snorth ling: of Iron Avenue to the north line of Ash Street. On motion of Councilman Brown, the same were adopted and approved by the Council. M. R. Amerman submitted a bid for the excavating, grading and paving of Penn Avenue from the north line of Iron Avenue to the north line of Ash Street. On motion of Councilman Brown the bid was accepted, for two and one-half inch fiber brick at $2.32 a square for paving and 58¢ a cubic yard for excalrating. An ordinance was introduced entitled: "An ordinance specify- ing and selecting the paving material to be used and letting the contract for the paving and excavating; of certain streets in the city of Salina, -ansas ." On motion of Councilman Reed the rules of oder were suspended for its consideration by the following vote; Ayes: Underwood, Grimes, Smith, Spaeth, Reed, Richolson, Brown. Waite, Todd and Peters. (10) Nays: (0) On motion of Councilman Smith the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes Smith, Spaeth, Reed, Richolson, Brown, Waite, Todd and 2eters. (10) Mays: (0) The Mayor approved the same and is numbered 2191. Councilman Underwood called the attention of the Council to a row of hedge standing on Oakdale Avenue that was recently opened by the City. Councilman Smith moved that the Street Commissioner be instruct- ed to have the same removed at once. Councilman Reed of the Park Committee stated that new ropes should be purchased for the swings in Oakdale Park. The matter was referred to t i to Park Committee with power to act . Councilman Brown moved that the City tender the Red Cross the use of the Chamber of Commerce room on the third floor of the City Building, Councilman Smith stated that the City ought to proceed at once to have the railroad street crossings on the paved streets completed. The matter was referred to the City Attorney and City En- gineer. It was reported that the occupation license for The Postal Telegraph Company for the year 1918 had not been paid. The matter was referred to the City Attorney for collection. Bids for City printingg as advertised for was received as follows= The Salina Daily Union and The Salina Evening Journal. Councilman Todd moved that the of ficial city printing for the ensuing year be awarded to The Salina Daily Union as per their bid. Motion adopted. The mat Ler of purchasing additional seats for the City Park was discussed by the Council, and Councilman Todd moved that the Park Committee get prices on same and bring in report to the Council. It was stated that the Municipal Band desires a committee appointed from the Council to confer any mat ;kers pertaining to the band. Councilman Peters moved that the Mayor appoint a special committee. Mayor Mathews appointed Councilmen Peters, Smith and Brown ito act as said committee. On motion of Councilman Underwood, Council adjourned. i City Clerk.
