Special Session of the Mayor and Council, May 13th, 1918s for the purpose of hearing complaints from property owners as to the valuation placed on certain lots and pieces of ground on which to base the cost of curbing, guttering, excavating, grading and paving Eighth Street, from the north line of Ash Street to the south line of Elm Street; i Phillips Street,from the south line of South Street to the north line of h1orrison Avenue; j Washington Avenue,from the west smt a of Plinth Street to the east side of Tenth Street; and for the excaysting, grading and paving of: Ash Street, from thewest line of Fourth Street to the east line of Third Street; Ash Street,from the east line of Third Street to the west line of Front Street; Elm Street, from the west line of Fourth Street to the east line of Third Street; Mulberry Street , from the west line of Fifth Street to the east lien of Santa Fe Avenue.
