Mayor !Mathews presiding, City Attorney G. A. Spencer and the following named councilmen answered to roll call; Under- wood, Grimes, Smith, Spaeth, Reed, Richolson, Brown, Waite, Todd and Peters. The minutes of the Regular semi-monthly meeting of April 15th, 1918; and the Adjourned Ileet ing of April 19th, 1918, were read and approved as read. Claims and Expenditure Committee reper ted by ordinance en- titled: ",an ordinance mkaing an appropriation for the payment QLf' certain claims! On motion of Councilman Peters the ordinance was read and adopted by sections and on its final adoption the roll was called l and the following vote was had; Ayes: Underwood, Grimes, Smith, Spaeth, Reed, Richolson, Brown, Waite, Todd and Peters. (10) Nays: (0) The i'V,ayor approved the same and is numbered 2176. An ordinance was introduced entitled: "An ordinance grant- ing the right of way for aswitch track to the -union Pacific Rail- road Company along North Street in the city of Salina, nansas." On motion of Councilman Brown the rules or order were sus- pended for its consideration by the following vote: Ayes: Underwood, Grimes, Smith, Spaeth, Reed, Richolson, Brown, Waite, Todd and Peters. (10) Nays: (0) On motion of Councilman Reed the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Smith, Spaeth, Reed, Richolson, Brown, Waite, Todd and Peters. (10) Nays: (0) The lv1ayor approved the same and is numbered 2177. J. H. Bell, Superintendent of The Salina Water Works Company appeared before the Council and asked permission to drive coal wagons upon the sidewalk on South Street adjacent to their plant, for the purpose of storing coal for the use of said plant. On motion, permission was granted. Councilman Brown of the Street and Alley Committee read a letter Zrom The Salina Light, Power & Gas Company in reference to the extension of White 'iilay petitioned for, stating that on account of the increased price of material they deem it not ad- visable to install any more extension under the present conditions. Street and Alley Committee reported unfavorably on the peti- tions asking for the extension of Ihite May on Fifth Street from alntit Street to Ash Street ;and on Iron Avenue from Seventh to Ninth Street, stating that in their opinion it would not be ad- visable to order any extension at the present time. Street and Alley Committee, to whom was referred the peti- tion asking for the excavating and paving of Elm Street from Third Street to Second Street reported as follows: Salina, ilansas . may 6th, 1918. (3) Street and Alley Committee to whom was referred the peti- tion asking for the excavating and paving of Penn Avenue from Iron Avenue to..Ash Street reported as follows: Salina, Kansas. May 6th, 1918. To the Hon. Mayor and Councilmen, City of Salina, Kansas. Gentlemen: We, your Committee, to whom was referred the petition asking for the paving and excavating of Penn Avenue from Iron Avenue to Ash Street beg leave to report that after a thorough investigation we find that a majority of the resident property owners on such street have signed said petition, and we there- fore recommend that the prayers of the petitioners be granted. Respectfully submitted, P. A. Brown, Fred A. Reed, F. C. Peters. Street & Alley Committee. On motion, the report of the committee was unanimously adopted by the Council. Street and Alley Committee reported favorably on the peti- tion asking for the location of an incandescent light at the cor- ner of Walnut Street and Faulkner Street. On motion the report of the committee was adopted and the City Clerk was instructed to notify The Salina Light, Power & Gas Company to install said light. An ordinance was introduced entitled: "nn ordinance pro- viding for the construction of certain sidewalks in the city of Salina, i'ansas ." On motion of Councilman Waite the rules of order were sus- pended for its consideration by the following vote; Ayes: Under- wood, Grimes, Smith, Spaeth, Reed, Richolson, Brown, Waite, Todd and Peters. (10) Nays: (0) On motion of Councilman Peters the ordinance was read and adopted by secti-ons and on its final adoption the roll was call- ed and the following vote was had; Ayes: Underwood, Grimes, Smith, Spaeth, Reed, Richolson, Brown, Waite, Todd and Peters. (10) Nays: (0) The Mayor approved the same and is numbered 2178. An ordinance was introduced entitled: "An ordinance pro- viding for the raising to grade of certain sidewalks in the city of Salina, Yiansas ." On motion of Councilman Waite the rules of order were sus- pended for its consideration by the following vote; Ayes: Under- wood, Grimes, Smith, Spaeth, Reed, Richolson, Brown, Waite, Todd and t'eters . (10) Nays: (0) On motion of Councilman Brown the ordinance was read and adopted by sections and on its final adoption the roll was call- ed and the following vote washad; Ayes: Underwood, Grimes, Smith, Spaeth, Reed, Richolson, Brown, odaite, Todd and Peters. (10) Nays: (0) The Mayor approved the same and is numbered 2179. The matter of notifying property owners when sidewalks are condemned was discussed by the Council, and the matter was refer- red to the Sidewalk Committee to bring in a report and recommen- dations. 2hPGG 1 1 1 1 1 The following resolution was introduced: BE IT RESOLVED, By the t'YZayor and Councilmen of the City of Salina, 'sansas, that The Salina eater Works Company be and it is hereby directed to lay a six-inch water main on North Street from the east side of Fourth Street to Santa Fe Aven- ue, a distance of 750 feet, and to locate fire hydrants thereon as.may be hereafter designated by the Fire Chief of the city of Salina, nansas. On motion of Councilman Brown the rules of order were sus - ,)ended for its consideration and the resolution be adopted as read by the following vote; Ayes: Underwood, Grimes, Smith, Spaeth, Reed, Richolson, Brown, Waite., Todd and Peters. (10) Nays: (0) Councilman Smith moved that the Sanitary Officer be instruct- ed to have the alleys Of the City cleaned up. Motion adopted. Sewer and Drainage Committee asked for further time to re- port on the petition asking for the construction of a server on Eleventh Street from Walnut Street to South Street. On motion, further time was granted. Councilman Reed of the Park Committee recommended that the wading pool in the City Park be converted into a lily pond, and asked for $25.00 for the purchase of lily bulbs. On motion, the recommendations of the Committee were adopted. On motion, the Park Committee was authorized to rent High- land park for garden purposes. The appraisers report for the condemnation of the right of way of the north side sewer was received, and on motion the same was adopted and approved by the Council. Councilman Brown moved that the alfalfa in the Kenwood Park be sold by the crop, and that the matter be placed in the hands of the Park Committee with power to act. Councilman Brown moved that the Park Committee bring in plans and specifications also bids for the construction of the auto track in the j"�enwood Park. An invitation was received from the committee of the U. A. R. inviting the City officials to view the Memorial parade from a stand to be erected at the corner of Santa Fe Avenue and Ash Street. On motion the invitation was accepted by the City. The appraisers reports for the curbing, guttering, excavat- ing, grading and paving of: Eighth Street,from the north line of Ash Street to the south line of Elm Street; Phillips Street, from the south line of South Street to the north line of 1rlorrison Avenue; Washington Avenues from the west side of Ninth Street to the east side of Tenth Street; and for the excavating, grading and paging of Ash Street,from the west line of Fourth Street to the east line of Third Street; Ash Street,from the east line of Third Street to the west line of Front Street; Elm Street, from the west line of Fourth Street to the east line of Third Street; and Mulberry Street from the west line of Fifth Street to the east line of Santa Fe Avenue, were received, and on motion of Councilman Brown, Monday evening, May 13th, 1918, at 7:30 o'clock was designated as a special meeting, at which time the appraisers b reports will be taken up and acted upon by the Council and all persons affected by such improvements can be present and heard if they so desire, and that the City Clerk give notice in the offic- ial City paper as provided by law. A petition was received asking for the construction of a sidewalk on the south side of Lot 14, Block 13, and on the south side of Lot 7, Block 14, in Leavenworth Addition. Same was re- ferred to the Sidewalk Committee. Councilman Todd of the `Jays and MeansCommittee made a verb- al report on the voting place in the south precinct of the Third Ward. Councilman Waite moved that the Committee bring in a re- port and recommendations at the adjourned meeting. i,!iotion adopted. on motion of Councilman Underwood, Council adjourned until Monday, May 13th, 1918, at 8 o'clock P. i�,`i.
