APRIL 1st, 1918.
Regular semi-monthly meeting of the City Council, April 1st,
1918. Mayor Mathews presiding, City Attorney G. A. Spencer and
the following named councilmen answered to roll call; Underwood,
Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters.
The minutes of the Regular semi-monthly meeting of March 18th,
1918, and the Adjourned Meeting of March 25th, 1918, were read and
approved as read.
Ernest Dutton appeared before the Council and asked permission
to plant potatoes in the City Park on Elm Street between Second and
Third Streets.
Councilman Brown moved that Mr. Hutton be given permission to
use 75 feet on the south side of said tract, and that the balance
of the ground be distributed among the residents of that section
of the City,'under the supervision of the Park Commissioner. Mo-
tion adopted.
Bids for the construction of sewers as advertised for, were
received as follows:
M. R. Amerman,
O'Neil Construction Company,
James Construction Company,
Jas. Stanton.
M. R. Amerman submitted a supplementary bid, offering to con-
struct the sewer according to plans and specifications of the City
Engineer, at a discount of four per cent (4/1,S") of his former bid,
providing the City would pay him cash instead of requiring him to
take sewer bonds for such work.
Councilman Henry moved that the contract be awarded to M. R.
Amerman according to his supplementary bid, and that the certified
checks be returned to the unsuccessful bidders. Motion adopted.
An ordinance was introduced entitled: "An ordinance making
an appropriation for the payment of certain claims."
On motion of Councilman Reed the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and
the following vote was hadl Ayes: Underwood, Grimes, Henry, Smith,
Mishler, Reed, Brown, 5aite, Todd and Peters. (10) Nays: (0)
The Mayor approved the same and is numbered 2163.
Councilman Brown, of the Special Committee, to whom was refer-
red the matter of adding Highland Court to the corporate limits of
the City, reported that the committee had met and had arrived at no
decision, but since the committee met, the Company had submitted a
new proposition and t'_-iat the Committee desires further time to inves-
tigate the same.
Councilman Henry moved that further time be granted, and that
the committee report at the Adjourned Meeting of Friday, April 5th,
1918, at 8 o'clock P. Mi. Motion adopted.
An ordinance was introduced entitled: "An Ordinance provid-
ing for the construction of certain Sidewalks in the city of Salina,
Kansas."
On motion of Councilman Henry the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Underwood,
Grimes, Henry, Smith, Mishler, Reed, Brown, Naite, Todd and Peters.

On motion of Councilman Smith the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mish-
ler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) The
Mayor approved the sane and is numbered 2164.

An ordinance was introduced entitled: "An ordinance provid-
ing for the construction of certain sidewalks in the city of Sa-
lina, Kansas."
On motion of Councilman Henry the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Underwood,
Grimes, Henry.. Smith, Mishler, Reed, Brown, Waite, Todd and Peters.
(10) Nays: (0)
On motion of Councilman Peters the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Underwood, Grimes, Henry,
Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Hays:
(0) The Mayor approved the same and is numbered 2165.
An ordinance was introduced entitled: "An ordinance creating
and opening certain streets in the City of Salina, Kansas."
On motion of Councilman 1,.1ishler the rules of order were sus-
pended for its consideration by the following vote; Ayes: Under-
woord, Grimes, Henry, Smith, Mishler, Reed, Broom, Waite, Todd
and Peters. (10) Nays: (0)
On motion of Councilman Reed the ordinance was read and
adopted by sections and on its final adoption the roll wss called
and the following vote was had; Ayes: Underwood, Grimes, Henry,
Smith, 11ishler, Reed, Brown, (Waite, Todd and Peters. (10) Nays:
(0) The Mayor approved the same and is numbered 2166.
The following resolution was introduced:
WHEREAS, it has been shown to the Mayor and Councilmen
that there are two persons on Johnstown Avenue, east of Ohio Strep,
in the City of Salina, who desire to become tenants of the Salina
Water Works Company for domestic purposes only, and that such
persons have laid pipe so that in order for them to become tenants
of such company it will be necessary to lay not to exceed 120 feet
of pipe, Now, Therefore,
BE IT RESOLVED, By the Mayor and Councilmen of the city
of Salina, Kansas, that The Salina Water Works Company be and it
is hereby directed to lay a two-inch water pipe for domestic pur-
poses only on Johnstown Avenue east from and connected with its
mains on Ohio Street in said City so that such persons may become
tenants of such company, for domestic purposes only.

On motion of Councilman Miiisler the rules of order were sus-
pended for its consideration and the resoltuion be adopted as read
by the following vote: Ayes: Underwood, Grimes, Henry, Smith,
Mishler, Reed, Brown, Waite., Todd and Peters. (10) Nays: (0)
The following resolution was introduced:
WHEREAS, the Mayor and Council did by resolution upon
the 25th day of February, 1918, direct The Salina slater Works Com-
pany to lay and install a two-inch water pipe for domestic purposes
on6iWilson Street west from Santa Fe Avenue a distance not to excel
180 feet, and

EREAS, it was found impracticable to lay said pipe
in said street and the Mayor and Council did by resolution under
date of March 18th, 1918, direct The Salina nater Works Company to
lay such pipe in the parking on the south side of said Milson Street;
NOW THEREFORE, BE IT RESOLVED, By the Mayor and Coun-
cilmen of the City of Salina, that the resolution under date of
the 25th day of February, 1918, be and the same is hereby rescinded.

Councilman Mishler called the attention of the Council tothe
necessity of providing a voting place in the south precinct of
the Third Ward, and sug3ested that the City procure a tract of
ground on the west side of Putnam Avenue, that was recently opened
by the Council for that purpose..
On motion, the matter was referred to the gays and Means
Committee to investigate and bring in a report.
The following resolution was introduced:
WHEREAS, the City -`ngineer has prepared and did upon the
4th day of February, 1918, file with the City Clerk of the city
of Salina, Kansas, certain plans and specifications for the exten-
sion of the present city sewer as the same is now laid and con-
structed along Ash Street in said City to a point where said Ash
Street first intersects the left bank of the Smoky Hill River, and,
WHEREAS, said plans and specifications were by the May-
or and Council of said City approved and adopted upon the 4th
day of February, 1918, as and for the plans and specifications
of such proposed sewer and by the terms and conditions of which
it is proposed to extend such sewer from its present terminus for
a distance of approximately 3,000 feet so that the sewage from
such sewer will be discharged into the Smoky Hill River at a point
farther down and removed from the City of Salina, Kansas, all in
accordance with the plans and specifications of the City Engineer
so filed and approved as aforesaid, which said plans and specifi-
cations are horeby referred to and made a pert hereof as fully
and completely as though written out at length herein, and
WHEREAS, such extension so porposed is to be built and
constructed wholly without the corporate limits of the City of
Salina, Kansas, for the purpose of making a connection with the
said Smoky Hill River into which to discharge the sewage of said
City and that the terminus of said proposed extension of such
sewer is less than five miles from the corporate limits of said
City, Now, Therefore,
BE IT RESOLVED, By the Mayor and Councilmen of the
City of Salina, that John Frederick, M. B. Ford and U. MI. Garris-
on, three disinterested persons, householders and residents of
the City of Salina, Kansas, be and they are hereby appointed to
appraise and assess the damage which the construction of the
proposed extension of such sewer and the connection with the Smoky
Hill River shall cause to any person. Such appraisers shall be
first duly sworn to faithfully and impartially discharge their
duties as such appraisers and shall, within ten days of their ap-
pointment, make duplicate written reports of the appraisements
under their hands and file one copy thereof with the City Clerk
of the City of Salina, Kansasl; one copy thereof with the County
Treasurer of Saline County, Kansas. Said appraisers shall, before
beginning such appraisement, give five days notice in the official
City paper in the City of Salina of the time, place, when and
where they will convene in the discharge of their duties as such
appraisers.

An ordinance was introduced entitled: "An ordinance appoint-
ing appraisers fixing; their compensation and providing for the con-
demnation and appropriation of land for a right of way or easement
for the construction of certain sewers in the city of Salina,
Kansas.
On motion of Councilman Henry the rules of order were sus-

wood, Grimes, Henry, Smith, Itilishler, Reed, Brown, Waite, Todd and

On motion of Councilman Smith the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Underwood, Grimes, Henry,
Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Flays:
(0) The Mayor approved the same and is numbered 2167.
Councilman Underwood of the Building Committee called the
attention of the Council to the necessity of providing a drive-
way for the new Fire Station, also for the construction of a cement
floor in the basement under the hose tower.
The matter was referred to the Building Committee with power
to act.
The Fire Committee, to whom was referred the matter of pur-
chasing a fire truck, recommended that the City purchase the truck
manufactured by The Geo. C. Hale Fire Apparatus Company of Kansas
City, Missouri, at a price of X6900.00; said Com any taking in on
payment the present truck owned by the City for 2500.00; the City
retaining the turrent nozzle that is on said car.
On motion of Councilman Todd the report of the Committee was
adopted.
Sewer and Drainage Committee, to whom was referred the peti-
tion asking for the construction of a sewer in the alley between
Second and Third Streets, south of Iron Avenue to the river, asked
for further time to report on the sane, and on motion of Councilman
Todd further time was granted.
Councilman Underwood called the attention of the Council to
the necessity of extending the alley between Ash Street and Johns-
town Avenue to Oakdale Avenue.
The matter was referred to the Street and Alley Committee.
A petition was received asking; for the construction of a sew-
er on Faulkner Street, from Walnut Street north to the alley; thence
east to Eleventh Street. Same was referred to the Sewer and Drain-
age Committee.
A petition was received asking for the construction of a sew-
er on Eleventh Street, fror.} Walnut Street to South Street. Sarre
v;as referred to the Sewer and Drainage Committee.
On motion of Councilr:an Brown, Council adjourned until Friday
evening, April 5th, 1918, at 8 o'clock P. 1141.
