The minutes of the Regular semi-monthly meeting of March 4th, 1918, were read and approved as read. A petition signed by over 800 qualified voters in the city of Galina, Kansas, asking the Nayor and Council to call a special elec- tion April 2nd, 1918, to vote on the question as to whether or not tlie City of Salina, shall levy a tax of tw-tenths ( .0002) mills on the dollar, for the creating of a I`-unicipal Band Fund, was presented to the Council. Councilman Brown moved that the prayers of the petitioners be granted, and that the L:ayor and City Clerk issue a proclamation calling for a Special Election to be held April 2nd, 1918, Ik, otion adopted. A written )roposition was received from The Highland Court Company in reference to City incorporating a tract of ground known as the IIighland Court within the City limits. The matter being in the hands of the Street and Alley Commit- tee and the ParlM and Parking Committee, the committee asked for further time; and Councilman Waite moved that the matter be taken u�j next I.ond�.y night, March 25th, 1918, at an adjourned meeting. Iiotion adopted. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Councilman Idlishler the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Frown, Waite and Peters. (9) Flays: (0) Councilman Todd absent. The I.-ayor approved the same and is num- bered 2160. John Shank appeared before the Council and asked that a line be established for the auto trach in henwood Park, before he proceeds toplant the unused ground in potatotes. Councilman Brown moved that the iayor instruct the City Engin- eer to give the line at once. Motion adopted. An ordinance was introduced entitled: "An ordinance providirL for the construction of certain sidewalk.in the city of Salina, Kansas." -, On motion of Councilman Mishler the rules of order were sus- pended for its consideration by the following vote: Ayes: Under- wood, Grimes, Henry, Sr;ith, Irlishler, Reed, Brown, 'Waite and Peters. (9) itiays: (0) Councilman Todd absent. On motion of Councilman Henry the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, 'Naite, and Peters. (9) :lays: (0) Councilman Todd absent. The ;:ayor approved the same and is numbered 2161. The following resolution was introduced: k7HEREAS, it has been shorn to the Mayor and Councilman that there are three persons on Wilson Street west of Santa Fe Avenue who desire to become tenants of the Salina Water Works Company for domestic purposes, and that in order to permit such persons to become tenants of such company, it will be necessary for such com- pany to lay not to exceed 180 feet of pipe for that purpose, Now Therefore, BE IT RESOLVED, By the iiayor and Councilman of the City of Salina, that The Salina Water Works Company be and it is hereby directed to lay and install a two-inch pipe for domestic purposes only, from its present water mains at the intersection of Santa Fe Avenue and Wilson Street and run the same west to the parting on Wilson Street, and from thence on the parking for a distance from the place of beginning of not to exceed 180 feet to permit such persons to become tenants of the said The Salina 1,11ater ?lurks Com- pany, for domestic purposes only. Petitions were received asking for the construction of a sew- er in the alley between Second and Thlird Streets, from Iron Aven- ue south to the river; also in the alley between Minneapolis and Beloit Avenue west of Santa Fe Avenue. Same were referred to the Sewer and Drainage Committee. An ordinance was introduced entitled: "An ordinance provid- ing for the construction of certain sewers in the city of Salina, Kansas, letting the contract therefor and providing for the payment of the cost of the same ." On motion of Councilman Brown the rules of order were sus- pended for its consideration by the following vote; Ayes: Under- wood, Grimes, Henry, Smith, I:iishler, Reed, Brown, Waite, and Peters. (9) Prays: (0) Councilman Todd absent. On motion of Councilman 11ishler the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, ilenry, Smith, Mishler, Reed, Brown, ',Vaite, and, -Peters. (9) PTays: (0) Councilman Todd absent. The Iayor aDljroved the same and is num- bered 2162. Park Commissioner, L. B. Kemper stated to the Council that it would require about 4'125.00 for trees that were heretofore ordered to be placed in the Kenwood Park. Councilman Lrown moved that the City Clerk be authorized to advance the required amount . It,otion adopte(a. Park Commissioner, -. B. Kemper; also made requisition for about 400 feet of water pipe to be placed in the City Park. On motion he was instructed to purchase the same. The mat,.er of providing toilets for the City nark was gener- ally discussed, and on motion of Councilman Brown, the Park Com- missioner was instructed to brink, in recommendations to the Council." Reed In reference to the construction of cement sidewalks in front of his property on Fifth Street between Walnut Street and Ibon Avenue, stating that he is desirous of erect- ing a neer building on said. lot and respectfully asked that the sidew,^_lk be not constructed at the present time. Councilman Underwood called the attention of the Council to the necessity of constructing a sidewalk on the north side of the Ash Street Bridge.
