On motion of Councilman Henry the rules of order were suspended for its consideration by the following vote; Ayes: Underwood, Grimes, Henry, Smith, 11ishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) On motion of Councilman Mishler the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mlishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) T1.e Mayor approved the same and is numbered 2159. The matter of constructing a sidewalk on the west side of Dela- ware Avenue from Iron to Stapler was generally discussed and the matter was referred to the Sidewalk Committee for recommendations. Corporation and Franchise Committee reported favorably on the petition asking for the extension of water mains on Oakdale Avenue south to Hill Drive, east on Hill Drive to Penn Avenue and north on Penn Avenue to Gypsum Avenue. On motion of Councilman Henry the report of the committee was adopted. The following resolution was introduced: COUNCIL CHAMBER, SALINA, KANSAS. PARCH 4th) 1918. i Regular semi-monthly meeting of the City Council, March 4th, j 191,7. Mayor Mathews presiding, City Attorney G. A. Spencer and the following named councilmen answered to roll call; Underwood, Grimes, i Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. The minutes of the regular semi-monthly meeting of February 18th, 1918; and the Adjourned Meeting of February 25th, 1918, were read and approved as read. An ordinance was introduced entitled; "An ordinance making an appropriation for the payment of certain claims." On motion of Councilman Reed the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd arid Peters. (10) Nays: (0) The Mayor approved the same and is numbered 2157. i Councilman Smith called the attention to the Council of a strip of defective gutter on North Santa Fe Avenue near the Lee Mercantile Company. The matter was referred to tyle Street and alley Committee to have the same repaired at once. An ordinance was introduced entitled; "An ordinance specifying and selecting the paving material to be used and letting the contract for the paving and excavating of certain streets in the city of Sa- lina, Kansas ." (10) Nays: (0) The v:.ayor approved the same and is numbered 2158. i An ordinance was introduced entitled: "An ordinance prescrib- ing the width of sidewalks on either side of Fifth Street in the city of Salina, Kansas, from the north side of Walnut Street to the south side of Iron Avneue." The following resolution was introduced: BE IT RESOLVED, By the Mayor and Councilmen of the City of Salina, that The Salina Water Works Company be and it is hereby -- instructed to lay and install a six-inch water main, with water hydrants located as directed by the Fire Chief of said City, from its present mains at the intersection of Park Place and Oakdale Avenue south to Hill DPive; thence east on Hill Drive to Penn Avenue; thence north on Penn Avenue to Gypsum Avenue and connect- ing with its present water mains on said Penn Avenue. On motion of Councilman itiishler the rules of order were sus- pended for its consideration and the resolution be adopted as read by the following vote; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) C. G. Brady appeared before the Council and requested the Council to remove the outhouse that is located on the east line of the lot occupied by the Fifth Ward Voting building. The matter was referred to the Building Committee. Mayor Mathews called the attention of the Council to the ne- cessity of covering the green house with wire netting to protect it against hail storms. The matter was referred to the Mayor and Building Committee with power to act. Mayor Mathews also called the attention of the Council to in- surance on the new Fire Station. The matter was referred to the -- Mayor and Building Committee with power to act. Councilman Brown moved that 0. H. Ford be permitted to connect with the Ninth Street sewer on the payment of $12.50 Motion adopted. City Engineer, P. G. Wakenhut, submitted plans and specifi- cations and estimate of cost for the constriction of the north side sewer. On motion of Councilman Henry same were adopted and approved by the Council and the City Clerk was instructed to advertise for bids to be received April 1st, 1918. Motion adopted. The matter of providing a right-of-way for the extension of the main sewer along the river, east of the City was discussed, and the Mayor and City Attorney were instructed to proceed to secure the right-of-way, and if necessary by condemnation.
