COUNCIL PROCEEDINGS, REGULAR MEETING.
COUNCIL CHAMBER,
SALINA, KANSAS.
FEBRUARY 18, 1018.
Regular semi-monthly meeting of the City Council, February 18,
1918. Mayor Mathews presiding, City Attorney G. A. Spencer and the
following named councilmen answered to roll call; Underwood, Grimes,
Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters.
The minutes of the Regular Semi-monthly meeting of February
4th, 1918; and the Adjourned Meeting of February llt h, 1918, were
read and approved as read.
An ordinance was introduced entitled: "An ordinance granting
the right of way of the Union Pacific Railroad Company for a switch
track along and across certain streets in the City of Salina, and
repealing Ordinance No. 2114."
On motion of Councilman Brown the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Underwood,
Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters.
(10) Nays: (0)
On motion of Councilman Brown the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Underwood, Grimes, Henry, Smith,
Mishler, Reed, Brown Waite, Todd and Peters. (10) Nays: (0)
The Mayor approved the sane and is numbered 2151.
An ordinance was introduced entitled: "An ordinance vacating
certain portions of Seventh Street in the city of Salina, Kansas."
On motion of Councilman Brown the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Underwood,
Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters.
(10) Nays: (0) The Mayor approved the same and is numbered 2152.
On motion of Councilman Peters the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Underwood, Grimes, Henry, Smith,
Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) The
Mayor approved the same and is numbered 2152.
An ordinance was introduced entitled: "An ordinance providir4g
for the issuance of Improvement Bonds of the city of Salina, Kansas,
in the amount of $118,808.86, to pay the costs of improving certain
streets in said City, and repealing Ordinance Number 2150.
On motion of Councilman Brown the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Underwood,
Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters.
(10) Nays: (0)
On motion of Councilman Smith the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Underwood, Grimes, Henry, Smith,
Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) The
Mayor approved the same and is numbered 2153.
An ordinance was introduced entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Councilman Reed the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the
following vote wsa had; Ayes: Underwood, Grimes, Henry, Smith, Mish-
ler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) The
Mayor approved t -he same and is numbered 2154.
An ordinance was introduced entitled: "An ordinance providing
for the salary of the Police Judge and repealing Ordinance No. 1861."
On motion of Councilman Mishler the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Underwood,
Grimes, Smith, Mishler, Reed, Vlaite Todd and Peters. (8) Nays:
Brown (1) Councilman Henry not voting.
On motion of Councilman Mishler the ordinance was read
and adopted by sections and on its final adoption the roll was call-
ed and the following vote was had; Ayes: Underwood, Grimes, Smith,
Mishler, Reed, Waite, Todd and Peters. (8) Nays: Brown (1) Coun-
cilman Henry not voting. The Mayor approved the same and is num-
bered 2155.
A number of property owners on Washington Avenue, appeared
before the Council and presented the matter of constructing and not
constructing the paving on Washington Avenue from Ninth Street to
Tenth Street , at the present time.
The matter being in the hands of the Committee no action was
taken by the Council.
Councilman Henry moved that an ordinance be drafted ordering
the re -construction of the sidewalk on both sides of Fifth Street
from Iron Avenue to Walnut Street, except such sidewalk which has
already been re -constructed. Motion adopted.
Councilman Waite called the attention of the Council to the
violation of the Bicycle Ordinance, stating that the bicyclists
are continually riding upon the sidewalks, contrary to the ordinance.
Councilman Underwood of the Building Committee stated that
the covered driveway to accomodate the Police Patrol Car would cost
about $300.00 Councilman Brown moved that the committee be given
further time.
Councilman Underwood called the attention of the Council to
the insurance to be placed on the pest house recently constructed
by the City.
Councilman Brown moved that the natter be referred to the
Mayor for his recommendations.
Councilman Grimes, Chairman of the Fire Department Committee,
made a verbal report as to the investigation of the committee, at _
their visit in Kansas City, recently.
Councilman Brown moved that the Mayor notify the representa-
tives of the different companies to appear before the Council with
their propositions. Motion adopted.
Councilman Peters reported that the Sewer Committee had let
the contract for the construction of the sewer in the alley between
Minneapolis Avenue and Beloit Avenue, east of Santa Fe Avenue to
C. T. Snyder. On motion the report of the committee was adopt-
ed.
Bids were received for the construction of sewers as advertised
for as follows:
Otto Peterson,
Snyder & Norton,
L. H. Lyon.
Councilman Brown moved that the contract be awarded to Snyder
& Norton for 24 -inch Standard Sewer Pipe, at the price of 2.08 per
lineal foot, and that the checks be returned to the unsuccessful
bidders. Motion adopted.
The matter of employing R. P. `Nhelchel to assist the Park Com-
missioner was generally discussed by the Council.
Councilman Brown moved that the Mayor be authorized to employ
R. P. Whelchel at a salary of $35.00 per month, to work under the
direction of the Park Commissioner, if such arrangement could be
made satisfactorily. Motion adopted.
Par'.;s and Parking Committee, and Street and Alley Committee
asked for a meeting to take up the matter of the new addition west
of Ninth Street and south of Republic Avenue, and asked the Mayor _
to preside at such meeting. Friday evening, February 22nd, 1918,
was agreed upon for said meeting.
Councilman Brown moved that the Pool Hall License heretofore
granted To R. W. Hudson be revoked. Motion adopted.

Parks and Parking Committee reported that they had rented
the ground inside of the proposed auto track in Kenwood Park, to
John Shank, at $5.00 per acre.
Councilman Brown moved that the action of the Parks and Park-
ing Committee be ratified.
The monthly reports of the City Clerk, City Treasurer, Police
Judge and Fire Chief were received and ordered filed.
On motion of Councilman Brown, Council adjourned until Ronday,
February 25th, 1918, at eight o'clock P. IVI.
