02-04-1918 Minutes2bPGG COUNCIL PROCEEDINGS, REGULAR IvEETING. COUNCIL CHAMBER, SALINA, KANSAS. FEBRUARY 4th, 191L: Regular semi-monthly meeting of the City Council, February 4th, 1918. Mayor Mathews presiding, City Attorney G. A. Spencer and the following named councilmen answered to roll. call; Under- wood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. The minutes of the Regular Semi-Ivlonthly Meeting of January, 21st, 1918, were read and approved as read. Claus Thelander appeared before the Council, in reference to his paving assessment on Tenth Street, south of Prescott Avenue. Councilman Brown moved that the matter be referred to the City Attorney for investigation. Aug. Swedenburg appeared beffore the Council and asked the Council to defer adopting the appraisers report for Putnam Avenue until the next meeting. On motion the request was granted. Councilman Todd of the Ways and Means Committee submitted the following report: Salina, Kansas. Feb. 4th, 1918. To the flon. Mayor and Council, City of Salina, Kansas. Gentlemen: Vie, your Committee to whom was referred the ordinance relat- ing to salaries of certain city officials and employees beg leave to report as follows: That the teams of the Street Department be raised from $4.00 to $4.50 per day; Single handed men from $2.00 to $2.25 per day; City Clerk from X80.00 to 1'�83.33.1/3 per month; Firemen, from ; 65.00 to $70.00 per month; Regular policeman from $70.00 to X75.00 per month. Councilman Brown moved that the report be filed, and on roll. call the motion was carried by the following vote; Ayes: Grimes, Mishler, Brown, Waite and Peters. (5) Nays: Smith., Underwood, Reed and Todd. (4) Councilman Henry not voting. An ordinance was introduces; entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Council.an Reed the ordinance was read and adopt -- ed by sections and on its final adoption the roll was c1led and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) Tule Mayor approved the same and is numbered 2147. Street and Alley Committee reported and recommended that an incandescent lig t be installed at the corner of Second and North Streets; also at the end of Second Street, south of Iron Avenue, near the river. Councilman Smith moved that the report of the Committee be adopted and that the City Clerk notify the Salina Light, Power L Gas Company to install said lights. Councilman Waite called the attention of the Council to a dangerous place along the river on Center Street, and suggested that - a railing be constructed to prevent any accidents at that place. On motion of Councilman Drown, the Street and Alley Commit- tee was instructed to see that the same be constructed. An ordinance was introduced entitled: "An ordinance letting the contract for the excavating of certain streets in the city of Salina, Kansas." On motion of Councilman Smith the rules of order were suspend- ed for its consideration by the following vote; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Petere. (10) Nays: (0) On motion of Councilman Henry the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes; Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) The Mayor approved the same and is numbered 2148. Councilman Underwood of the Building Committee recommended that the City construct a pest house. On motion of Councilman Brown the matter was referred to the Building Committee and the Public Health Committee with power to act. Councilman Underwood also called the attention of the Coun- cil, to a building in which to keep the police car. On motion, the matter was referred to the Building Commit- tee, to report their recommendations to the Council at the next Regular Meeting. Councilman Smith moved that the Payor and Fire Department Com- mittee, i.nvesti,rate the feasibility of enlarging the engine on the present fire truck. Motion adopted. An ordinance was introduced entitled: "An ordinance relating to the appointment of a Board of Examiners of Plumbers, and clef fin- ing their duties. " On motion of Councilman Brown the rules of order were sus- pended for its consideration by the following vote; Ayes: Under- wood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) On motion of Councilman Henry the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Smith, Reed, Waite, Todd and Peters. (5) Nays: Underwood, Grimes, Henry, Mishler and Brown. (5) There being a tie the Mayor declared the ordinance not adopted. On motion of Councilman Tviishler, the ordinance was referred back to the Committee. The application for a Pool Hall license from W. E. Gordon was taken up, and on motion the same was granted. Sewer and Drainage Committee reported that they recommended the extension of the main sewer along the river, a distance of about 3,000 feet. Councilman Brown moved that the report of the committee be adopted. City Engineer, 1'. G. Wakenhut, submitted plans and specifica- tions and estimate for the construction of the above named sewer. On motion of Councilman Brown the same were adopted and ap- proved by the Council, and the City Clerk_ was instructed to advert- ise for bids to be received February 18th, 1918. 2l�PiIG The following resolution was introduced: { VJHEhEAS, The Saline County Agriculatural, Horticul- tural and Mechanical Association is the owner of that tract of land known as Oakdale Park in or near the City of Salina, Kansas, and WH +'VIAS, Oakdale Park lies adjacent to that tract of land known as Kenwood Park and owned by the City of Salina, Kansas, and used by it as a public park, and WHEREAS, The Saline County Agricultural, Horticul- tural and Mechanical Association have offered to lease said Oakdale Park to the city of Salina, Kansas, for the use of the citizens of said City as a public park reserving the exclusive use thereof to said Saline County Agricultural, Horticultural and !,:lechanical Associ- ation at such time during the year as said Association may desire to hold their fairs or public entertainments, and WHEREAS, it is the desire of said Association to ac-' quire during such time or times as the said Association may hold its public fairs or entertainments the exclusive right to use Kenwood Park for such purposes, and WHEREAS, it is the desire of the said The Saline County Agricultural, Horticultural and Mechanical Association and the City of Salina to have Oakdale Park improved so as to make it of greater value and benefit as a public park and it is also the desire of both said Association and said City to construct and build a re elation one -mile autmobile racing tract= in Kenwood Park, and WHEREAS, it is the sense of this body that the said City of Salina should lease from the Saline County Agricultural, Horticultural and Mechanical Association that tract of land known as Oakdale Park for a period of twenty-five (25) years and that said City of Salina should in_prove the same in such manner and to such an extent as may be deemed advisable and that it is also the sense of this body that that tract of land known as Kenwood Park should be leased to said Saline County Agricultural, Horticultural and Mechan- ical Association, to be used by said Association exclusively during the time of the holding of their fair or other public entertain- ments, and WHEREAS, the said The Saline County Agricultural, Horticultural and Mechanical Association has agreed to assume all responsibility and liability for damages occasioned to said City in said Oakdale Park or Kenwood Park at such times as the said Associa- tion may have the exclusive use thereof and to reimburse said City for any and all amounts which they may be compelled to pay by reas- on of granting to said Association the exclusive use thereof, Now Therefore, BE IT RESOLVED, By the Mayor and Councilmen of the City of Salina, Kansas, That the Mayor and City Clerk are hereby authorized to enter into a contract with The Saline County Agricul- tural, Horticultural and Mechanical Association by the terms of which the City is to acquire for public park purposes the use of Oakdale Park for a period of Twrnty-Five (25) years from this date, reserving unto said Association the exclusive use of said park for its fairs and public entertainments and also leasing unto said Asso- ciation that tract of Inad known as Kenwood Park at such time or times as the said Saline County Agricultural, Horticultural and Me- Chanical Association may desire to use the same for its fairs and public entertainments . And agreeing furhter in said contract to improve and equip said Oakdale Park to such an extent as said City may deem ad- visable and to build and construct in said Kenwood Park a regulation one -mile autmobile race track. Said contract, however, shall provide that the Saline County, Agricultural, Horticultural and Mechanical Association shall assume all liability and responsibility for any damages occasioned to said City by reason of granting to the said Association the exclusive use of said Kenwood Park as aforesaid. On motion of Councilman Brown the rules of order were suspend- ed and the resolution was adopted as read by the following vote; _ Ayes: Underwood, Grimes, Henry, Mishier, Reed, Brown, Waite, Todd and Peters. (9) Nays: Smith (1) Councilman Mishler moved that the Mayor and Building Commit- tee investigate the building occupied by the Park Commissioner in Oakdale Park, and bring in their report at the next meeting. Councilman Mishler moved that the Council extend a vote of thanks to Park Commissionef, Kemper, for the flowers used in decor- ating the Council Chamber for this meeting. Councilman Waite of the Park Department Committee recommended that the City comply with the request of Park Commissioner, in the matter of purchasing different varieties of trees to be planted in Kenwood Park, under his direction. Councilman Brown moved that the matter be referred to the Park Committee with power to act. A permit was received from C. W. Lamer, asking for the per- mission to construct a passage way from the second story of the Lamer Hotel to the second story of the Clayton Hotel, across the alley between the two places. On motion of Councilman Brown a permit was granted. A proposition was presented from D. E. Dunne & Company of Wichita, Kansas for the X118,808.86 Paving Bonds. On motion of Councilman Brown the matter was referred to the Mayor, City Attorney and City Clerk, with power to act. An application, asking for a Junk Dealers License, was re- ceived from Ii. Felman, and on motion was referred to the Fire De- partment Committee. A petition was received asking for the location of an Arc Light at the Missouri Pacific crossing and Olive Street. Same was referred to the Street and Alley Committee. Councilman Henry moved that the Junk Dealers license heretofore granted to Ben Katz be revoked. Motion was unanimously adopted by the Council. On motion of Councilman Brown, Council adjourned until Monday, February 11th, 1918, at eight o'clock P. Tv'I. Cyt ' City Clerk.
