The minutes of the Special Session of Decerr.ber 17th, 1917; Regu- lar Semi-monthly meeting of December 17th, 1917; Canvassing Board Meeting of December 21st, 1917; and the Adjourned Iuieeting of December 21st, 1917, were read and approved as read. i''. H. Quincy appeared before the Council and asked for a renew- al of the lease on the four north rooms on the third floor in the City Building for the Chamber of Commerce. Councilman Mishler moved that the lease be granted. Motion adopted. in ordinance was introduced entitled: ".,,n ordinance making an appropriation for the payment of certain claims.,, On motion of Councilman Mishler the ordinance was read and adop- ted by sections and on its final adoption the roll was celled and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mish- ler, Reed, brown, Waite, Todd and Peters. (10) Nays: (0) The 14ayor approved the same and is numbered 2132. Councilman Brown moved that the Mayor appoint a committee to audit the books of the Salina Street Railway company to determine the amount of gross receipts collected by said company during the past year to base the amount due to the City from said Company. Mayor ;:Mathews appointed the Claims and Expenditure Committee to act as such committee. Motion adopted. An ordinance was introduced entitled: "isn ordinance levying and assessing special assessments on certain lots and pieces of ground in the city of Salina, Kansas, to pay the costs of curbing, guttering, and excav ting, grading and paving Ninth Street from the south line of the main line right of way of the Union Pacific Railroad to the north line of Otis Avenue in said. City and relating to and providing for the collection of such assessments." On motion of Councilman IvIishler the rules of order were suspend- ed for its consideration by the following vote; Ayes: Underwood, Grimes, Henry, Smith, I.ishler, Reed, Brown, Naite, Todd and Peters. (10) Mays: (0) On motion of Councilman Brown the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Smith, iviishler, Reed, Brown, Waite, Todd and Peters. An ordinance was introduced entitled: "An ordinance levying and assessing special assessments on certain lots and pieces of ground in the city of Salina, Kansas, to pay the costs of curbing and gutter- ing, excavating, grading and paving Nilson Street in the city of Salina, from the west line of Santa Fe Avenue to the east line of Highland Avenue in said City and relating to and providing for the collection of such assessments.' An ordinance was introduced entitled: "An ordinance levying and assessing special assessments on certain lots and pieces of ground in the city of Salina, ransas, to pay the costs of excavating,, curb- ing, guttering, grading and paving Tenth Street from the south line of Prescott Avenue to the north line of Crawford Avenue in said City, and relating to and providing for the collection of such assessments." On motion of Councilman Henry the rules of oraer were sus- pended for its consideration by the following vote; Ayes: Under- wood, Grimes, Henry, Smith, i;lishler, Reed, Brown, Idaite, Todd and Peters. (10) Nays: (0) On motion of Councilman Reed the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. City Engineer, r. d. dakenhut, submitted plans and specifica- tions and estimate of cost for the curbing, guttering, excavating, grading and paving of Phillips Street from the south line of South Street to the north line of ik-iorrison ivenue, and on motion same were adopted and approved by the Council. An ordinance was introduced entitled: "An ordinance providing for the paving, curbing, guttering, excavating and grading of Phil- lips Street from the south line of South Street to the north line of Morrison Avenue, specifying the manner of construction and provid- ing for the cost thereof and the manner of payment." On motion of Councilman Smith the rules of order were suspended for its consideration by the following vote; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, ilaite, Todd and Peters. (10) Nays: (0) On motion of Councilman Henry the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mlishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) The Mayor approved the same and is numbered 2136. City Engineer, P. G. u7akenhut, submitted plans and specifica- tions and estimate of cost for the excavating and paving of Ash Street from the west line of Fourth Street to the east line of Third -- Street; also Elm Street from the west line of Fourth Street to the east line of Third Street; and on motion, same Fere adopted and ap- proved by the Council. An ordinance was introduced entitled: "An ordinance providing for the excavating, grading and paving of certain streets in the city of Salina, Kansas, specifying the manner of construction, pro- viding for the cost thereof and the manner of payment . On motion of Councilman Mishler the rules of order were sus- pended for its consideration by the following vote; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Naite, Todd and Peters. The appraisers report for the opening of rutnam ,venue from South Street to 111uorrison i.venue between Ninth Street and Tenth Street was received and on motion of Councilman 1aishler the report was re- ceived and ordered filed. 2hP('G 1 1 i Councilman Smith moved that the Street and Alley Committee be instructed to proceed to straighten the corner of Eleventh Street and Elm Street. Said committee to brink; in their recommenda- tions to the Council at the next Regular Meeting. i Councilman Henry moved that the City Clerk advertise for bids for the construction of cement sidewalks, also for the re-laying of such brick sidewalk as the Council may order for the year 1918. Said bids to be received at the next Regular Meeting of January 21st, 1918. Councilman Smith of the rublic Health Corriittee asked for fur- ther time to draft a new Plumbers Ordinance., and on motion further time was granted. An ordinance was introduced entitled: "An ordinance providing for the construction of certain sewers in the city of Salina, Kan- sas, letting the contract therefor and providing, for the payment of the tout thereof." On motion of Councilman Henry the rules of order were suspend- ed for its consideration by the following vote; Ayes: Underwood, Grimes, Henry, Smith, Itlishler, Reed, Brown, V[t-ite, Todd and Peters. (10) Nays: (0) On motion of Councilman Peters the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underti^rood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) The Mayor approved the same and is numbered 2139. An ordinance was introduced entitled: "An ordinance providing for the issuance of Improvement Bonds of the city of Salina, Kansas, in the sum of $2,497.45 to pay the costs of improving certain streets in the city of Salina, as hereinafter named and described." On motion of Councilman Brown the rules of order were suspend- ed for its consideration by the following; vote; Ayes: Underwood, Grimes, Henry, Snaith, Mishler., Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) On motion of Councilman Mishler the ordinance was read and adop- ted by sections and on its final adoption the roll was called and the followin6 vote was had; Ayes: Underwood, Grimes, Henry, Smith, IdIish- ler, Reed, Brown, Vhaite, 'odd and Peters. (10) Nays: (0) The ilayor approved the sane and is numbered 2140. An ordinance was introduced entitled: "An ordinance relating to the salaries of certain officials and employees of the City of Salina." The above mentioned ordinance was referred to the Iffays and ineans Coirmittee. An ordinance was introduced entitled: "An ordinance levying a license tax on auction stands in the City of Saline.." Councilman Brown moved that the rules of order be suspended for its consideration, and on roll call the motion was lost. Street and Alley Committee to whom was referred the petition asking for the p^_ving and excavc_ting of Ash Street from the east line of Third Street to the west line of Front Street beg leave to report as follows: "That after having carefully examined the petition, we find that a majority of the resident property owners have signed said peti- tion, and therefore recommend that the prayers of the petitioners be grant ed On motion of Councilman Mishler the report of the Committee was adopted by the Council. A petition was received asking for the extension of water mains on Oakdale Avenue, south to Hill Drive, east on Fill Drive to Penn Avenue, and north on Penn Avenue to Gypsum Avenue. Same was referred to the Corporation and Franchise Committee. a petition was received asking for the construction of a sewer in the alley between Minneapolis and Beloit Avenue, from Santa Fe Avenue east to the Railroad. Same was referred to the Sewer and Drainage Committee. Bonds and applications for Pool Hall License were received as follows: C. H. Benjamin, Lester Grimes, Geo. P. Seavey, R. 4. Hudson, Niles & Moser Cigar Company, matt Price, Beagle u Sha n, H. V1. Burris, Maxwell & DeLaney. On motion, a license for the first named eight, was granted, and on roll call the following vote was had; Ayes: Underwood, Grimes, Henry, Mishler, Reed, Brown and Waite. (7) Hays: Smith, Todd and Peters. (3) The application of Maxwell & DeLaney was deferred until the Adjourned Meeting of January 14th, 1918. Mayor ::Mathews appointed B. C. Wilder, M. E. Ford and VV. io. Garrison, to act as appraisers in ascertaining the valuation of the lots and pieces of ground liable for special assessment for the cost of curbing, guttering, excavating, grading and paving Washington Avenue from the west side of Ninth Street to the east side of tenth Street, and on motion of Councilman Mishler the ap- pointments were confirmed. Mayor Mathews appointed B. 0. Wilder, M. E. Ford and W. 14. Garrison, to act as appraisers in ascertaining the valuation of the lots and pieces of ground liable for special assessment for the cost of curbing, guttering, excavating, grading and paving Eighth Street from the south line of Elm Street to the north line of Ash Street, and on motion of Councilman Mishler the appoint- ments dere confirmed. Mayor Mathews appointed E. 0. Wilder, M. E. i-'ord and W. iui. Garrison, to act as appraisers in ascertaining the valuation of the lots and pieces of ground liable for special assessment for the cost of excavating, grading and paving Mulberry Street from the east line of Santa Fe Avenue to the west line of Fifth Street, and on motion of Councilman Mishler the appointments were con- firmed. On motion of Councilman Brown, Council adjourned until Monday, January 14th, 1918, at eight o'clock. City Clerk.
