12-21-1917 MinutesCOUNCIL PROCEEDINGS, ADJOURNED MEETING. COUNCIL CHAMBER, SALINA, KANSAS. DEC's' OBER 21st'. 1917. -- Adjourned meeting of the City Council December 21st, 1917. Mayor Mathews presiding, City Attorney G. A. Spencer and the follow- ing named councilmen answered to roll call; Underwood, Grimes, Heny, Smith, Mishler, Brown, Waite, Todd and Peters. Councilman Reed ab- sent. Councilman Smith moved that the City donate the sum of X20.00 toward the expense of the community singers for the entertainment given at the Convention Hall, December 21st, 1917. On motion the report was approved by the Council. Councilman 'Naite moved that the City Attorney draft an ordin- ance authorizing the paying of all City employees on the first and third Monday nights of each month. An ordinance was introduced entitled: "An ordinance relating to the payment of salaries of the employees of the City of Salina." On motion of Councilman Brown the rules of order were suspend- ed for its consideration by the following vote; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Brown, Waite, Todd and Peters. (9) Nays: (0) Councilman Reed absent. On motion of Councilman Peters the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Brown, Waite, Todd and Peters. (9) Nays: (0) Councilman Reed absent. The Mayor approved the same and is num- bered 2127. The following resolution was introduced: WHEREAS, recent events in the City of Salina have proved conclusively the peoples' confidence in the ability of the present administration to conduct the affairs of the City efficiently and in equity and justice to all with the governmental machinery at its disposal; and WHI REAS, the people have reposed additional faith in their government's executive to continue the remainder of his elective term in the conduct of his duties in a gentlemanly, courteous and highly satisfactory manner; Therefore, BE IT RESOLVED, That we, the members of the City Council, in the Council Chamber assembled, do hereby extend to Wayor Mathews a vote of confidence complimentary to that of the people, assuring him of our readiness and willingness in the future, as in the past, to accept gracefully his justly given parliamentary decisions, to receive and esteem his valued advice and suggestions on questions vitally affecting the City's welfare and to assist him through our best impulses to maintain the standard of efficiency that he has obtained during the first six months of his administration. BE IT FURTHER RESOLVED, that a copy of this resolution be given to both of the daily papers, and that it be spread upon the Journal in full. On motion of Councilman Brown the resolution was unanimously a- dopted by the Council. F. C. York and F. C. Bulkley appeared before the Council and asked the Mayor and Council to appoint a Welfare Officer for Sixty of ninety days. Councilman Todd moved that the Mayor appoint a man for said --- position at a salary of $60.00 per month, and to use his own discre- tion as to the length of time. An ordinance was introduced entitled: "An ordinance appropria- ting money for the payment of a certain claim. " On motion of Councilman Todd the rules of order were suspended for its consideration by the following vote; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Brown, Waite, Todd and Peters. Wakenhut, submitted plans and specifica- tions and estimate of cost for the paring of Itulberry Street from Fifth Street to Santa Fe Avenue; also for the curbing, guttering, excavating, grading and paving of Eighth Street from Ash Street to Elm Street, and on motion the same were adopted and approved by the Council. An ordinance was introduced entitled: "An ordinance specify- ing and selecting the paving material to be used and letting the contract for the paving and excavating of certain streets in the city of Salina, Kansas." On motion of Councilman Henry the rules of order were suspend- ed for its consideration by the following vote; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Brown, Waite, Todd and Peters. (9) Nays: (0) Councilman Reed absent. On motion of Councilman Peters the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Brown, Waite, Todd and Peters. An ordinance was introduced entitled: "An ordinance specify- ing and selecting the material to be used and letting the contract for the curbing and guttering; of certain streets in the City of Salina." The following resolution was introduced: WHEREAS, it has been shown to the Mayor and Councilmen of the City of Salina, that there are two persons on Phillips Street in said City who desire to become tenants of the Salina Water Works Company for domestic purposes and that in order to permit such per- sons to become such tenants that it will be necessary to lay not to exceed 120 feet of pipe. NOW THEREFORE, BE IT RESOLVED, by the Mayor and Council- men of the City of Salina that the Salina Water Works Company be, and it is hereby directed to lay and install on Phillips Street in said City a two-inch main for domestic purposes only and connect the same with its present main on Park Street in said City, and run said pipe north from said Park Street on said Phillips Street a distance not to exceed 120 feet to permit such persons to become tenants of such Company. On motion of Councilman Mishler the rules of order were suspended for its consideration and the resolution adopted as read by the following vote; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Brown, Waite, Todd and Peters. (9) Nays: (0) Coun- cilman Reed absent. Councilman Underwood of the Building Committee, moved that the Red Cross Association be tendered the use of the rooms on the third floor except the rooms occupied by the Chamber of Com- merce, by lease; and on motion the same was adopted by the Coun- cil. Councilman Underwood called the attention of the Council to the practise of the different corporations in reference to removing wires, to permit the moving of houses on the streets, stating that at different times all companies were notified to remove their wires at a certain hour, and that part of the com- panies would respond while the other parties would delay, there- by necessitating additional expense to the men that were on the ground ready to take care of their wires. Said additional ex- pense would naturally work a hardship on the house movers. On motion, the matter was referred to the City Attorney to investigate and make recommendations to the Council remedy- ing the same. Mayor Mathews called the attention of the Building Commit- tee to the condition of the chimney on the City Building, same not being tall enough to give necessary draft to the boiler. The matter was referred to the Building Committee to have the same -remedied. A petition was received asking for the excavating and pav- ing of Ash street from the east line of Third Street to the west line of Front Street. Same was referred to the Street and Alley Committee. On motion of Councilman Henry, Council adjourned. City Clerk.
