COUNCIL CHAMBER,
SALINA, KANSAS.
NOVEMBER 19th, 1917. —
Regular semi-monthly meeting of the City Council, November
19th, 1917. Mayor IViathews presiding, City Attorney G. A. Spencer
and the following named councilmen answered to roll call; Under-
wood, Grimes, Henry, Smith, blishler, Reed, Brown, Todd and Peters.
Councilman Waite absent.
The minut s of the Regular semi-monthly meeting of November
5th, 1917, were read and approved as read. j
LaRue Royce appeared before the Council and states that a
party desires to build a permanent sidewalk at the corner of Tenth
and South Streets, and the )resent sidewalk was orginally laid out
of line, so as not to interfere with a row of trees on said street.
The above mentioned party now desires to put in a permanent
cement sidewalk and wished to have some assurance from the Council
that the same would not be disturbed. The matter was referred to
the Sidewalk Committee and City Engineer.
Gerald Britt appeared before the Council and inquired if the
City would be in the market to purchase some animals to be placed
in the City Park. He having some he would dispose of to the City
for a reasonable figure. The matter was referred to the Parks
and Parking Committee.
Claims and Expenditure Committee presented the following
claims:
A claim from 14. R. Amerman in the amount of 0940, 000.00 for
part payment on paving contract. Councilman Reed moved that
the sum of ;1'20,000 be allowed, and on roll call the motion was adop-
ted.
A claim from A. R. Young & Company in the amount of ..19,107.04
for balance due on 1917 paving contracts, Councilman Brown moved
that the claim be allowed and that the distribution of the same be
left to the Mayor and City Clerk, a certain sum to be held until
the contrget was completed and approved by the City Engineer.
A claim from L. H. Lyon in the amount of A1,115.08 for curb-
ing and guttering certain streets. Councilman Brown moved that the
claim be deferred.
A claim from the Overland -Salina Company in the sum of
1,005.75 for Fire Chief's car. Councilman Brown moved that the
amount of $1,000.00 be allowed.
Councilman Reed moved to amend by allowing the full amount.
Amendment carried, and on motion, the Firemen's Relief Association
was instructed to draw a warrant for the above amount out of the
Firemen's Relief Fund. I11otion adopted.
An ordinance was introduced entitled: "An ordinance making
ana appropriation for the payment of certain claims."
On motion of Councilman Reed the ordinance was read and adop-
ted by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Underwood, Grimes, Henry.,
Smith, Mishler, Reed, Brown, Todd and Peters. (9) Nays: (0)
Councilman Waite absent. The Mayor approved the same and is num-
bered 2108.
Street and alley Committee reported favorably on the petition
asking for the curbing, guttering, excavating, grading and paving
of Washington Avenue Crom Ninth Street to Tenth Street.
On motion of Councilman Todd the report of the committee was
adopted.
Street and Alley Committee reported unfavorably on the peti-
tion asking for the location of an 11rc Light at the corner of Second
and North Streets, but would recommend that a light be installed
near the Missouri Pacific crossing, if same would be petitioned for.
On motion the report of the committee was adopted.

A request for a light near The Salina Northern Depot was re-
ceived, and on motion of Councilman Brown the request was granted,
and the Street and Alley Committee would designate the place to in-
stall said light.
The following resolution was introduced:
BE IT RESOLVE, By the Mayor and Councilmen of the City
of Salina, That the excavating, grading and paving of Ash Street in
the City of Salina, Kansas, from the west line of Fourth Street to
the east line of Third Street, are each and all improvements necessary
to be made and done, and be it further resolved that said Ash Street
be excavated, graded and paved within the limits above defined.

pended for its consideration and the resolution adopted as read by
the following vote; Ayes: Underwood, Grimes, Henry, Smith, Mishler,
Reed, Brown, Todd and Peters. (9) IT (0) Councilman Waite

An ordinance was introduced entitled: "An ordinance providing, for
the construction of certain sidewalks in the city of Salina, Kansas'
On motion of Councilman Henry the rules of order were suspended
I for its consideration by the following vote: Ayes: Underwood, Grimes,
Henry, Smith, Mishler, Reed, Brown, Todd and Peters. (9) Nays: (0)

On motion of Councilman Brown the ordinance was read and adopted
by sections and on its final adoption the roll was called and the fol-
lowing vote was had; Ayes: Underwood, Grimes, Henry, Smith, r;ishler,
Reed, Brown, Todd and Peters. (9) Nays: (0) Councilman 1,11aite
absent. The ivIayor approved the same and is numbered 2109.
Street and Alley Committee to whom was referred the matter of
widening the alley between Ninth and Tenth Streets, from South Street
to Morrison Avenue, reported favorably on the proposition, and recom-
mended that the Mayor appoint a committee to designate a Benefit Dis-
trict, and bring in a report to the Council.
Mayor Mathews appointed W. H. Todd, P. A. Brown and 0. C. Henry
to act as the above committee.
An ordinance was introduced entitled: "An ordinance providing for
the re-appraisement of property subject to taxation for the paving of
Front Street in Salina, Kansas, from the south line of Iron Avenue to
a point 65 feet south of the south line of the alley running east and
west through Block 14 in Oakdale Addition to the city of Salina, Kan-
sas."
p On motion of Councilman Mishler the rules of order were suspend-
ed for its consideration by the following vote: Ayes: Underwood,
Grimes, Henry, Smith, Mishler, Heed, Brown, Todd and Peters. (9)
Nays: (0) Councilman Naite absent.
i On motion of Councilman Brown the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mish-

Mayor Mathews appointed E. L. Wilder, C. B. Kirtland and M. E.
Ford, as appraisers to re -appraise the property subject to taxation for
the paving of Front Street, from the south line of Iron Avenue to a
point about 65 feet south of the south line of an alley running east
and west through Block 14, in Oakdale Addition. On motion of Council-
man Brown the appointments were confirmed.
An ordinance was introduced entitled: "An ordinance providing
for the condemnation and appropriation of certain lots and pieces of g
in the City of Salina, Kansas, for the purpose of widening the alley
from South Street to Morrison Avenue between Ninth Street and Tenth
Street in the city of Salina, and providing for the appointment of ap-
praisers therefor."

On motion of Councilman Henry the rules of order were sus-
pended for its consideration by the following vote: Ayes: Under-
wood, Grimes, Henry, Smith, Mishler, Reed, Brown, Todd and Peters.
(9) Nays: (0) Councilman Waite absent.
On motion of Councilman Brown the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Underwood, Grimes, Henry, Smith,
Mishler, Reed, Brown, Todd and Peters. (9) Nays: (0) Councilman
Waite absent. The Mayor approved the same and is numbered
2111.
Councilman Underwood of the Building Committee, reported that
J. E. Putnam, asked for a special permit to construct a brick build-
ing at the rear of the Odd Fellows Building, said building to be
constructed with an eight inch brick wall. On motion a special per-
mit was granted.
Sealed bids for the construction of sewers as advertised for,
were received as follows:
C. D. Reed,
D. G. Stack,
Otto Peterson,
L. H. Lyon.
Councilman Brown moved that the contract be awarded to C. T.
Snyder as per his bid, and that the certified checks be returned
to the unsuccessful bidders. Motion adopted.
Mayor Mathews stated to the Council that Daniel J. Murray,
who has possession of Kenwood Park, asks the City for the sumof
X100.00 to relinquish his lease..
Councilman Brown moved that the proposition be not accepted.
Motion adopted.
Councilman Smith moved that the matter be referred to the
Parks and Parking Committee with power to act.
A petition was received asking for an increase in wages for
the Police and Fire Department. The matter was referred to the
Ways and deans Committee.
A petition was received asking for the location of an arc
light at the corner of Fourth Street and Mulberry Street. Same was
referred to the Street and Alley Committee.
A petition was received from E. E. Davis, asking for an Auction
Stand License. Same was referred to the Street and Alley Commit-
tee.
An ordinance was introduced entitled: "An ordinance relating
to traffic over railway tracks at street and alley crossings in
the City of Salina, and providing penalties for violation thereof.
Same was referred to the Street and Alley Committee.
The monthly reports of the Rity Clerk, City Treasurer, Po-
lice Judge and Fire Chief, were received and ordered filed.
On motion of Councilman Underwood, Council adjourned.
