Special session of the Mayor and Council, November 19th, 1917, for the purpose of consideraing and hearing complaints from property owners, as to the valuation placed on certain lots and pieces of ground in the city of Salina, Kansas, to pay the costs of curbing, guttering, excavating, grading and paving: Tenth Street,from the south line of Prescott Avenue to the north line of Crawford Avenue; Santa Fe Avenue, from the north line of the Union Pacific Right of Way to the south line of the Union Pacific Right of Way; Eleventh Street, from the south line of South Street to the north line of Morrison Avenue. Mayor Mathews presiding, City Attorney G. A. Spencer and the following named councilmen answered to roll call; Underwood, Henry, Smith, Brown, Todd and Peters. Councilmen Grimes, Mishler, Reed and Waite absent. The appraisers report for the curbing, guttering, excavat- ing, grading and paving of Tenth Street from the south line of Prescott Avenue to the north line of Crawford Avenue was taken up and read as follows: STATE OF KANSAS ) ) SS. COUNTY OF SALINE ) We, E. L. Wilder, J. E. Putnam and C. J. Peck, being duly and severally sworn according to law, each for himself, does hereby solemnly swear that he is an owner of real estate in the city of Salina, Kansas, and is disinterested in any of the property liable to special assessment for the cost of curbing, guttering, excavating, grading and paving of Tenth Street from the south line of Prescott Avenue to the north line of Crawford Avenue, as more particularly described and provided for in Ordinance No. 2064 of the city of Salina, Kansas, and that each of us will to the best of our judgment and ability make a true and impartial appraisement of all the lots and pieces of ground abutting on such respective streets as above described, without regard to the buildings or improvements on said lots and pieces of ground, the distance to be improved, as set forth and designated by the Mayor and Council in said Ordinance No. 2064.
