11-05-1917 MInutesCOUNCIL PROCEEDINGS, REGULAR MEETING. COUNCIL CHAMBER, SALINA, KANSAS. NOVEMBER 5th, 1917. Regular semi-monthly meeting of the City Council, November 5th, 1917. Mayor Mathews presiding, City Attorney G. A. Spen- cer and the following named councilmen answered to roll call: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. The minutes of the regular semi-monthly meeting of October 15th, 1917; Special Meeting of October 22nd, 1917; and the Ad- journed Meeting of October 22nd, 1917, were read and approved as read. A petition was presented asking for the extension of water mains on Columbia Avenue, north of Elm Street. The same being recommended by the Corporation and Franchise Committee the follow- ing resolution was introduced: WHEREAS, it has been shown to the Mayor and Council of the City of Salina that there are six persons on Columbia Avenue, north of Elm Street in the City of Salina who desire to become tenants for domestic purposes of The Salina Dater Works Company, and that in order to permit such persons,to become such tenants it will be necessary for the Salina dater Works Company to lay not,to exceed three hundred and sixty (360) feet of pipe. NOW THEREFORE, Be it Resolved by the Mayor and Council of the City of Salina that the Salina Water Works Company be, and it is hereby directed to lay and install and connect with its pre- sent main on Elm Street, in said City, a two inch water pipe north on Columbia Avenue from said Elm Street, in said City, to permit such persons to become tenants for domestic purposes of the Sali- na Water Works C ompany . On motion of Councilman Mishler the rules of order were suspended for its consideration and the resolution adopted as read by the following vote: -Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0 ) e Fire Chief, Ben Holbert, appeared before the Council and suggeseted that in his opinion it would be advisable for the Coun- cil to extend the time for burning leaves up to 7 o'clock P. M. On motion of Councilman Brown a special permit was granted. It was reported t4at A. L. Wolff was constructing a corru- gated iron building on the rear of his lot at the corner of Sev- enth and Elm Streets, same being in the fire limits, and having not applied for a permit to construct the same. Councilman Brown moved that the matter be referred to the Fire Department Committee. Section 3. 850 lineal feet of 10 inch sewer on elm Street between Kansas Avenue and Oakdale avenue. 2 manholes. Section 4. 700 lineal feet of 10 inch sewer in the alley in Block 1, Riverside Park Addition. 2 manholes. Section 5. 525 lineal feet of 10 inch sewer on Johnstown Avenue. 2 manholes. Section 6. 400 lineal feet of 10 inch sewer in Block 3, Riverside Park Addition. 1 manhole. Section 7. 565 lineal feet of 10 inch sewer on Eleventh Street from Charles Street to Crawford Street. 2 manholes. Section 8. 1060 lineal feet of 10 inch sewer on Ninth and Bond Streets. 4 manholes. Section 9. 705 lineal feet of 10 inch sewer on Phillips Street from South Street to Morrison Avenue. 1 manhole. Section 10. 525 lineal feet of 10 inch sewer in alley be- tween Republic and Beloit Avenue, east of Santa Fe Avenue. 2 manholes. Section 11. 370 lineal feet of 10 inch sewer in alley be- tween Beloit and Minneapolis Avenue, west of Highland Avenue. 1 manhole. Section 12. 525 lineal feet of 10 inch sewer in the alley between Jewell Avenue and Kirwin Avenue, east of Santa Fe Aven- ue. 2 manholes. Section 13. 388 lineal feet of pipe sewer on Claflin Aven- ue, east of Fourth Street. Size 10 inch. 12 lineal feet of cast iron pipe under railroad track. Size 10 inch. 1 manhole. Reed, _ Sewer 8: Drainage Committee. On motion of Councilman Todd the report of the committee was adopted by the Council. Motion adopted. City Engineer, P. G. «akenhut, submitted plans and speci- fications and an estimate of cost for the list of sewers recom- mended by the Sewerage and Drainage Committee. On motion of Councilman Peters the same was approved by the Council and the City Clerk was instructed to advertise for bids for the construction of the above named sewers, bids to be re- ceiired up to and including November 19th, 1917 at eight o'clock P . ;uI . A remonstrance was received protesting against the widen- ing of the alley running between Ninth and Tenth Street from South Street to Morrison Avenue. Same was referred to the Street and Alley Committee. A petition was received asking for the widening of the alley between Ninth and Tenth Streets, from South Street to Morrison Avenue. Same was referred to the Street and Alley Committee. An ordinance was introduced entitled: "An ordinance levy- ing and assessing special assessments on certain lots and pie- ces of ground in the city of Salina, Kansas, to pay the cost of excavating, curbing and guttering Fifth Street from the south line of Crawford Avenue to the south line of .Prescott Avenue, in said City, and relating to and providing for the collection of such assessments. On motion of Councilman Henry the rules of order were sus- pended for its consideration by the following vote: Ayes: Under- wood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) On motion of Councilman Brown the ordinance was read and adopted by sections and on its final adoption the roll was call- ed and the following vote was had; ,Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) The Mayor approved the same and is numbered 2101. An ordinance was introduced entitled: "An ordinance levy- ing and assessing special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the costs of curbing and guttering Seventh Street, from the north line of Elm Street to the south line of Pine Street, and relating to and providing for the collection of such assessments." On motion of Councilman Brown the rules of order were suspended for its consideration by the following vote: Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) On motion of Councilman Mishler the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite., Todd and Peters. An ordinance was introduced entitled: "An ordinance levy- ing and assessing special assessments on certain lots and pieces of ground in the city of Salina, Kansas, to pay the costs of excavating, curbing, guttering, grading and paving Twelfth Street from the north line of Ash Street to the south line of Bishop Street, in said City and relating to and providing for the col- lection of such assessments." On motion of Councilman Mishler the rules of order were suspended for its consideration by the following vote; Ayes: Underwood, Grimes, Henry, Smuth, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) On motion of Councilman Todd the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had: Ayes: Underwood, Grimes, Hen- ry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. An ordinance was introduced entitled: "An ordinance levy- ing and assessing special assessments on certain lots and pieces of ground in the city of Salina, Kansas, to pay the costs of excavating, curbing, guttering, paving and grading Prescott Aven- ue, from the west line of Ninth Street to the west line of Eleventh Street in said City and relating to and providing for the collec- tion of such assessments." On motion of Councilman Mishler the rules of order were j suspended for its consideration by the following vote: Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) On motion of Councilman Brown the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. An ordinance was introduced entitled: "An ordinance levy- ing and assessing special assessments on certain lots and pieces ! of ground in the city of Salina, Kansas, to pay the costs of exca- vating, curbing, and guttering and paving Phillips Street from the Union Pacific Railroad Right of Way to the Missouri Pacific Right of Way, and relatingto and providing for the collection of such assessment." i On motion of Councilman Mishler the rules of order were sus_ pended for its consideration by the following vote: Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) On motion of Councilman Brown the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, 14ishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) The Mayor approved the same and is numbered 2107. A number of citizens appeared before the Council and present- ed the matter of constructing a skating in pond the Oakdale Park, and asked that the Council donate a certain sum of money to have the same constructed. Councilman Reed moved that the City donate $200.00 toward the expense of constructing said skating pond, and on roll call the motion was adopted. ! An application from M. Branstein to operate a Junk Yard on North Fifth Street near the Union Pacific tracks, was received. On motion of Councilman Brown the license was granted. A petition asking for the curbing, guttering, excavating, grading and paving of ahhington Avenue from Ninth Street to tenth Street. Same was referred to the Street and Alley Committee. The appraisers reports for the curbing, guttering, exca- vating, grading and paving of: Eleventh Street, from the south line of South Street to the north line of Morrison Avenue; Tenth Street,from the south line of Prescott Avenue to the north line of JCTva-W Vr'd -',venue; Santa Fe Avenue, from the north line of the Union Pacific Right -of -Way to the south line of the Union Pacific Right-of-way was received, and on motion of Councilman Brown, Monday evening November 19th, 1917, at 7:30 o'clock P. M. was designated as a Special Meeting, at which time the appraisers reports will be taken up and acted upon by the Council, and all persons affect- ed by such improvements can be present and be heard if they so desire; and that the City Clerk give notice in the official City paper as provided by law. on motion of Councilman Peters, Council adjourned.
