OCTOBER 15th, 1917.
Regular semi-monthly meeting of the City Council, October 15th,
1917. Mayor Mathews presiding, City Attorney G. A. Spencer and
the following named councilmen answered to roll call; Underwood,
Grimes, Henry, Mishler, Brown, Todd and Peters. Councilmen Smith,
Reed and Waite absent.
The minutes of the Regular Semi-monthly meeting of October 1st,
1917, were read and approved as read.
Ways and Means Committee reported on the matter of purchasing
coal for the City Building.
Councilman Peters moved that the matter be placed in the hands
of the Ways and Means Committee with power to act. Motion adopted.
Claims and Expenditure Committee reported by ordinance entitled:
"An ordinance making an appropriation for the payment of certain
claims."
On motion of Councilman Mishler the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Underwood, Grimes, Henry,
Mishler, Brown, Todd and Peters. (7) Nays: (0) Councilmen
Smith, Reed and Waite absent. The Mayor approved the same and
is numbered 2098.
An ordinance was introduced entitl4d: "An ordinance provid-
ing for the construction of certain sidewalks in the city of Salina,
Kansas."
On motion of Councilman Henry the rules of order were suspend-
ed for its consideration by the following vote: Ayes: Underwood,
Grimes, Henry, Mishler, Brown, Todd and Peters. (7) Nays: (0)
Councilmen Smith, Reed and Waite absent.
On motion of Councilman Mishler the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Underwood, Grimes, Henry,
Mishler, Brown, Todd and Peters. (7) frays: (0) Councilmen
Smith, Reed and Waite absent. The Mayor approved the same and
is numbered 2099.
The following resolution was introduced:
WHEREAS, it has been shown to the Mayor and Council
that there are two persons on Lincoln Avenue in the City of Salina,
who desire to become tenants for domestic purposes of the Salina
Water Works Company and that such persons have made arrangements
with said company to lay sufficient pipes so that it will be neces-
sary in order to allow such persons to become such tenants for the
Salina Water Works Company to lay not to exceed 120 feet of pipe.
NOd THEREFORZ, Be it Resolved, by the Mayor and Coun-
cilmen of the City of Salina, that The Salina Water Works Company
be and it is hereby directed to lay a two (2) inch water main for
domestic purposes only, east on Lincoln Avenue from the stub -in on
Ninth Street in said City, so as to permit such persons to become
tenants for such purpose, of the Salina Water Works Company.

On motion of Councilman Mishler the rules of order were sus-
pended for its consideration and the resolution adopted as read
by the following vote: Ayes: Underwood, Grimes, Henry, Mishler,
Brown, Todd and Peters. (7) Nays: (0) Councilmen Smith,
Reed and 'Waite absent.

An ordinance was introduced entitled: "An ordinance relating
to the furnishing of water by firms, partnerships, companies and
cor)orations to the inhabitants of the City of Salina for domestic
purposes; providing for the measurement thereof and the connections
therefor and providing penalties for the violation thereof." Same
was read and referred to the Corporation and Franchise Committee.
An ordinance was introduced entitled: "An ordinance prescrib-
ing and fixing the maximum and minumum rates and charges to be made
for furnishing water for domestic purposes to the inhabitants of
the City of Salina, by persons, firms, partnerships, companies or
corporations, and providing penalties for the violation thereof."

Park Commissioner, L. B. Kemper, appeared before the Council_
and suggested that the Council should construct a green house to be
used in raising flowers for the parks in the City of Salina, Kansas.
Councilman Underwood of the Building Committee submi.tted an
estimate on the same.
Councilman Brown moved that the Parks and Parking Committee be
authorized to construct the same, expense to be paid out of the Parks
and Parking Fund. Motion adopted.
An ordinance was introduced entitl4d: "An ordinance establish-
ing grades on certain streets in the city of Salina, Kansas."
On motion of Councilman Brown the rules of order were suspend-
ed for its consideration by the following vote: Ayes: Underwood,
Grimes, Henry, Mishler, Brown, Todd and Peters. (7) Nays: (0)
Councilmen Smith, Reed and Waite absent.
On motion of Councilman Todd the ordinance was read and adopted
by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Underwood, Grimes, Henry, Mishler,
Brown, Todd and Peters. (7) Nays:(0) Councilmen Smith, Reed
and Waite absent. The Mayor approved the same and is numbered 2100.
City Engineer, P. G. Wakenhut, submitted plans and specifications
for the north approach of the Kenwood Bridge.
Councilman Peters moved that the same be adopted.
Councilman Brown moved that the Street and Alley Committee be
authorized to receive bids on the same, to have the work done as
soon as possible. Motion adopted.
Councilman Peters of the Sewer and Drainage Committee reported
favroably on the following petitions:
Sewer in the alley between Penn Avenue and Oakdale Avenue, north
of Hill Drive;
Sewer between Minneapolis and Beloit Avenues, running from Ninth
Street and Highland Avenue.
Councilman Peters of the Sewer and Drainage Committee reported
unfavorably on the petition asking for the construction of a sewer on
Des Moines Avenue, half -way between Ash and Elm Street, and a distance
of about 100 feet north of Elm Street.
Councilman Brown moved that the reports of the Committee be adop-
ted.
The matter of cleaning the sewers of the City was generally dis-
cussed, and on motion, the Sewer and Drainage Committee was instructed
to investigate the matter and report their recommendations to the
Council.
Sewer and Drainage Committee and the City Engineer was instruct-
ed to bring in a report and plans and specifications for all sewers,
at the next Regular Meeting. Motion adopted.
An ordinance was introduced entitled: "An ordinance relating
to the licensing of public auction stands in the City of Salina and
providing penalties for the violation thereof." Same was read and
referred to the Street and Alley Committee.
The appraisers reports for the curbing, guttering, excavating,
grading and paving of:
Wilson Street, from the west line of Santa Fe Avenue to the
east line of Highland Avenue;
North Street, from the east line of Ninth Street to the west
line of Fourth Street;
Ninth Street, from the main line right of way of the Union
Pacific Railroad to Otis Avenue;
Santa Fe Avenue, from the main line right of way of the Union
Pacific Railroad to Otis Avenue;
Otis Avenue, from Santa Fe Avenue to Ninth street,
were received, and on motion of Councilman Brown, Monday, October
22nd, 1917 at eight o'clock P. M. was designated as a Special Meet-
ing, at which time the appraisers reports will be taken up and act-
ed upon by the Council, and all persons affected by such improve-
ments can be present and heard if they so desire, and that the City
Clerk give notice in the official City paper as provided by law.
Mayor Mathews called the attention of the Council to the prac-
tice of the Salina Water Works Company storing coal adjacent to
the sidewalk on the south side of South Street in front of their
plant, same being a nuisance on account of their walk being covered
with coal dust and the employees of the Water Works used the side-
walk for hauling coal to the engine room. The matter was refer-
red to the Sidewalk Committee for investigation.
Mayor Mathews appointed Councilman Brown and City Clerk Bank-
er, as delegates to the State Convention of League of Kansas Muni-
cipalities to be held in Wichita, Kansas, October 16th to 19th,
inclusive.
A petition was received asking for the construction of a
sidewalk on the west side of Fifth Street from Bond Street to Re-
public Avenue; and on the north side of Republic Avenue from Fifth
Street to Santa Fe Avenue. Same was referred to the Sidewalk Com-
mittee.
A petition was received asking for the location of an Arc
Light at the corner of Highland Avenue and Woodlawn Avenue. Same
was referred to the Street and Alley Committee.
A petition was received asking for the extension of water
mains on Kirwin Avenue, from Santa Fe Avenue to Highland Avenue.
Same was referred to the Corporation and Franchise Committee.
The monthly reports of the City Clerk, City Treasurer, Police
Judge and Fire Chief, were received and ordered filed.
On motion of Councilman Brown, Council adjourned until Mon-
day, October 22nd, 1917, at 8:30 o'clock P. M.
