COUi,CIL PROCEEDINGS, REGULAR MEETING.
COUNCIL CHAMBER,
SALIVA, KANSAS.
OCTOBER 1st, 1917.
Regular semi-monthly meeting of the City Council, October
1st, 1917. Mayor Mathews presiding, City Attorney G. A. Spencer
and the following named councilmen answered to roll call: Grimes,
Henry, Smith, Mishler$ Reed, Brown, Todd and Peters. Councilmen
Underwood and Waite absent.
The minutes of the Regular semi-monthly meeting of September
17th, 1917, were read and approved as read.
Mr. Dedrick appeared before the Council and spoke in refer-
ence to the City passing a garbage ordinance.
The matter was ginerally discussed and referred to the Public
Health Committee and the City Attorney to'draft an ordinance to
be introduced at the next regular meeting.
An estimate from C. W. :,haver architect, was presented in fav-
or of J. A. Ferm, in the amount of 4,751.93, amount due on the con-
struction of the new Fire Station, October lst, 1917.
Councilman Brown moved that the Mayor and City Clerk be auth-
orized to make arrangement for the 4pvancement of the above amount,
to be allowed at the next Regular Meeting.
Street and Alley Committee reported unfavorable on the matter
of constructing a bridge across the Smoky Hill River, north of
Riverside Park Addition.

Councilman Peters moved that the report of the committee be
adopted.
Councilman Mishler moved that the City Engineer and City Attor-
ney prepare the necessary paving assessment ordinance as soon as
possible. Motion adopted.
Street and Alley Committee reported on the creating of a Bene-
fit District for the opening of a street between Ninth and Tenth
Street, from South Street to Morrison Avenue, that said Benefit
District should be the block of which said street to be created.
An ordinance was introduced entitlAd: "An ordinance provid-
ing for the purchase of certain land and providing for the payment
therefor."
On motion of Councilman Todd the rules of order were suspend-
ed for its consideration by the following vote: Ayes: Grimes,
Henry, Smith, Mishler, Reed, Brown, Todd and Peters. (8) Nays: (0)
Councilmen Underwood and Waite absent. v
On motion of Councilman Peters the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Grimes, Henry, Smith, Mish-
ler, Reed, Brown, Todd and Peters. (8) Nays: (0) Councilmen
Underwood and Waite absent. The Mayor approved the same and is
numbered 2095.
Mayor Mathews appointed E. L. Wilder, C. B. Kirtland and M. E.
Ford, to act as appraisers to re -appraise the lots and pieces of
ground liable to special assessment for the cost of curbing, gutter-
ing, excavating, grading and paving Front Street, from the south
line of Iron Avenue to the south line of Walnut Street, and on mo-
tion of Councilman Todd the appointments were confirmed.
Councilman Brown moved that the City Engineer investigate the
Kenwood Bridge, and report to the Council at the next regular meet-
ing with plans and specifications for the construction of the neces-
sary approaches. Motion adopted.
An ordinance was introduced entitled: "An ordinance providing
for the construction of certain sidewalk in the city of Salina, Kan-
sas.
On motion of Councilman Henry the rules of order were sus-
pended for its consideration by the following vote: Ayes: Grimes,
Henry, Smith, Mishler, Reed, Brown, Todd>qLnd Peters. (8) Nays:
(0) Councilmen Underwood and Waite absent.
On motion of Councilman Smith the ordinance ,was read and adopt-
ed by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Grimes, Henry, Smith, Mishler,
Reed, Brown, Todd and Peters. (8) Nays: (0) Councilmen
Underwood and Waite absent. The Mayor approved the same and is
numbered 2096.
An ordinance was introduced: "An ordinance providing for the
issuance of bonds of the city of Salina, Kansas, in the sum of
$20,000.00 for the purpose of paying for the erection, construction
and completion of fire station building.
On motion of Councilman Todd the rules of order were suspend-
ed for its consideration by the following vote: Ayes: Grimes,
Henry, Smith, Mishler, Reed, Brown, Todd and Peters. (8) Nays:
(0) Councilmen Underwood and Waite absent.
On motion of Councilman Peters the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had: Ayes: Grimes, Henry, Smith, Mish-
ler, Reed, Brown, Todd and Peters. (8) Nays: (0) Councilmen
Underwood and Waite absent. The Mayor approved the same and is
numbered 2097.
The following resolution was introduced:
BE IT RESOLVED, By the Mayor and Councilmen of the
City of Salina, Kansas, that the Salina eater Works Company be and
it is hereby directed -to lay and install on North Eighth Street,
in the city of Salina, Kansas, from Lincoln Avenue, south 100 feet
in said City, a two inch water pipe for domestic use only.

On motion of Councilman Mishler the rules of order were sus-
pended for its consideration and the resolution adopted as read
by the following vote: Ayes: Grimes, Henry, Smith, Mishler, Reed,
Brown, Todd and Peters. (8) Nays: (0) Councilmen Underwood
and Waite absent.
Councilman Peters of the Sewer and Drainage Committee report-
ed favorably on the petition asking for the construction of a sewer
on Claflin Avenue, from a point east of the Union Pacific Railroad
tracks, about 200 feet. On motion of Councilman Todd the report
was adopted.
L. B. Kemper, Park Commissioner, recently employed by the
City, has reported for duty, and in absence of the chairman of the
Parks and Parking Committee, Councilman Mishler moved that the May-
or should act as chairman of said committee and direct the work of
said Park Commissioner. Motion adopted.
Councilman Grimes moved that the salary of J. B. Archer, as
Janitor of the City Hall, be raised $5.00 per month, and on roll
call the motion was adopted.
Petitions were received asking for the construction of a sewer
on, Des Moines Avenue, one-half way between Ash and Elm Street, and
a distance of about 100 feet; .
In the alley between Penn Avenue and Oakdale Avenue, north
of Hili D- rive,
In the alley between Minneapolis Avenue and Beloit Avenue,
running from Ninth Street to Highland Avenue.
All of the above petitions were referred to the Sewer and
Drainage 8ommittee.

A petition was received asking
for the location of an Arc

at the corner of Fourth and Woodland
Avenue; also on Second
Street
and Woodland Avenue. Same was
referred to the Street and

Committee.
Councilman Brown moved that the
City Marshal notify M. Pazer,
to make a formal application for his
license as Junk Dealer, speci-
fying
the exact location of his place
of business. Motion adopted.
On motion of Councilman Henry,
Council adjourned.
