09-17-1917 Minutes91)P('C _ COUNCIL PROCEEDINGS, REGULAR MEETING. COUNCIL CH:I.MBER, SALINA, KANSAS. i SEPTEMBER 172 1917. I Regular semi-monthly meeting of the City Council, September 17th, 1917. Mayor Mathews presiding, City Attorney G. A. Spencer and the following named councilmen answered to roll call; Under- wood, Grimes, Henry, Smith, Mishler, Reed, Brown, 'Waite, Todd and Peters. The minutes of the Regular semi-monthly meeting of September 3rd, 1917 and the Adjourned Meeting of September 4th, 1917, were read and approved as read. Mayor Mathews appointed E. L. `Hilder, M. y. Ford and C. B. Dodge, to act as appraisers to -assess the damages caused on account of extending Front Street and Mulberry Street, and on motion of Councilman Smith the appointments were confirmed. Councilman Todd of the Ways and Means Committee reported that he had received a proposition from G. L. Hudkins for the pur- chase of a Ford Chassis, to be used for the Police Department, for the sum of $358.25, and that Louis Alt offered to construct the body of said car for the sum of $170.00 Councilman Waite moved that the report of the committee be accepted and that the matter be referred back to the committee with power to act. The matter of purchasing coal for the City Building was re- ferred to the ',Nays and Means Committee. Claims and Expenditure Committee reported that they had in their possession a claim from A. R. Young & Company in the amount of 8,039.15 for balance due on account of re -surfacing Santa Fe Avenue from Walnut Street to North Street. Councilman Brown moved that the claim be allowed to be deliv- ered to A. R. Young & Company upon their filing a new bond in com- pliance with the pavement now laid, satisfactory to the City Attor- ney. Motion adopted. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Councilman Toad the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Reed, Brown, Waite, Todd and Peters. (9) Nays: Mishler (1) The Mayor approved the same and is numbered 2090. An ordinance was introduced entitled: "An ordinance provid- ing for the repairing of certain sidewalks in the city of Salina, Kansas." On motion of Councilman Brown the rules of order were suspend- ed -for its consideration by the following vote: Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) On motion of Councilman Brown the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and'Peters. (10) Nays: (0) The Mayor approved the same,and is numbered 2091. Councilman Brown moved that F. Kubitschek be permitted to ex- tend his present walk in front of his property on Fifth Street, be- tween Iron Avenue and Ash Street, to the curb, by using brick, the same as the balance of the walk is constructed, and on motion the roll was called and the following vote was had; Ayes: Underwood, Grimes, Smith, Brown and Todd. (5) Nays: Henry, Mishler, Reed, Waite and Peters. (5) There being a tie the Mayor cast his vote in favor of the motion. Property owners in the block bounded on the north by South Street; south by Morrison Avenue, east by Tenth Street and west by Eleventh Street, asked that a street be opened up in the center of the block running north and South. On motion of Councilman Brown the Mayor was instructed to appointa committee to designate a Benefit District for the open- ing and widening the above asked for street. Mayor Mathews appointed the members of the Street and Alley Committee to act as said committee. The City Engineer was instructed to prepare the necessary plat of said block. The following resolution was introduced: WHEREAS, It has been shown that there are eight persons on North Columbia Avenue in the City of Salina, Kansas, who desire to become tenants of The Salina Water Works Company for domestic pur- poses, and that in order to enable such persons to connect and become tenants of such company it will be necessary to lay not to exceed four hundred eighty (480) feet of pipe, Now Therefore, BE Il RESOLVED, By the Mayor and Councilmen of the City of Salina, that The Salina Water Works Company be and it is hereby directed to lay a two inch water main for domestic purposes only on North Columbia Avenue, in said City from its present main on Elm Street in said City, north a distance of not to exceed 480 feet.to enable such persons to becometenatns of said Company. On motion of Councilman Mishler the rules of order were sus- pended for its consideration, and the resolution adopted as read by the following vote: Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) The following resolution was introduced: WHEREAS, It has been shown that there are four persons on Baker Street in the city of Salina, Kansas, who desire to become tenants of the Salina Water Works Company for domestie purposes and that in order to permit such persons to become tenants of saud company it will be necessary to lay not to exceed 240 feet of pipe, Now, Therefore, BE IT-`'OLVED, By the Mayor and Councilmen of the City of Salina, Kansas, That the Salina Water Works Company be and it is hereby directed to lay a two inch water main for domestic purposes only from its present main on Walnut Street, south on Baker Street for a distance not to exceed 240 feet, to permit certain persons to connect and become tenants of the Salina Water Works Company. Sewer and Drainage Committee reported favorably for the caz- struction of a sewer in the alley between Gypsum Avenue and Hill Drive, if the signers shall signify their intentions of connect- ing with the same. On motion the report was adopted. An ordinance was introduced entitled: "An ordinance making an appropriation for the payment of the purchase price of Kenwood Park." On motion of Councilman Brown the rules of order were sus- pended for its consideration by the following vote; Ayes: Under- wood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) On motion of Councilman Brown the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. An ordinance was introiuced entitled: "An ordinance spe- cifying and selecting the paving material to be used and letting the contract for the paving and excaysting of certain streets in the city of Salina, Kansas." On motion of Councilman Brown the rules of order were sus- pended for its consideration by the following vote: Ayes: Und- erwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) On motion of Councilman Henry the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) The Mayor approved the same and is numbered 2093. An ordinance was introduced entitled: "An ordinance speci- fying and selecting the material to be used and letting the con- tract for curbing and guttering certain streets in the city of Salina, Kansas.', On motion of Councilman Peters the rules of order were sus- pended for its consideration by the following vote: Ayes: Under- wood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) On motion of Councilman Henry the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed. Brown, Waite, Todd and Peters. (10) Nays: (0) The Mayor approved the same and is numbered 2094. Councilman Mishler moved that the City Attorney notify the Salina Street Railway Company to bring their tracks to grade at the intersection of Eleventh Street and South Street, to conform with the new grade to be established on Eleventh Street, before the new paving is consgtructed. Motion adopted. Councilman Waite moved that the Street Commissioner be in- structed to remove hitching racks on the east side of Iron Aven- ue that had never been removed as per order of the Council some- time ago. Motion adopted. Councilman Grimes suggested that the City construct a foot bridge across the river north of Riverside Park Addition to acco- modate the school children that were living on the opposite side of the river. The mater was referred to the Street and Alley Committee for investigation. Mrs. Dean appeared before the Council and entered a complaint that the Street Commissioner had cut down her garden. The matter was referred to the Public Health Committee. Councilman Grimes moved that the City Attorney be instruct- ed to draft a new ordinance regulating the electric light rates of the City. Councilman Brown moved to amend by referring the matter to the Corporation and Franchise Committee, and on roll call the motion was adopted as amended. A petition was received asking for the construction of a sewer on Claflin Avenue, to a point east of the Union Pacific Railroad Trackd, for a distance of about 200 feet. Same was referred to the Sewer and Drainage Committee. A petition was received asking for the extension of water mains on Columbia Avenue, north of Elm Street.• Same was referred to the Corporation and Franchise Committee. The monthly reports of the City Clerk, City Treasurer, Police Judge and Fire Chief, were received and ordered filed. On motion of Councilman Brown, Council adjourned. City Clerk.
