adjourned meeting of the City Council, September 4th,
1917. Mayor Mathews presiding, City Attorney G. A. Spencer
and the following named councilmen answered to roll. call: Un-
derwood, Grimes, Henry, Smith, PuIlishler, Reed, Brown, Waite,
Todd and Peters.
On motion of Councilman Brown the reading of the minutes
of the regular semi-monthly meeting of August 20th, 1917 and
regular semi-monthly meeting of September 3rd, 1917, was dispen-
sed with.
Street and Alley Committee submitted the following report:

City of Salina, Kansas.
Gentlemen:
':1e, your Committee on Streets and Alleys, to whom was
referred the petition asking for the curbing, guttering, exca-
vating, grading and paving of Gypsum Avenue from Front Street
to Oakdale Avenue beg leave to report as follows:
According to an abstract furnished by a bonded abstract-
er we find that a majority of the resident property owners lia-
ble for the cost of said improvements have signed said petition,
and we therefore recommend that the prayers of the petitioners
be granted.

On motion of Councilman Henry the report of the committee
was adopted.
An ordinance was introduced entitled, "An ordinance creat-
ing and establishing a Benefit District and fixing the boundar-
ies thereof."
On motion of Councilman Brown the rules or order were sus-
pended for its consideration by the following vote; Ayes:
Underwood, Grimes, Henry, Smith, Mishler, Recd, Brown, Waite,
Todd and Peters. (10) Nays: (0)
On motion of Councilman Brown the ordinance was read and
adopted by sections and on its final adoption the roll. .was called
and the following vote was had; Ayes: Underwood, Grimes, Henry,
Smith, Mishler, Reed, Brown, TTlaite, Todd and Peters. (10)
Nays: (0) The Mayor approved the same and is number --d 2085.
fLn ordinance was introduced entitled: "An ordinance pro-
vidin- for the condemnation and appropriation of certain lots
and pieces of ground in the city of Salina, Kansas, for the pur-
pose of extenfing Front Street in the said City and providing
for the appointment of appraisers therefor."
On motion of Councilman Smith the rules of ordQP were sus-
pended for its consideration by the following vote; Ayes: Un-
derwood, Grimes, Henry, Smith, 1.ishler, Reed, Brown, :"aite,
Todd and Peters. (10) !lays: (0)
On motion of Councilman Smith the ordinance was read and
adopted by sections and on its fin_:l adoption the roll was called
and the following vote was had; Ayes: Underwood, Grimes, Henry,

an appropriation for the payment of the value and damages for
certain land condemned for public purposes."
On motion of Councilman .:gown the rules of order were sus-
pended for its consideration by the following vote; ayes: Under-
wood, Grimes, Henry, Smith, Mishler, Reed, Brown, ,Vaite, Todd and
Peters. (10) Nays: (0)
On motion,of Councilman Bro,rn the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the folloviing vote was had; Ayes: Underwood, Grimes, Henry,
Smith, Pdishler, Reed, Brown, .Vaite, Todd and Peters. (10) Plays:
(0) The Mayor approved the same and is numbered 2087.
The matter of locating a light on State near the Missouri
Pacific tracks was discussed and the matter wzs referred to the
Street and Alley Committee.
An ordinance was introduced entitled: "An ordinance pro-
viding for the construction of certain sidewalks in the city of
Salina, Kansas."
On motion of Councilman Mishler the rules of order were sus-
pended for its consideration by the following vote; Ayes: Under-
wood, Grimes, Henry, Smith, T: ishler, Reed, Brown, Waite, Todd and
Peters. (10) Nays: (0)
On motion of Councilman Mlishler the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following; vote was had: Ayes: Underwood, Grimes, Henry,
Smith, Mishler, Reed, Brown. Waite, Todd and Peters. (10) Hays:
(0) The Mayor approved the same and is numbered 2088.
An ordinance was introduced entitled: "An ordinance relat-
ing to the licensing of certain occupations, callings and business
in the City of Salina."
On motion of Councilman Henry the rules of order were sus-
pended for its consideration by the following; vote: Ayes: Under-
wood, Grimes, Henry, Smith, Llishler, Reed, Brown, Waite, Todd and
Peters. (10) Nays: (0)
On motion of Councilman Henry the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Underwood, Grimes, Henry,
Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays:
(0) The Mayor approved the same and is numbered 2089.
Public Health Committee recomimended public toilets under side-
walk, east of alley on north side of Iron Avenue, between Santa Fe
Avenue and Fifth Street.
Councilman Brown moved that the recommendations be accepted
and a that the matter be referred to the Building Committee for
further action.
Councilman Smith moved that the Street Commissioner cut all
weeds without delay. Motion adopted.
Councilman Peters moved that the City Engineer prepare plans
and specifications and an estimate of cost for all sewers that had
been heretofore recommended by the council. Motion adopted.
The matter of a sewer on Tenth Street from Charles Street to
Crawford Avenue was referred to the Sewer Committee with power to
act.
Councilman Brown moved that E. R. Babbitt, P. J. Mon erson
and} A. L. Cahill convicted of having liquor in their possession,
and fined, be pardoned, and on roll call the following vote was had:
Ayes: Grimes, IMlishler, Reed, Brown and Waite (5) Nays: Under-
wood, Henry, Smith, Todd and Peters. (5) Same being a tie.
Councilman Brown
moved that the Public
Health Committee take
up the matter with the
County Health officer
in reference to the
ditch on south side of
Missouri Pacific Railway,
east of Thirteenth
Street, which was ordered by the Council to
be filled sometime
ago. Motion adopted.
Councilman Peters moved that the City Engineer prepare plans
and specifications and an estimate of cost for all sewers that had
been heretofore recommended by the council. Motion adopted.

City Engineer P. G. Vakenhut, submitted plans and speci-
fications and estimate of cost for the cost of curbing, gutters _
ing, excavating, grading and paving Santa Fe Avenue from south
line of Union Pacific Right of way to north line of Union Pacif-
ic Right of way; North Street from the east line of Ninth Street
to the west line of Fourth Street; and Eleventh Street from the
north line of ''outh Street to south line of Morrison iavenue.
Same were adopted and approved by the Council.
Councilman Brown moved that M. Pazer be permitted to con-
duct a Junk Business on Fifth Street, for two weeks, while li-
cense is pending, but not on Santa Fe Avenue.
A remonstrance was received against the curbing, gutter-
ing, excavating, grading and paving of Center Street from the
east line of Fifth Street to the east end of Center Street.
Same ws referred to the Street and Alley Committee.
The controversy between the Union Pacific Railroad and
the Missouri Pacific Railway was disucssed, and the matter was
referred to the Street and Alley Committee for invesitgation.
Councilman Brown moved that Weniker & Son's application for
a Junk Dealer's license be granted. Motion adopted.
Councilman Brown moved that Ben Katz's application for a
Junk Dealer's license be granted. Motion adopted.
On motion of Councilman Peters Council adjourned.
