Regular semi-monthly meeting of the City -Council, August 20th,
1917. Mayor Mathews presiding, City Attorney G. A. Spencer and the_
following named councilmen answered to roll call; Underwood, Grimes,
Henry, Smith, Mishler, Brown, Waite, Todd and Peters. Councilman
Reed absent.
The minutes of the Regular Semi -Monthly Meeting of August
6th, 1917; and the Special Session of August 14th, 1917, were read
and approved as read.
Ways and Means Committee reported by ordinance entitled: "lin
ordinance making a levy of taxes for general revenue and other pur-
poses in the city of Salina, Kansas, for the year 1917.
On motion of Councilman Brown the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Underwood,
Grimes, Henry, Smith, Mishler, Brown, Waite, Todd and Peters (9)
Nays: (0) Councilman Peters absent.
On motion of Councilman Todd the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Underwood, Grimes, Henry, Smith,
Mishler, Brown, Waite, Todd and Peters. (9) Nays: (0) Council-
man Reed absent. The Mayor approved the same and is numbered 2079.

a special assessment and levy of taxes for the cutting of weeds on
certain lots and parts of lots in the City of Salina, Kansas, for
the year 1917."
On motion of Councilman Brown the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Underwood,
Grimes, Henry, Smith, Mishler, Brown, Waite, Todd and Peters. (9)
Nays: (0) Councilman Reed absent.
On motion of Councilman Henry the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and
the following vote was had; dyes: Underwood, Grimes, Henry, Smith,
Mishler, Brown, Waite, Todd and Peters. (9) Nays (0) Council-
man Reed absent. The Mayor approved the same and is numbered
2080.

special assessments against the property herein described to pay the
cost of constructing certain sidewalks in the City of Salina, Kansas.
On motion of Councilman Brown the rules of order were suspend-
ed for its consideration by the following vote: Ayes: Underwood,
Grimes, Henry, Smith, Mishler, Brown, Waite, Todd and Peters. (9)
Nays: (0) Councilman Reed absent.
On motion of Councilman Henry the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Underwood, Grimes, Henry, Smith,
NSishler, Brown, Waite, Todd and Peters. (9) Nays: (0) Council-
man Reed absent. The Mayor approved the same and is numbered 2081.
Claims and Expenditure Committee reported that they had in
their possession a bill from A. R. Young & Company, in the amount
of 8,039.15, for balance due on account of re -surfacing Santa Fe
Avenue from Walnut Street to North Street.
Councilman Brown moved that the claim be allowed, and on roll
call the motion was lost.
Claims and Expenditure Committee reported by ordinance entit -
led: "An ordinance making an appropriation for the payment of cer-
tain claims."
On motion of Councilman Henry the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Underwood, Grimes, Henry, Smith,
Mishler, Brown, Waite, Todd and Peters. (9) Nays: (0) Councilman
Reed absent. The Mayor approved the same and is numbered 2082.

An ordinance was introduced entitled: "An ordinance provid-
ing for the paving, curbing, guttering and excavating of certain
streets in the city of Salina, Kansas, specifying the manner of
construction and providing for the costs thereof and the manner of
payment
On motion of Councilman Brown the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Underwood,
Grimes, Henry, Smith, Mishler, Brown, Waite, Todd and Peters. (9)
Nays: (0) Councilman Reed absent.
On motion of Councilman Henry the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Underwood, Grimes, Henry,
Smith, Mishler, Brown, Waite, Todd and Peters. (9) Nays: (0)
Councilman Reed absent. The Mayor approved the same and is num-
bered 2083.
The matter of constructing the four street crossings that
were ordered in by the Council sometime ago, was generally discussed.
Councilman Waite moved that the City purchase two cars of
Fiber Brick to construct the same.
An ordinance was introduced entitled: "An ordinance provid-
ing for the construction of certain sidewalk in the city of Salina,
Kansas."
On motion of Councilman Henry the rules of order were suspend-
ed for its consideration by the following vote: Ayes: Underwood,
Grimes, Henry, Smith, Mishler, Brown, Waite, Todd and Peters. (9)
Nays: (0) Councilman Reed absent.
On motion of Councilman Brown the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Underwood, Grimes, Henry,
Smith, Mishler, Brown, Waite, Todd and Peters. (9) Nays: (0)
Councilman Reed absent. The Mayor approved the same and is num-
bered 2084.
Councilman Waite called the attention of the Council to the
condition of the cement sidewalk adjacent to the Iron Avenue Bridge,
stating that the same should be looked after at once.
Councilman Brown moved that the matter be referred to the
Sidewalk Committee.
The appraisers report for the opening, widening and extending
Eleventh and Elm Streets, was received as follows:
To the Honorable Mayor and Councilmen of
the City of Salina, Kansas.
We, the undersigned, appraisers appointed to ascertain the
actual value of the land proposed to be taken, and to assess the
damages caused to all other property by reason of the appropriation
and condemnation of that tract or lot of land described as follows:
Beginning at the northwest corner of Lot Thirty -Eight on
Tenth Street in Bishop's Addition to the City of Salina, Kansas;
thence south fifty feet to the southwest corner of said Lot Thirty -
Eight; thence east along the south line of said Lot, One Hundred
Twenty -Five Feet; thence in a northwesterly direction One Hundred
Thirty -Four and 63100 feet to the place of beginning, beg to advise
and report that pursuant to such appointment so made, and the stat-
utes of the State of Kansas, we did, upon the 8th day of August,
1917 take gur several oaths as appraisers and duly qualified as
such; that upon the 14th day of August, 1917, we caused a notice
of our appointment and qualification as such appraisers to be duly
published in The Salina Daily Union, the official City paper, which
said notice was published therein August 14th, 1917, August 15th,
August 16th, and August 17th, 1917. That in such notice we set
forth the boundaries of the Benefit District heretofore created
and in which the above described land is situated; and also noti-
fied all persons interested that we would upon the 16th day of
August, 1917, at 11 o'clock A. il. of said day, meet at the north-
east corner of the intersection of 11th and Elm Streets in the
City of Salina, Kansas, and from thence proceed to ascertain the
actual value of the land appropriated and condemned and assess
the damages and benefits thereby. Copies of our oaths and of the
notice so published are hereto attached and made a part hereof,
being marked exhibits "A" and "B" respectively.

That pursuant to such notice so given as aforesaid, we did

and Elm Streets in said City of Salina, Kansas, and from thence
did proceed to ascertain the actual value of the land so appropria-
ted and condemned, without reference to the projected improvements,
the same being the land hereinbefore described; and did ascertain
the actual damages and benefits done to all other property there-
by.
That we assessed against the city of Salina, Kansas, the
amount of the benefit to the public generally by reason of the con-
demnation and appropriation of said land for the widening and extend-
ing of the above mentioned streets, and the remainder of such dama-
ges and value, we assessed against the various.lots and parcels of
land within the benefit district heretofore created, which will
in our opinion be especially benefited by such improvement, in the
proportion to the actual value or benefit received by each of such
lots or parcels of land; All of which as shown by schedule hereto
attached and made a part hereof, as follows:
We assess the value of that tract or parcel of .land described
as "Beginning at the northwest corner of Lot Thirty -Eight
on Tenth Street, Bishop's Addition to the city .of Salina,
Kansas; thence south fifty feet to the southwest corner of
said Lot Thirty -Eight; thence east along the south line of
said lot, One Hundred Twenty -Five Feet; thence in a north-
westerly direction One Hundred Thirty -Four and 63100
feet to the place of beginning", at --------------------- .,900.00
And for the damage done to the remainder of West 1/2
of said Lot Thirty -Eight, which is the only damage done
to other property by reason of the appropriation of said
land, we ascertain and assess at ------------------------ 200.00
We assess against the City for benefits to the public

6th day of August, 1917, duly appointed appraisers under and by
virtue of the provisions of Ordinance No. 2055, to assess the darr_a-
ges caused by the condemnation and appropriation of land described
as: Beginning at the northwest corner of Lot Thirty -Eight on 10th
Street in Bishop's Addition to the city of Salina, Kansas; thence
south fifth feet to the southwest corner of said lot; thence east
along the south line of said lot, One Hundred Twenty -Five feet; thence
in a northwesterly direction One Hundred Thirty -Four and 63100 feet
to the place of beginning.
NOW `I'HERaYURE, the undersigned, being of lawfuly age and
first duly sworn on our oaths state that we are each householders
in the City of Salina, Kansas and disinterested in the proposed
improvement. That we will faithfully and honestly make a true,
correct and equitable appraisement of the actual value of the land
proposed to be taken; without reference to the projected improvements,

All persons interested are hereby notified that upon the
21st day of June, 1917; an ordinance was duly passed and approved
by the t,,?ayor and Councilmen of the City of Salina, Kansas, creat-
ing and establishing within said City a Benefit District bounded
as follows: On the west by the east side Thirteenth Street; on
the north by the south side of Bishop Street; on the east by tine
west side of Ninth Strcet, and on the south by the north side of
Park Street. That said o��uinancc so passed and approved was,
on the 30th day of June, 1917, duly published in the "alina Daily
Union, the ofI icial City paper.
That the undersigned were, upon the 6th day of August, 19172
duly appointed as appraisers and upon the 8th day of August, duly
qualified as such and that such appraisers will, upon the 18th day
if August, 19172 at 11 o'clock =i. M . of said day, meet at the
northeast corner of the intersection of Elm and Eleventh Streets
in t' -ie city of Salina, and from thence proceed to assess the dama-
ges and benefits caused by the appropriation and condemnation of
the following described tract of land: Beginning at the north-
west corner of Lot Thirty -Eight on Tenth Street in Bishop's Addi-
tion to the city of Salina, Kansas; thence south fifty feet to
the southwest corner of said lot; thence east along the south line
of said lot one hundred twenty-five feet; thence in a northwester-

All in accordance with the provisions of Section 1249 of _
the General Statutes of Kansas for 1915, as made ap_)licable to
cities of the second class by the provisions of Chapter 108 of the
Session Laws for 1917.

On motion of Councilman Henry the appraisers report for
the opening, widening and extending of Eleventh Street and Elm
Motion adopted.

Councilman Underwood, of the Building Committee, stated that
the contractor who had the contract for the new Fire Station was
ready for the water and sewer, which was to be constructed by the
City.
Councilman Brown moved that the matter be referred to the Build-
ing Committee with power to act.
Councilman Smith called the attention of tne Council to the num-
ber of weed patches in the City, and the Street Commissioner was in-
structed to cut the same at once.
A proposition was received from L. B. Kemper for the position
of Park Commissioner.
Councilman Smith moved that the matter be deferred for two
weeks.
Councilman Waite moved that the moation be laid upon the table,
and on roll call, Waite's motion was carried.
Councilman Waite moved that the proposition of L. B. Kemper,
as Park Commissioner, at a salary of y?1200.00 per year be accepted,
and to be dated October lst, 1917. Motion adopted.
Councilman Henry moved that the services of R. P. 'Whelchel
as Park Commissioner, be dispensed with October 1st, 1917.
Mayor Mathews appointed J. ;vi. Powell as a member of the Welfare
Board, to fill vacancy, for a term of five yeara, and on motion of
Councilman Waite the appointment was confirmed.
Aayor Mathews appointed E. L. Wilder, C. H. Harne and S. I.
Nelson to act as appraisers in ascertaing the valuation of the lots
and pieces of ground liable to special assessment for the cost of
excavating and paving Eleventh Street, from the north line of South
Street to the south line of Morrison Avenue, and on motion of Coun-
cilman Brown the appointments were confirmed.
Mayor Mathews appointed E. L. -gilder, J. E. Putnam and C. J.
Peck, to act as a)praisers in ascertaining the valuation of the lots
and pieces of ground liable to special assessment for the cost of -
curbing, guttering, excavating, grading and paving Santa Fe Avenue,
from the north line of the Union Pacific right of way to the south
line of the Union Pacific Right of way, and on motion of Councilman
Brown the appointments were confirmed.
I.,Iayor Mathews appointed L. L. 4ilder, J. E. Putnam and C. J.
Peck, to act as appraisers in ascertaining the valuation of the lots
and pieces of ground liable to special assessment for the cost of
curbing, guttering, excavating, grading and paving North Street,
from the east line of Ninth Street to the west line of Fourth Street,
and on motion of Councilman Brown the appointments were confirmed.
Mayor Mathews appointed E. L. Wilder, J. E. Putnam and C. J.
Peck to asst as appraisers in ascertaining the valuation of the lots
and pieces of ground liable to special assessment for the cost of
curbing, guttering, excavating, grading and paving 'Nilson Street,
from the west line of Santa Fe Avenue to the east line of Highland
Avenue; and on motion of Councilman Brown the appointments were
confirmed.
Mayor Mathews appointed E. L. Wilder, J. E. Putnam and C. J.
Peck to act as appraisers in ascertaining the valuation of the lots
and pieces of ground liable -to special assessment for the cost of
curbing, guttering, excavating, grading and paving Tenth Street from
the south line of Prescott Avenue to the north line of Crawford
Avenue; and on motion of Councilman Brown the appointments were con-
firmed.
John Schrader appeared before the Council, and asked for a per-
mit to operate a pop corn and peanut stand.
Councilman Frown moved that the matter be referred to the Mayor
for investigation.
The filling along the Missouri Pacific Track, east of Thirteenth
Street, which had been ordered by the Council sometime ago was gen-
erally discussed, and on motion, the City Attorney was instructed to
take the matter up with the proper official to see if the same could
not be made at once.

x petition was received asking for the construction of a
sewer in the alley between Gypsum Avenue and Hill Drive, from
Oakdale Avenue to Columbia Avenue. Same was referred to the
Sewer and Drainage Committee.
The matter of marking zones in the center of the blocks
on Santa Fe Avenue, between Walnut and Ash Streets, was dis-
cussed.
On motion of Councilman Brown the matter was referred to _
the mayor and the Street and Alley Committee with power to act.
The matter of constructing a Public Comfort Station wus
generally discussed by the Council, and on motion, the matter
was referred to the Public Health Committee for investigation
and recommendations.
The monthly reports of the City Clerk. city Treasurer, Police
Judge and Fire Chief were received and ordered filed.
On motion of Councilman Todd, Council adjourned.
