08-06-1917 MinutesIIPA�� 1 P, 48 ) COUNCIL PROCEEDINGS, REGULAR MEETING. COUNCIL CHAMBER, SALINA) KANSAS. AUG. 6th, 1917. Regular semi-monthly meeting of the City Council, August 6th, 1917. Mayor Mathews presiding, City Attorney G. A. Spencer and the following named councilmen answered to roll call; Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite and Todd. Councilman Peters absent. The minutes of the Regular semi-monthly meeting of July 16th, 1917; the Adjourned Meeting of July 19th, 1917; and the Adjourned Meeting of July 20th, 1917, were read and approved as read. Councilman Todd of the Ways and Means Committee, requested that the said committee meet at the City Clerk's office, August 15th, 1917, to take up the matter of 1917 taxes. An ordinance was introduced entitled: "An ordinance providing for the acquiring by purchase for park purposes that tract or parcel of land known as Kenwood Park." On motion of Councilman Henry the rules of order were suspend ed for its consideration by the following vote; Ayes: Underwood, Grimes, Henry, Smith, Pulishler, Reed, Brown, Waite and Todd. (9) Nays: (0) Councilman Peters absent. On motion of Councilman Henry the ordinance wzs read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mish- ler, Reed, Brown, Waite and Todd. (9) Nays: (0) Councilman Peters absent. The Mayor approved the same and is numbered 2076. An ordinance was introduced entitled: "An ordinance providing for the issuance of the bonds of the city of Salina, Kansas, in the sum of X30,000 to pay the purchase price of Kenwood Park, to be used for park purposes." On motion of Councilman Todd the rules of order were suspended for its consideration by the following vote; Ayes: Underwood, Grimes, Henry, Smith, 14ishler, Reed, brown, Waite and Todd. (9) Nays: (0) Councilman Peters absent. On motion of Councilman Brown the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite and Todd. Ayes (9) Nays: (0) Council- man Peters absent. The Mayor approved the same and is numbered 2077. On motion it was decided that the $5,000.00 donation made by J. J. Geis, be placed in the Parks and marking Fund. Motion adopted. A petition was received asking for the location of a light on North Santa Fe Avenue, just north of the Rock Island Tracks. Same was referred to the Street and Alley Committee. Permission was granted the Union Pacific Railroad Company to re- move trees on the parking on north Ninth Street, for the construction of a side track to the Weber -Freeman �Zill. Councilman Underwood, of the Building Committee reported that they had received a proposition from S. F. Bowser of Ft. Vayne, Ind- iana, for the purchase of a gasoline tank and pump for the Fire Sta- tion , in the sum of It,>150.00 IT On motion of Councilman Grimes the proposition was accepted by the Council, and that the locating of said tank and pump be left to the Building Committee with power to act. An ordinance was introduced entitled: "An ordinance relating to waste and offensive matter and providing for the care and disposal. thereof." On motion of Councilman Mishler the rules of order were suspend- ed for its consideration by the following vote; Ayes: Underwood, Grimes, Honry, Smith, 11i.shler, Reed, Brown.: ,'.cite and Todd. Wakenhut, stated that it was nece_,s_-.ry to construct a short sewer on Otis Avenue, and to construct catchb---gins on 2;anta Fe Avenue and Ninth ;;treet, in advance of the Daving. Councilman Mishler moved that the. Matter be referred to the Sewer and Drc.ina,--e Co;:mittee to have I. R. Atzerman construct the same as per a>�rreernent . Councilman ?'T.ite called the attention of the Council to a num- ber of snags under the Iron Avenue Bridge, and on motion, Councilman 1.7aite instructed to confer with the County Commissionero. Requisition was made for chairs to be used in the Police Court Room., and Councilman Brown moved that the matter be referred to the Mays and Means Committee with po =ier to act. A communication was received from J. E. Bouman, asking that a refund of '65.00 be granted him on his Pool Hall license, recently paid, by reason of his removing from the City. On motion of Councilman Henry a refund was granted . Geo Shuler submitted a report on the auditing of the City's books. Councilman Brown moved that the report be received and ordered filed. The following communication was received from The Salina Light, Power & Gas Company: Salina, KL.nsas . August 6th, 1917. The City of Salina, Salina, Kansas. Attention Mr. Chas. Banker, City Clerk. Gentlemen: As required by Section Twelve of the City Lighting Ordin- ance passed July 16th, 1917, we wish to formally accept this ordinance. The matter of purchasing a car to be used by the Police Depart- ment was generally discussed and the matter was referred to the :'l,ys and Means Committee. Mayor Mathews appointed L. G. Gottschick, C. J. Peck and Chas. E. Haply, as appraisers to assess the damages and benefits caused by the appropriation and condemnation of a part of Lot Thirt,,"-Eight (36) on Tenth Street, Bishop's Addition to Salina, Kansas, for the open- ing, widening and extending Eleventh and Elm Streets., and on motion of Councilman Brown the appointments were confirmed. A petition was received asking for the construction of a side- walk on the west side of Columbia avenue, from Ash Street, south to connect with sidewalk constructed; and on the west side of Seventh — Street from Grand Avenue to Decatur. Same were referred to the Sidewalk Committee. A petition was received asking for the extension of water mains on Columbia Avenue, north of Elm Street. Same was referred to the Corporation and Franchise Committee. A petition was received asking for the location of an arc light at the corner of North Street and Second Street. Same was referred to the Street and Alley Committee. i I PA Z 1 1 1 1 1 ag 7 Mayor Mathews appointed Howard Yockers as a member of the Fire Department, and on motion of Councilman Mishler the appointment was confirmed. It was reported that there was a hedge fence on the west side of Ninth Street, north of the railroad, that would have to be removed. Coi_ncilman Henry moved that the Street Commissioner be author- ized to have the same removed. The following resolution was introduced: BE IT RESOLVED, By the Mayor and Councilmen of the city of Salina, K_-.nsas, that the curbing, guttering, excavating, grading and paving of Center Street, in said City of Salina, Kansas, from the east side of Fifth Street to the east end of said Center Street, are each and all improvements necessary to be made and done, and be it further resolved that such street improvements be made and done. The appraisers reports for the curbing and guttering of: Fifth Street, from the south line of Crawford Avenue to the north line of Tretcbtt A'vpnue; Seventh Street.- from the north line of Elm Street to the south line of Pine "'treet ; and for the curbing, guttering, excavating, grading and paving of: Bond Street_,_ from the west line of Santa Fe Avenue to the east line of Highland Avenue; Bishop Street, from the west line of Thirteenth Street, to the east line of College Avenue; Prescott Avenue, from the west line of Ninth Street to the west line of Eleventh Street; College Avenue, from the north line of Park Street to the south line of Bishop Street ; Twelfth Street, from the north line of Ash Street to the south line of Bishop Street; were received, and on motion of Councilman Mishler, Tuesday, August 14th, 1917, at 6 o'clock P. M. was designated as a Special Meeting at which time the appraisers reports will be taken up and acted upon by the Council, and that all. persons affected by such improvements can be present and heard if they so desire, and that the City Clerk give notice in the official City paper as provided by law.
