Council proceedings, Regular Meeting.
COUNCIL CHAMBER

JULY 16th, 1917. --
- Regular semi-monthly meeting of the City Council, July 16th,
1917. Mayor Mathews presiding, City Attorney G. A. Spencer and the
following named councilmen answered to roll call; Underwood, Grimes,
Henry, Smith, Mishler, Reed, Brown, Waite and Todd. Councilman
Peters absent.
The minutes of the Regular Semi -Monthly Meeting of July 2nd, —
1917, were read and approved as read.
Claims and Expenditure Committee reported by ordinance entitled:
"An ordinance making an appropriation for the payment of certain
claims."
On motion of Councilman Reed the ordinance was read and adopted
by sections and on its final adoption the roll was called and the
following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mish-
ler, Reed, Brown. Waite and Todd. (9) Nays: (0) Councilman Peters
absent. The Mayor approved the same and is numbered 2063.
Street and Alley Committee submitted the following report for
the paving, curbing, guttering and excavating of Tenth Street from
Prescott Avenue to Crawford avenue.

Gentlemen:
We, your committee on Streets and Alleys to whom was re-
ferred the petition asking for the curbing, o ttering, excavating
and grading and paving of Tenth Street, from Prescott Avenue to Craw-
ford Avenue, beg leave to report as follows:
According to an abstract furnished by a bonded abstracter
we find on investigation that a majority of the property owners lia-
ble for the cost of such improvements have signed said petition.
We therefore recommend that the prayers of the petition-
ers be granted.

On motion of Councilman Brown the report of the Committee
was adopted.
The following resolution was introduced:
BE IT RESOLVED, By the Mayor and Councilmen of the
City of Salina, Kansas, that the curbing, guttering, excavating,
grading and paving of North Street, in said City of Salina, Kansas,
from the east line of Ninth Street to the west line of Fourth Street,
except the intersection of Santa Fe Avenue and North Street that is
already paved, are each and all improvements necessary to be made
and done, and be it further resolved that such street improvements
be made and done.

City Engineer, P. G. Wakenhut, submitted plans and specifica-
tions and an estimate of cost for the cost of curbing, guttering,
excavating, grading and paving Tenth Street, from PrescottAvenue to
Crawford Avenue; and Wilson Street from Highland Avenue to Santa Fe
Avenue. Same were adopted and approved by the Council.

An ordinance was introduced entitled: "An ordinance specify-
ing and selecting the pavement to be used and letting the contract
for the paving and excavating of certain streets in the city of Sali-
na, Kansas.-,

An ordinance was introduced entitled: "An ordinance levying
and assessing special assessments on certain lots and pieces of
ground in the city of Salina, Kansas, to pay the cost of paving the
alley between Fourth and Fifth Streets, from a point 200 feet north
of Iron Avenue, in said City to the north line of said Iron Avenue,
and relating to and providing for collection of such assessments."
On motion of Councilman Henry the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Underwood,
Grimes, Henry, Smith, Mishler, Reed, Brown, Waite and Todd. (9)

On motion of Councilman Henry the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Underwood, Grimes, Henry,
Smith, Mishler, Reed, Brown, Waite and Todd. (9) Nays: (0)
Councilman Peters absent. The Mayor approved the same and is
numbered 2067.
Street and Alley Committee reported favorably on the location
of "White Way~ lights at the end of Santa Fe Avenue, near the Kan-
sas -Wesleyan university., and on motion the report of the Committee
was adopted.
An ordinance was introduced entitled: "An ordinance providing
for the installation and maintenance of street lights in the city
of Salina, Kansas, and letting the contract therefor."
On motion of Councilman Henry the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Underwood,
Grimes, Henry, Smith, Mishler, Reed, Brown, Waite and Todd. (9)
Nays: (0) Councilman Peters absent.
On motion of Councilman Henry the ordinance was read and adpo-
ted by sections and on its final adoption the roil was called and the
following vote was had; Ayes: Underwood, Grimes, Henry, Smith,
Mishler, Reed, Brown, Waite and Todd. (9) Nays: (0) Councilman
Peters absent. The Mayor approved the same and is numbered 2068.
The following resolution was introduced:
WHEREAS, it has been shown to the Mayor and Council of
the City of Salina, Kansas, that there are four persons on Railroad
Street in said City of Salina who desire to subscribe for four ser-
vices and become tenants of the Salina Water Works Company, and that
in order to permit them to become such tenants it will be necessary
for the said The Salina Water Works Company to lay not to exceed
Two Hundred Forty (240) feet of pipe on Railroad Street.
NOW THEREFORE, Be it Resolved by the Mayor and Council-
men of the city of Salina, Kansas, that the Salina Water Works Com-
pany be and it is hereby directed to lay and install on Railroad
Street north from the present main on Park Street a two inch pipe
for domestic purposes only for a distance of Two Hundred Forty
(240) feet.

On motion of Councilman Mishler the rules of order were sus-
pended and the resolution adopted as read by the following vote;
Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Wiath
and Todd. (9) Nays: (0) Councilman Peters absent.
The following resolution was introduced:
WHEREAS, It has been shown to the Mayor and Council of
the city of Salina, Kansas, that there are three persons on Elm
Street in said City who desire to subscribe for theree services and
become tenants of the Salina Water Works Company and that in order
to permit them to become such tenants it will be necessary for the
said Salina Water Works Company to lay not to exceed One Hundred
Eighth (180) feet of pipe on Elm Street, west of Kansas Avenue on
north side of Street.
NOW THEREFORE, Be it Resolved, by the Mayor and Coun-
cilmen of the city of Salina, Kansas, that the Salina Water Works
Company be and is hereby directed to lay and install on Elm Street
west of the present main on Kansas Avenue a two inch pipe for domes
tic purposes only, for a distance on One Hundred Eighty (180) feet.

On motion of Councilman Mishler the rules of order were sus-
pended for its consideration and the resolution adopted as read by
the following vote; Ayes: Underwood, Grimes, Henry, Smith, Mishler,
Reed, Brown, Waite and Todd. (9) Councilman Peters absent.
WHEREAS, The Salina Water Works Company have agreed that
if the City of Salina will order in the hereinafter described water
main at this time, that the said The Salina Water Works Company will
make no charge against said City on account of furnishing zervice to
said City from the same until January 1, 1918; Now, Therefore,
BE IT RESOLVED, By the Mayor and Councilmen of the City of
Salina, Kansas, that The Salina Water Works Company be and it is
hereby directed to lay a six inch water main on Ninth Street in the
city of Salina, Kansas, from the termination of the present main at
,the intersection of Pacific Street with said Ninth Street, north a
distance of approximately nineteen hundred forty (1940) feet and con-
nect with the main of said Company heretofore ordered in on Otis
Avenue in said City and to locate fire hydrants thereon as may here-
after be designated by the Fire Chief of the city of Salina, Kansas.

The following resolution was introduced:
BE IT RESOLVED, By the Mayor and Councilmen of the city
of Salina, Kansas, that The Salina Light, Power & Gas Company be and
it is hereby ordered to install, maintain and operate White Way posts
on Santa Fe Avenue from the north side of Ash Street to the south side
of Elm Street; and on Seventh Street in said City from thesouth side
of Ash Street to a distance approximately four hundred (400) feet
south of Iron Avenue in said City. Such posts to bear one one hun-
dred watt Mazda lamp and two sixty Watt Maxda lamps and of the same
standard as now installed on Santa Fe Avenue in said City and they
shall be placed on each side of such streets at a distance of not to
exceed one hundred twenty-five (125) feet apart.

city of Salina, Kansas, that the excavating, grading and paving of
Eleventh Street, in said City of Salina, Kansas, from the south —
line of South Street to the north line of Morrison Avenue, are each
and all improvements necessary to be made and done, and be it fur-
ther resolved that such street improvements be made and done.

Bids for the erection of the new Fire Station to be erected
on Fifth Street, as advertised for, were received as follows:

Also plumbing, heating and wiring bids from the:
Salina Plumbing Company,
City Plumbing Company,
Standard Electric Company,
Right Way Plumbing Company.
Councilman Waite moved that all bids be referred to the
Building Committee to report at an Adjourned Meeting, of Thirsday
evening, July 19th, 1917. Motion adopted.
Councilman Grimes of the Fire Department Committee reported
that the samall Fire Wagon, used by the Fire Department, was in
an unsafe condition, and that a new one should be purchased at
once.
On motion of Councilman Brown the matter was referred to the
Fire Department Committee for investigation and recommendation.
An ordinance was introduced entitled: "An ordinance relat-
ing to Junk Dealers."

On motion of Councilman Henry the rules of order were suspend-
ed for its consideration by the following vote; Ayes: Underwood,
Grimes, Henry, Smith, Mishler, Reed, Brown, Waite and Todd. (9)
Nays: (0) Councilman Fetors?absbnt.
On motion of Councilman Brown the ordinance was read and adopt-
ed by sections and on its final adoption the roll was called and
the following vote was had; Ayes: Underwood, Grimes, Henry, Smith,
Mishler, Reed, Brown, Waite and Todd. (9) Nays: (0) Councilman
Peters absent. The Mayor approved the same and is numbered 2071.
Councilman Waite of the Parks and Parking Committee, reported
on the matter of the wading pool in the City Park, stating that the
same had not yet been repaired. The committee was granted further
time.
Mayor Mathews recommended that the salary of the Speed Cop
be increased $10.00 per month. Councilman Todd moved that the
recommendation be adopted.
Mayor Mathews appointed John Frederick, M. E. Ford and Wm.
Garrison, to act as appraisers in ascertaining the valuation of the
lots and pieces of ground liable to special assessment for the cost
of curbing, guttering, excavating, grading and paving Santa Fe
Avenue from the north line of the right of way of the Union Pacific
Railroad to the south line of Otis Avenue. On motion of Councilman
Brown the appointments were confirmed.
Mayor Mathews appointed John Frederick, M. E. Ford and Wm.
Garrison to act as appraisers in ascertaining the valuation of the
lots and pieces of ground liable to special assessment for the
cost of curbing, guttering, excavating, grading and paving Ninth
Street, from the south line of the main line right of way of the
Union Pacific Railroad to the north line of Otis Avenue. On motion
of Councilman Brown the appointments were confirmed.
Mayor Mathews appointed John Frederick, M. E. Ford and Wm.
Garrison, to act as appraisers in ascertaining the valuation of the
lots and pieces of ground liable to special assessment for the cost
of curbing, guttering, excavating, grading and paving Otis Avenue,
from the east line of Santa Fe Avenue to the east line of Ninth
Street. On motion of Councilman Brown the appointments were con-
firmed.
Fire Chief, R. N. Camp, submitted his resignation as Fire
Chief, to take effect August 15th, 1917.
On motion of Councilman Brown the resignation was accepted
to take effect August 15th, 1917.
A communication was received from Dave Stell, in reference
to a claim of $10.00 against the City.
On motion of Councilman Brown the communication was received
and ordered filed.
Councilman Henry moved that the Street and Alley Committee
have M. R. Amerman re-lay the paving at the intersection of Bishop
Street and Ninth Street; and to repair the paving at the intersection
of Park Street and Ninth Street. Motion adopted.
a petition was received asking for the curbing, guttering, ex-
cavating, grading and paving of Gypsum Avenue, from Front Street to
Oakdale avenue; also Oakdale Avenue from Gypsum Avenue to Iron
,avenue. Same was referred to the Street and alley Committee.
A petition was received asking for the location of an Arc Light
at the corner of Twelfth Street and Walnut Street. Same was referred
to the Street and :alley Committee.
The monthly reports of the City Clerk, City Treasurer, Police
Judge and Fire Chief, were received and ordered filed.
On motion of Councilman Henry, Council adjourned until Thurs-
day evening, July 19th, 1917. pp
