JULY 2nd, 1917.
Regular semi-monthly meeting of the City Council July 2nd,
1917. Mayor Mathews presiding, City Attorney G. -a • Spencer and the
following named councilmen answered to roll call; Underwood, Grimes,
Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters.
Councilman Brown moved that the reading of the minuts be dis-
pensed with. Motion adopted.
Parks and Parking Committee reported on the Kenwood Park pro-
position as follows:
Mayor and City Council:
We, your committee on Parks and Parking, have had under
consideration the proposition of Mr. John J. Geis with reference to
the purchase of Kenwood Park, and after full investigation and due
consideration we recommend to the Council the acceptance of Mr.
Geis's proposition, feeling sure that the proposition cannot be bet-
tered by condemnation proceedings, and we further report by reso-
ituion herewith.

The following resolution was introduced:
WHEREAS it is expedient in the judgment of the Mayor and
Councilmen of the City of Salina, to acquire for park purposes
that tract or parcel of land known as Kenwood Park; and
WHEREAS, on the 3rd day of April, 1917, at an election
duly held in said City for that purpose the proposition of issuing
bonds for the purpose of paying for such land to be used as a public
park was submitted to the qualified electors of said City; and
WHEREAS, at said election a majority of all votes cast on
said proposition were in favor of issuing said bonds; and the City
of Salina was authorized to issue bonds in an amount not exceeding
Thirty Thousand ($30,000.00) Dollars, for t,e purpose of acquiring
said land for such purpose; and
WHEREAS, John J. Ueis who is the owner of such property, has
made a proposition in writing to the Mayor and Councilmen of -said
City offering to sell to said City of Salina to be used as a public
park, said tract or parcel of land, together with the bridge across
the Smoky Hill River from Oakdale Avenue connecting said tract with
said City and sufficeint land fronting on Oakdale Avenue to give
access from Oakdel Avenue to said bridge, for the sum of Thirty
Thousand ($30,000.00) Dollars.

VtHEREAS, in the judgement of the Mayor and Councilmen of said
City the said tract or parcel of land is worth the sum of Thirty
Thousand (30, 000.00) Dollars;
NOW THEREVURE, it is by the Mayor and councilmen of the City
of Salina, Kansas, found necessary and it is hereby ordered that
said tract or parcel of land be acquired by said City to be used as
a Public Park; and be it further reolved that said proposition so
made by said John J. Geis as aforesaid be and the same is hereby tc -
cepted. And be it further ordered that the City Engineer of the ity
of Salina survey said tract or parcel of land and file with the city
clerk of said City a full and complete description of the same.
Adopted and approved this 2nd day of July, 1917.

On motion of Councilman Waite the rules of order were sus-
pended for its consideration by the following vote; Ayes: Smith,
Mishler, Reed, Brown, Waite, Todd and Peters. (7) Nays: Under-
wood, Grimes and Henry. (3)
On the final adoption the roll was called and the following
vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler,
Reed, Brown. Waite, Todd and Peters. (10) Nays: (0)
A. H. King appeared before the Council and presented a peti-
tion asking for the location of White Way posts at the end of
Santa Fe Avenue, near the Kansas Wesleyan University.
The matter was referred to the Street and Alley Committee.
Councilman Waite moved that the City Marshal be instructed
to notify the feed yards, to at once remove the platforms on the
parking on Fifth Street, that are being used for displaying flour
and Peed.
The matter of enlarging the supply pipe to the drinking
fountain at the corner of Iron Avenue and Santa Fe Avenue was
discussed.
Councilman Henry moved that three-quarter inch pipe be in-
stalled. Motion adopted.
An ordinance was introduced entitled: "An ordinance grant-
ing right of way for a switch track to the Union Pacific Railroad
Company along Fourth Street and across Elm Street."
On motion of Councilman Brown the rules of order were sus-
pended for its consideration by the following vote; Ayes: Under-
wood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and
Peters. (10) Nays: (0)
On motion of Councilman Smith the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had: Ayes: Underwood, Grimes, Henry,
Smith, Mishler, Reed, Brown, Waite, Todd and Peters.- (10) Nays:
(0) The Mayor approved the same and is numbered 2060.
An ordinance was introduced entitled: "An ordinance pro-
viding for the reparing of certain sidewalk in the city of Salina ,
Kansas."
On motion of Councilman, Brown the rules of order were sus-
pended for its consideration by the following vote: Ayes: Under-
wood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and
Peters. (10) Naps: (0)
on motion of Councilman Henry the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Underwood, Grimes, Henry,
Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays:
(0) The Mayor approved the same and is numbered 2061.
An ordinance was introduced entitled: "An ordinance provid-
ing for the construction of certain sidewalk in the city of Salina,
Kansas."
On motion at' Councilman Henry the rules of order were suspend-
ed for its consideration by the following vote: Ayes: Underwood,
Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters.
(10) Nays: (0)
On motion of Councilman Brown the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Underwood, Grimes, Henry,
Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: --
(0) The Mayor approved the same and is numbered 2062.
Councilman Mishler moved that the Public Health Committee
meet with the City Attorney and draft a new ordinance defining
nuisances and to compbl property owners to clean up the alley and
ground adjacent to their property.

The following resolution was introduced:
BE IT RESOLVED, By the Mayor and Councilmen of the
City of Salina, Kansas, that the Salina Water forks Company be
and it is hereby directed to lay a six (6) inch water main from
its present main on Seventh Street from the east side of Seventh
Stre.et on Otis Avenue, west to the middle of Ninth Street and to
locate fire hydrants thereon as the Fire Chief of the city of
Salina, Kansas, may direct.

On motion of Councilman Mishler the rules of order were sus-
pended for its consideration and the resolution adopted as read
by the following vote: Ayes: Underwood, Grimes, Henry, Smith
Mishler, Reed, Brown., Waite, Todd and Peters. (10) Nays: (0i
A Petition asking for the construction of a White Way on
Seventh Street was received and referred to the Corporation and
Franchise Committee.
Councilman Waite mentioned the bad condition of the wading
pool in the City Park. It was referred for investigation, to
report at the next meeting.
Councilman Grimes mentioned that the salaries of the Motor
Policeman and Janitor should be increased. The matter was deferred
until the next Regular Meeting.
On motion of Councilman Underwood, Council adjourned.
