Adjourned meeting of the City Council, June 21st, 1917.
Mayor Mathews presiding, City Attorney G. .. Spencer and the fol-
lowing named councilmen answered to roll call; Henry, Smith,
Mishler, Brown, Waite, Todd and Peters. Councilmen Underwood,
Grimes and Reed absent.
Councilman Mishler moved that the contract for the curbing
and guttering of certain streets a°s advertised for, be awarded to
L. H. Lyon, as per his bid, and` that the certified checks be returned
to the unsuccessful bidders. Motion adopted.
Councilman Mishler moved that the contract for the paving
and excavating of certain streets as advertised for, be awarded
to M. R. Amerman, for two and one-half (2;) inch vitrified verti-
cal fiber side wire cut brick paving on a four (4) inch concrete
base with an Asphalt Filler, and that the certified checks be
returned to the unsuccessful bidders. Motion adopted.
The special committee to whom was referred the matter of cre-
ating and establishing a Benefit District reported and recommended
that the Benefit District be as follows: on the West, east side
J of Thirteenth Street; on the north, south side of Bishop Street;
on the East, west side of Ninth Street; and on the south, the north
side of Park Street.
Councilman Waite moved that the report of the committee be
d adopted.
An ordinance was introduced entitled: "An ordinance repealing
Ordinance No. 2037, entitled, "An ordinance providing for the con-
demnation and appropriation of certain lots and pieces of ground
in the city of Salina, hereinafter described, for the purpose of
opening, widening and extending Elm Street and Eleventh Street."
On motion of Councilman Henry the rules of order were sus-
pended for its consideration by the following vote; Ayes: Henry,
Smith, Mishler, Brown, Waite, Todd and Peters. (7) Nays: (0 )
Councilmen Underwood, Grimes and Reed absent.
On motion of Councilman Mishler the ordinance was read and
adopted by sections and on its final adoption the roll wsa called
and the following vote was had: Ayes: Henry, Sn ith, Mishler,
Brown, Waite, Todd and Peters. (7 Nays: (0) Councilmen
Underwood, Grimes and Reed absent. The Mayor approved the same
and is numbered 2054.
An ordinance was introduced entitled: "An ordinance provid-
ing for the condemnation and appropriation of certain lots and
pieces of ground in the City of Salina, for the purpose of widen-
ing and extending Elm Street and Eleventh Street, in said City and
providing for the appointment of appraisers therefor."
On motion of Councilmsn Brown the rules of order were sus-
pended for its consideration by the following vote; Ayes: Henry,
Smith, Mishler, Brown, Waite, Todd and Peters. (7) Nays: (0)
Councilmen Underwood, Grimes and Reed absent.
On motion of Councilman Mishler the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Henry, Smith, Mishler,
Brown, Waite, Todd and Peters. (7) Nays: (0) Councilmen
Underwood, Grimes and Reed absent. The Mayor approved the same
and is numbered 2055.
An ordinance was introduced entitled: "An ordinance estab-
lishing and creating a Benefit District and fixing the boundaries
thereof."
On motion of Councilman Brown the rules of order were sus-
pended for its consideration by the following votett• Ayes: Henry,
Smith, Mishler, Brown. Waite, Todd and Peters. (71 Nays: (0)
Councilmen Underwood, Grimes and Reed absent.

On motion of Councilman Brown the ordinance was read and
adopted by sections and on its final adoption the roll was called
and the following vote was had; Ayes: Henry, Smith, Mishler,
Brown, Waite, Todd and Peters. (7) Nays: (0) Councilmen
Underwood, Grimes and Reed absent. The Mayor approved the same
and is numbered 2056.
Mayor Mathews appointed L. U. Gottschick, L. J. Supple and
W. 1. Fraser, to act as appraisers to ascertain the damage sustain-
ed for the opening, widening and extending of Elm Street and Elev-
enth Street, and on motion of Councilu;an Brown the appointments
were confirmed.
Councilman Mishler called the attention of the Council to
three poles being located at the corner of Eleventh and South Street
and recommended that the same be removed. The matter was referred
to the Street and Alley Committee.
The following resolution was introduced:
WHEiiEAS, It has been shown to the Mayor and Council
that there are three persons on Bond Street, in the city of Salina,
Kansas, who desire to become tenants of the Salina Water Works
Company for domestic purposes only and that it will be necessary
for the Salina Water Works Company in order to permit said persons
to become tenants of said Company, to lay not to exceed one hundred
eighth (180) feet of pipe therefor.
INO'0i `t'hzREFURE, Be it Resolved, by the Mayor and
Council of the City of Salina, that the said The Salina Water
Works Company be and it is hereby directed to lay a two inch water
pipe for domestic purposes only, on Bond Street in said City, west
from its main on Highland ilvenue for a distance of not to exceed
one hundred eighty 1180) feet and connect said pipe with its main
on said Highland Avenue in said City.

On motion of Councilman Mishler the rules of order were sus-
pended for its consideration and the resolution adopted as read
by the following vote; Ayes: Henry, Smith, Mishler, Brown,
Waite, Todd and Peters. (7) Nays: (0) Councilmen Underwood,
Grimes and Reed absent.
Councilman Brown moved that said petition be referred to
the Ways and Means Committee.
Plans and specifications for the new Fire Station were pre-
sented, and Councilman Brown moved that they be referred to the
Building Committee for recommendations. Motion adopted.
Councilman Waite called the attention of the Council to the
unsanitary condition of the sewers in the City. Councilman Brown
moved that the matter be referred to the Public Health and the
Sewer and Drainage Committee.
Councilman Mishler of the Fire uepartment Committee recommended
the purchase of one new tire for the small auto truck.
Councilman Brown moved that the purchase be made.
J. J. Ueis submitted a written proposition to the Council,
for the sale of Kenwood Park.
Councilman Waite moved that the proposition be accepted, and
on roll call the motion was lost.
Councilman Brown moved that the matter be referred to the
Parks and narking Committee. Motion adopted.
A petition was received asking for the closing of the Pool
Halls in the city of Salina, Kansas.
Councilman Brown moved that said petition be referred to
the Ways and Means Committee.

Councilman Henry moved that the Committee report at the
Adjourned Meeting of June 25th, 1917. Motion adopted.
An ordinance was introduced entitled- "An ordi ;ante amend-
ing Section Five (5) of Ordinance No. 1859, entitled, "An ordinance
providing for the appointment of a City Attorney, specifying his
duties and fixing his compensation and repealing Ordinance 140.
1758, passed and approved, May 18th, 1914, and so much of Ordinance
No. 1097, pasted and approved September 16th, 190., as is in
conflict therewith."
On motion of Councilman Mishler the rules of order were sus-
pended for its consideration by the following vote: Ayes: Henry,
Smith, Mishler, Brown, ,"gaite, Todd and Peters. (7) Nays: (0)

On motion of Councilman Waite the ordinance was read and
adopted by sections and on its final adoption the roll was called

On motion of Councilman Mishler, Council adjourned until
