Regular semi-monthly meeting of the City Council, June 18th, 1917. Mayor Ialathews presiding, City Attorney G. A. Spencer and the following named councilmen answered to roll call: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. The minutes of the Regular semi-monthly meeting of June 4th, 1917; and the Adjourned Meeting of June 7th, 1917, were read and approved as read. A committee of ladies from the Chamber of Commerce appeared before the Council in reference to installing a system of the col- lection of garbage in the City of Salina. On motion of Councilman Brown the matter was referred to the Public Health Committee. An ordinance was introduced entitled: "An ordinance making an a ppropriat ion for the payment of certain claims." On motion of Councilman Todd the ordinance was read and adopt- ed by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. The Mayor approved the sama and is numbered 2051. Bids were received for the paving of certain streets as ad- vertised for, from: L. h. Lyon, Stamey & Mackey, A• R. Young & Company, Jas. Stanton, iv. K. Amerman, Erickson Bros., (Curb and gutter) Councilman Brown moved that all bids be deferred until Thurs- day evening, June 21st, 1917, at eight o'clock I'• Zvi• Motion adopted. An ordinance was introduced entitled "An ordinance making an appropriation for the payment of certain claims.' A communication was received from the Fire Chief in reference to parking autmobiles on Iron Avenue, in the center of the street. Councilman Mishler moved that the City Marshal be instructed to enforce the automobile ordinance. A letter was received from H. U. Roche, submitting a claim in the amount of X25.00 for damage sustained by his boy, in fall- ing over a weighing machine located on the sidewalk on west Iron Avenue. On motion of Councilman Brown, the claim was authorized to be paid. Councilman Brown moved that the City Marshal be instructed to clear the sidewalk on Fifth Street, between Ash Street and Wal- nut Street. On motion of councilman Henry the ordinance was read and admpted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) The Mayor approved the same and is numbered 2052. An ordinance was introduced entitled: "An ordinance estab- lishing grades on certain streets in the city of Salina, Kansas." On motion of Councilman Brown the rules of order were suspend- ed for its consideration by the following vote; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) On motion of Councilman Todd the ordinance was read and adopt- ed by sections and on its final adoption the roll wsa called and the follovwng vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. On motion of Councilman Brown the matter was referred to the Sidewalk Committee for investigation. Councilman viishler moved that the City Attorney be instructed to notify the Street Car Company to settle for the hose damaged by their street car, within ten days. The matter of drafting an ordinance permitting the building of bracket chimneys was referred to the Fire Department and the Building Committees for recommendations. The building committee was authorized to secure plans for the erection of a store house shed in the city's lot at the corner of Seventh and Decatur Street, and to report at the next Regular Meet ing. Councilman Smith of the Public Health Committee, made a verbal report on the condition of the hide house on East Iron Avenue, and stated that temporary relief had been secured, and that the mAtter was, in the hands of the County Health Officer. Councilman Peters of the Sewer and Drainage Committee report- ed as follows, and recommended the construction of the following named sewers: In the alley between Penn and Oakdale Avenue, north of Elm Street, Onhillips Street, from South to Morrison Avenue, In he alley between Beloit and Republic, east of Santa Fe, Between Jewell and Kirwin, from Santa Fe, east to the McPherson Branch tracks, Between Kansas and Des Moines Avenue, north of Elm about 350 feet, In the alley between Kansas and Columbia, north of Elm Street --- about 100 feet; On Bond Street, from Highland Avenue to Ninth Street, On Eleventh Street, from Elm Street to Bishop Street; South of Ash, east of Ohio to continue to Johnstown, thence east on Johnstown; On Second Street, from Iron Avenue, north a distance of about 300 feet. On motion of Councilman Brown the report of the Committee was received and adopted. The matter of determining the ownership of the County Park was discussed. Councilman Waite moved that the matter be referred to the City Attorney for investigation, and report his findings to the Council. Geo. Caldwell appeared before the Council and asked permission to construct a cess pool in the parking, on Eleventh Street, south of Charles Street, same being outisde of the sewer district. Councilman Brown moved that the matter be referred to the Sewer and Drainage Committee. Bids were received for the installing of a toilet in the Street Commissioner's yard on South Fifth Street, from: A. J. Bachofer, Right Way Plumbing Company, Home Plumbing Company. Councilman Henry moved that the Contract be awarded to the Home Plumbing Company as per their bid. Motion adopted. A petition was received for the curbing, guttering, excavating, grading and paving of Tenth Street, from Prescott Avenue to Crawford Avenue. Same was referred to the Street and Alley Committee. A petition was received for the paving and excavating of Elev- enth Street from South Street to Morrison Avenue. Same was referred to the Street and AlleysCommittee. Councilman Brown moved that the Mayor appoint a committee to designate a Benefit District, for the cost of opening, widening and extending Elm Street and Eleventh Street, also extending Front Street to Mulberry Street. [ IJ/A7 1 1 n 1 Mayor Mathews appointed Councilmen Henry, Brown and Mishler to act as the above named committee. Councilman Smith moved that the City Marshal be instructed to enforce the Gambling Ordinance, especially around carnivals and shows, and tha t the sheriff also be notified of the above action, The nomination of Councilmen Henry, Mishler and Underwood, for President of the Council for the ensuing year was submitted, and on vote, Councilman Mishler receiving the largest number of votes he was declared the duly elected President of the Council for the ensuing year. The monthly reports of the City Clerk, City Treasurer, Police Judge and Fire Chief, were received and ordered filed. On motion of Councilman Henry, Council adjourned until Thurs- day evening, June 21st, 1917, at eight o'clock P. iii. City Clerk. 467
