May- or Mathews presiding, City Attorney G. A- Spencer and the following named councilmen answered to roll call; Underidood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. An ordinance was introduced entitled: "An ordinance grant- ing to the United States Automatic Fire Alerm Company of Kansas City, Missouri, its successors and assi&ns, the right to operate and maintain automatic fire alarm systems in the city of Salina, Kansas, and providing for the maximum charge to subscribers. On motion of Councilman Mishler the rules of order were sus- pended for its consideration by the following vote; Ayes: Under- wood, Henry, Grimes, Smith, Mishler, Reed, Brown, Waite, Todd an d Peters. (10) Nays: (0) On motion of Councilman Brown the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, crimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Paters. (10) Nays: (0) The Mayor approved the same and is numbered 2045. Councilman Todd of the Ways and Means Committee, to whom was referred the matter of bids on City printing, reported as follows: "After due consideration the committee desires to recommend the acceptance of the bid of The Central Kansas Publishing Company for the official City printing for the ensuing year." On motion of Councilman Brown the report of the committee was adopted and the contract for the city printing for the ensuing year was awarded to The Central Kansas Publishing Company, as per their bid of June 4th, 1917. Motion adopted. Councilman Todd of the Ways and Means Committee, to whom wss referred the bids for auditing the City's books reported as follows: "We recommend that the Mayor appoint three members of the Council to audit the City's books. " Councilman Henry moved that the report of the committee be adopted and that the Mayor appoint said committee. Mayor Mathews appointed. Councilmen Peters, Todd and Brown on the above committee. Mayor Mathews appointed E. L. Wilder, C. H- Harne and S. I. Nelson to act as appraisers in ascertaining the valuation of the lots and pieces of ground liable to special assessment for the cost of curbing and guttering Eleventh Street from the south line of South Street to the north line of Morrison Avenue, and on motion of Councilman Mishler the appointments were confirmed. An ordinance was introduced entitled: "An ordinance amend- ing Ordinance No. 1717 entitled, "An ordinance prescribing the duties and compensation of the street commissioner of the city of Salina, prescribing compensation to be paid employees working on the streets of said City and repealing Ordinance No. 537 passed and approved March 7, 1888, and Ordinance No. 1523 passed and ap- proved October 18, 1909. On motion of Councilman Brown the rules of order were sus- pended for its consideration by the following vote; Ayes: Under- wood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) On motion of Councilman Brown the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. IIPAZ 4C3 An ordinance was introduced entitled: "An ordinance amend- ing Section Two (2) of Ordinance No. 1860, entitled, "An ordinance providing for the appointment of an assistant Fire Chief, fixing his duties and compensation and repealing so much of Ordinance No. 1480 as is in conflict herewith." On motion of Councilman Brown the rules of order were suspend- ed for its consideration by the following vote; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) On motion of Councilman Brown the ordinance was read and adopted by sections and on its final adoptt ion the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Waite, Brown, Todd and Peters. (10) Nays: (0) The Mayor approved the same and is numbered 2047. An ordinance was introduced entitled: "An ordinance relating to the salary of the City Clerk and repealing Ordinance 'No. 1671." On motion of Councilman Brown the ruloe of order were suspend- ed for its consideration by the following vote; Ayes: Underwood, Grimes, Henry, Smith, Mishler, heed, Brown. Waite, Todd and Peters. (10) Nays: (0) On motion of Councilman Brown the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) The Mayor approved the same and is numbered 2048. An ordinance was introduced entitled: "An ordinance amend- ing Ordinance Nol. 1719, entitled, "An ordinance amending Section Three (3) of Ordinance No. 1480 passed and approved, April 19, 1909, and amending Ordinance No. 1538 passed and approved, February 21, 1910 and repealing said Section Three (3) of said Ordinance No. 1480 and said Ordinance No. 1538." On motion of Councilman Mishler the rules of order were sus- pended for its consideration by the following vote: Ayes: Under- wood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) On motion of Councilman Todd the ordinance was read and adopted by sections and on its final adoption the roll wsa called and the following vote was had; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) The Mayor approved the same and is numbered 2049. An ordinance was introduced entitled: "An ordinance amend- ing Ordinance No. 1770 entitled., "An ordinance fixing the salaries of the Marshal, Assistant marshal and the policemen of the city of Salina, prescirbing the hours of service and repealing ordinances 1461 and 1670." On motion of Councilman Brown the rules of order were suspend- ed for its consideration by the following vote; Ayes: Underwood, Grimes, Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (10) Nays: (0) On motion of Councilman Henry the ordinance was read and adopted by sections and on its final adoption the roll wsa called and the following vote was had; Ayes: Onderwood, Grimes t Henry, Smith, Mishler, Reed, Brown, Waite, Todd and Peters. (101 Nays: (0) The Mayor approved the same and is numbered 2050. VJ. II. Myers appeared before the Council and asked for water and sewer exetension at the corner of Eleventh Street and Charles Street. The matter was referred to the Sewer and Drainage Committee and the Corporations and "'ranehise Committee for recommendations. The following resolution was introduced: BE IT RESOLVED, By the Mayor and Councilmen of the City of Salina, Kansas, that the curbing, guttering, excavating, grading and paving of Santa Fe Avenue, in said City of Salina, Kansas, from the south line of the Union Pacific Right of way to the north line of the Union Pacific Right of way, are each and all improvements necessary to be made and done, and be it further resolved that such street improvements be made and done. (10) Nays: (0) A request was received from The Salina Light, Power & Gas Company asking the Council to grant The Chicago, Rock Island & Pacific Railway Company permission to construct a spur track across Third Street tp their property. The Matter was referred to the Street and Alley Committee. Councilman Brown moved that the City Clerk notify the heads of each department to attend each Regular Meeting of the Council. On motion of Councilman Reed, Council adjourned. City Clerk.
